About ensuring carrying out competitive selection of projects (programs) cross-border cooperation to which the state financial support can be provided

According to Item 6, to the subitem 3 of Item 8 and the paragraph to the second Item 14 of the Procedure for carrying out competitive selection of projects (programs) of cross-border cooperation to which the state financial support can be provided, the Cabinet of Ministers of Ukraine approved by the resolution of September 22, 2021 No. 1009, I ORDER:

1. Approve enclosed:

Procedure for evaluating projects (programs) for cross-border cooperation to which the state financial support can be provided;

Regulations on Expert group on questions of project evaluation (programs) of cross-border cooperation to which the state financial support can be provided;

Requirements to information card of the project (program) and the project description (programs) of cross-border cooperation to which the state financial support can be provided;

2. (Huzul V.) to submit to management of regional policy (Roadside V.) together with Legal department this order in accordance with the established procedure on state registration to the Ministry of Justice of Ukraine.

3. This order becomes effective from the date of its official publication.

4. To impose control of execution of this order on the deputy minister Ivan Lukeryu.

Procedure for evaluating projects (programs) for cross-border cooperation to which the state financial support can be provided

1. This Procedure determines the procedure of evaluating projects (programs) of cross-border cooperation to which the state financial support can be provided (further - projects) which are allowed to participation in competitive selection and are subject to assessment according to Procedure for carrying out competitive selection of projects (programs) for cross-border cooperation which the state financial support, by the approved resolution of the Cabinet of Ministers of Ukraine of September 22, 2021 can be provided to No. 1009 (further - the Procedure for competitive selection).

2. In this Procedure the terms "project (program) of cross-border cooperation", "applicant of the project" are used in the values given in the Law of Ukraine "About cross-border cooperation", the Procedure for competitive selection.

3. The meeting of Expert group is held no later than in a month from end date of submission due date of projects (programs) of cross-border cooperation for participation in competitive selection.

At meeting of Expert group offers on distribution of projects between members of Expert group are considered and distribution of projects between members of Expert group affirms.

The next meeting of Expert group is held no later than in a month from date of meeting of Expert group at which distribution of projects between members of Expert group is accepted.

4. The expert group carries out project evaluation (programs) of cross-border cooperation to which the state financial support can be provided, according to the list of projects which are allowed to participation in competitive selection and are subject to assessment. Such list provided by Procedure for competitive selection is provided to Expert group by the Ministry of Regional Development not later than five calendar days before date of meeting of Expert group.

5. Project evaluation is performed on mark system according to form of estimation of projects (programs) of cross-border cooperation to which the state financial support can be provided, given in appendix to this Procedure.

Project evaluation is performed by five criteria:

relevance of the project;

quality of training of the project;

efficiency and innovation of the project;

cross-border influence of project implementation;

stability of project deliverables.

6. Project evaluation is performed by members of Expert group on scale from 0 (complete discrepancy to criterion of estimation) to 5 points (full compliance to criterion of estimation). Each project is estimated by at least than five members of Expert group.

7. By results of evaluating projects at meeting of Expert group the protocol in which results of project evaluation are specified is constituted.

8. The protocol signed by members of Expert group with final project evaluations is considered by the Interdepartmental commission on questions of the support of cross-border cooperation formed according to Regulations on the Interdepartmental commission on the questions of support of cross-border cooperation approved by the resolution of the Cabinet of Ministers of Ukraine of September 22, 2021 No. 1009.

Between the purposes, results, activities and the calendar scheduled plan of the project there shall be logical relationship.	0-5
