About approval of technical requirements to geospatial to data, metadata and geoinformation services of national infrastructure of geospatial data

According to Item 2 parts one of article 13 of the Law of Ukraine "About national infrastructure of geospatial data", to Items 9, 10, 16, 28 and 75 Procedures for the functioning of national infrastructure of geospatial data approved by the resolution of the Cabinet of Ministers of Ukraine of May 26, 2021 No. 532, and to Item 1, to the subitem 3 of item 4 of the Regulations on the Ministry of Agricultural Policy and Food of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of February 17, 2021 No. 124 "Some questions of activities of the central executive bodies", PRIKAZYVAYU:

1. Approve enclosed:

Technical requirements to metadata for sets of geospatial data and geoinformation services of national infrastructure of geospatial data;

Technical requirements to specifications of geospatial data of national infrastructure of geospatial data;

Technical requirements to geoinformation services of geoportals of national infrastructure of geospatial data;

Technical requirements and methods of ensuring interoperability and compatibility of sets of geospatial data and geoinformation services.

2. To provide to management of regulation of agrarian resources submission of this order in the procedure established by the legislation on state registration in the Ministry of Justice of Ukraine.

3. This order becomes effective from the date of its official publication.

4. To impose control of execution of this order on the First Deputy Minister Taras Vysotsky.

Technical requirements to metadata for sets of geospatial data and to geoinformation services of national infrastructure of geospatial data

I. General provisions

1. In these Technical requirements item collection of metadata which constitute profiles of metadata for sets of geospatial data and metadata for geoinformation services of national infrastructure of geospatial data (further - NIGD) is determined and cover the reference information about geospatial data and services determined by part six of article 5 of the Law of Ukraine "About national infrastructure of geospatial data".

2. These Technical requirements are harmonized with Regulations of the Commission (EU) No. 1205/2008 of December 3, 2008 about implementation of the Directive 2007/2/EU of the European Parliament and Council concerning metadata (Commission Regulation (EC) No. 1205/2008 of 3 December 2008 implementing Directive 2007/2/EC of the European Parliament and the Council as regards metadata) taking into account the last edition of the international standard ISO 19115-1:2014 "Geographical information. Metadata. Part 1 - Bases" (further - ISO 19115-1:2014).

3. In profile of metadata for sets of geospatial data and metadata for the NIGD geoinformation services (further - Profiles) respectively 26 and 20 elements from more than 400 elements of general set of the metadata determined in ISO 19115-1:2014 are included.

Names and data types of elements of metadata meet such international and national standards:

ISO 19115-1:2014 "Geographical information. Metadata. Part 1 - Bases";

ISO/TS 19115-3:2016 "Geographical information. Metadata. Part 3 - the XML scheme for implementation of the main concepts";

ISO 19157:2013 "Geographical information. Quality of geospatial data".

4. For creation of metadata as a part of the national geoportal and geoportals of holders of data applied services of creation of metadata with item collection of metadata for the Profiles determined in these requirements are implemented.

5. Applied services of creation of metadata shall provide forming of sets of metadata in XML formats according to the schemes determined in the international standard ISO/TS 19115-3:2016, the formal description of which it is provided in open access on the official site of the International standardization organization (ISO) according to the reference: https://standards.iso.org/iso/19115/.

6. In these Technical requirements terms are used in the value given in the Law of Ukraine "About national infrastructure of geospatial data" and the Procedure for functioning of national infrastructure of geospatial data approved by the resolution of the Cabinet of Ministers of Ukraine of May 26, 2021 No. 532.

II. Structure of profiles of metadata for sets of geospatial data and geoinformation services of national infrastructure of geospatial data

1. The structure of Profiles is determined according to the rules of creation of profiles formulated in ISO 19115-1:2014:

the profile cannot change name, determinations or data type of element of metadata;

the profile shall include:

kernel of the metadata determined in ISO 19115-1:2014 for digital set of the geospatial these geoinformation services determined by this standard;

all obligatory metadata in all obligatory Sections;

all conditional elements of metadata in all obligatory sections if the data set meets condition which is required by the Section;

all obligatory elements of metadata in all conditional sections if the data set meets condition which is required by the Section;

all conditional elements of metadata in all conditional Sections if the data set meets condition which is required by element of metadata and the Section;

the profile shall be available to everyone who receives the metadata created in connection therewith by profile.

2. The structure of profile of metadata for sets of geospatial data of national infrastructure of geospatial data which is determined in Appendix 1 to these Technical requirements includes:

kernel of elements of metadata (line 1 - the 18th table) which are determined in appendix F. 2 to ISO 19115-1:2014 for identification of not service geoinformation resources to which sets of geospatial data and complexes of sets of geospatial data belong;

eight elements (lines of table 19 - 26) from general elements of metadata ISO 19115-1:2014 with additional data on the referentsny coordinate system of data set, production stage of data, compliance of data of certain specification, frequency of updating of data, and also additional data on set of metadata for their correct use by search services.

3. The structure of profile of metadata for geoinformation services of national infrastructure of geospatial data which is determined in Appendix 2 to these Technical requirements includes:

kernel of elements of metadata (line 1 - the 16th table) which are determined in appendix F. 3 to ISO 19115-1:2014 for identification of geoinformation services;

four elements (lines 17 - the 20th tables) from general elements of metadata ISO 19115-1:2014 with additional data on set of metadata for their correct use by search services.

4. Tables of structure of profiles of metadata contain general information about elements of metadata on the following general structure:

sequence number of element of metadata in the table;

the name of element and its designation in class hierarchy of elements of metadata according to ISO 19115-1:2014;

designations of obligation and plurality of entry of element of metadata into set of metadata of certain resource;

comments about assignment, content and data types of elements of metadata.

5. Obligation – determines whether the element is obligatory (About) for filling or conditional (At), included in item collection about certain resource (set of geospatial data, set of sets of geospatial data or geoinformation service) if for resource the condition specified in profile - availability in the resource described by metadata, the corresponding property for which description the conditional element of metadata is intended is satisfied.

6. Plurality of occurrence - determines possible number of elements of metadata or their groups in set of metadata describing certain resource.

In Appendices 1 and 2 to these Technical requirements for values of plurality of occurrence the following designations are used:

[1] - "exactly one" means that the element of metadata is documented for certain resource only once;

[1... *] - "one or much" means that the element of certain type is documented minimum once;

[0. 1] - "or one" specifies zero that the element of metadata is optional, but in case of availability is documented only once;

[0. *] - "zero or much" means that availability of element of metadata is optional, but the element can be documented if necessary so many time how many it is necessary;

in case of plurality which is equal to 0. 1 0. *, the condition determines when the corresponding elements of metadata are obligatory.
