1. Approve the enclosed Instruction on the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, performing activities in the field of forming and storage of the state material reserve.

2. To provide to committee on the state material reserves of the Ministry of Emergency Situations of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Emergency Situations of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Emergency Situations of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Emergency Situations of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

The instruction on the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, performing activities in the field of forming and storage of the state material reserve

Chapter 1. General provisions

1. This Instruction on the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, performing activities in the field of forming and storage of the state material reserve (further - the Instruction) is developed according to Item 1 of article 10-2 of the Law of the Republic of Kazakhstan "About counteraction to terrorism", and also requirements to the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, approved by the order of the Government of the Republic of Kazakhstan of May 6, 2021 No. 305.

2. According to the subitem 2) of Item of 3 criteria of reference of objects to vulnerable in the terrorist relation, No. approved by the order of the Government of the Republic of Kazakhstan of April 12, 2021 234, objects with the state material reserves (warehouses on storage of medical supplies, fuels and lubricants, provision and ware warehouses) are vulnerable in the terrorist relation.

3. This Instruction is held for use the objects performing activities in the field of forming and storage of the state material reserve (further - objects), the employees providing holding actions for their anti-terrorist security, heads and employees of specialized security divisions of the law-enforcement bodies (further - SSO) which signed the service provision agreement on protection of objects of the state material reserve and also the staff of authorized bodies in case of control of condition of anti-terrorist security of objects of the state material reserve.

4. Heads of objects designate responsible persons (or group of persons) from among personnel to which duties the organization of measures for anti-terrorist protection of objects, interaction with divisions of SSO, authorized bodies, carrying out periodic monitoring of condition of security of objects, preparation of the corresponding documentation, the organization of primary response measures in case of identification of signs of terrorist threat belongs.

5. Requirements of this Instruction are brought to the attention of all workers of objects in case of the conclusion with them employment contracts, employees of the organizations involved in works on objects in case of the conclusion of contracts with them, and also regarding concerning to visitors - at the time of execution of throughput documents. At the same time, all physical persons and legal entities which are constantly working or temporarily being on subjects to protection observe requirements of this Instruction.

6. In this Instruction the following concepts are used:

1) critical zone - rooms, sites and structural elements which destruction as a result of the act of terrorism can lead to fundamental breach of normal functioning of object, its essential damage or accident on it;

2) system of video surveillance - set of surveillance cameras, data lines, program and technical means and storage of videos, and also the program and (or) technical means of management performing information exchange among themselves;

3) technical reinforcement - the structural elements, engineering, technical means and (or) their set providing necessary counteraction to unauthorized penetration on object or its parts;

4) the protected zone (site) - the territory, and also allocated on object of zone (sites), part of buildings (structures and constructions), the rooms and their structural elements which are subject to protection;

5) the protected objects - buildings, structures and constructions intended for stay of protected persons, other buildings, structures and constructions protected by Service of the state protection of the Republic of Kazakhstan and also the territory and the water area, adjacent to them;

6) the alarm system - set jointly the operating technical means intended for detection of unauthorized penetration into the protected zone (site), violation of integrity of the protected zone (site), collection, processing, transfer and submission of information in the set type on violation of integrity of the protected zone (site);
