About approval of the Development program of the sphere of livestock production and its industries in the Republic of Uzbekistan for 2022 - 2026
For the purpose of ensuring food security due to increase in production of animal production, widespread introduction of modern production methods and creation on this basis of chain of value added, development of the cooperation relations, the state support of the sphere of livestock production and its industries, and also the organization of effective use of achievements of modern information and communication technologies and science in this sphere:
1. Approve:
The development program of the sphere of livestock production and its industries in the Republic of Uzbekistan for 2022 - 2026 (further - the Program) according to appendix No. 1;
"Road map" on realization in 2022 of the tasks determined in the Development program of the sphere of livestock production and its industries in the Republic of Uzbekistan for 2022 - 2026 (further - "Road map") according to appendix No. 2.
Determine that the Program is implemented step by step by means of the "Road map" which is annually approved by the Cabinet of Ministers proceeding from target parameters and the main directions for the corresponding period.
2. Determine the priority directions of program implementation:
stable providing the population with animal production, expansion of opportunities of production in livestock production and its industries, ensuring effective realization of state policy on ensuring food security in this sphere;
development of the favorable business climate providing strengthening of control in the field of livestock production, volumetric gain of production of export-oriented competitive products, and also production with value added chain;
taking measures, the natural resources providing establishing effective operation and environmental protection on system basis, rational use of land and water resources;
further development, improvement of quality and expansion of types of infrastructure services in the field of livestock production, widespread introduction of the modern market principles to this sphere;
upgrade of the sphere of production of animal production, increase in private investments and flow of the foreign capital for diversification and support of the sphere, implementation of mechanisms of increase in investment appeal;
performance improvement of work and improvement of product quality in animal farmings, increase in efficiency of development of the industry programs directed to creation of high value added;
enhancement of system of science, education, information and consulting services due to the implementation of effective forms of dissemination of knowledge and information integrated with expansion of research, educational and consulting services in the field of livestock production and its industries, implementation of modern information technologies into this sphere;
development of regulations of products made at the rate on one hectare of the irrigated and bogharic land area for the purpose of increase in productivity of the cattle and ensuring rational use of the allocated areas.
3. Approve the offer of the State committee of veterinary science and development of livestock production on organization of breastplates "Fidoyisa veterinary science" and "Chorvachilik of fidokora".
4. To the state committee of veterinary science and development of livestock production to introduce to the Cabinet of Ministers in accordance with the established procedure drafts of regulations on breastplates "The fidoyisa veterinary science" and in a month "Chorvachilik of fidokora".
5. To the ministry of investments and foreign trade together with the State committee of veterinary science and development of livestock production and the Ministry of Finance, and also the interested ministries and departments to take measures for attraction of borrowing facilities of the World Bank in the amount of 300 million US dollars on the purpose of development of the sphere of livestock production and its industries in 2022.
6. Recommend to chambers of Oliy Majlis of the Republic of Uzbekistan:
establish parliamentary and public control over timely and effective fulfillment of the Program;
provide annual hearing of information on the done work of the ministries and departments, the Chairman of the board of Ministers of the Republic of Karakalpakstan and hokim of areas at meetings of the Senate, Legislative house and according to the Jokargi Kenes of the Republic of Karakalpakstan, Kengashy People's Deputies of areas.
7. To provide to national news agency of Uzbekistan and National broadcasting company of Uzbekistan together with the State committee of veterinary science and development of livestock production extended coverage of essence and content, and also the purposes and tasks of this resolution in mass media.
8. To the state committee of veterinary science and development of livestock production together with the interested ministries and departments in two-month time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this resolution.
9. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan A. N. Aripov and the head of Administration of the President of the Republic of Uzbekistan Z. Sh. Nizomiddinov.

The development program of the sphere of livestock production and its industries in the Republic of Uzbekistan for 2022 - 2026 (further - the Program) is directed to achievement of the priority purposes and tasks on the accelerated development of the sphere of livestock production and its industries, uninterrupted providing the population of the republic with food products and expansion of production capabilities of industries of livestock production.
Today in the republic perform activities in total of 18 032 animal farmings, including in the direction of cattle breeding the 7th is framed 614, sheep breeding and goat breeding - 3rd 263, horse breeding - 142, camel husbandry - 52, poultry farming - 1 163, fish breeding - the 4th 829, beekeepings - 715, rabbit breeding - 254 economy.
It is noted that the number of farms with number of cattle from 500 to 1 000 heads reached 256, with livestock of 1 000 and more heads - 136 farms.
In 2021 percent 91,8 (in 2018 - percent 95,5) all number of cattle is the share of population households, and only percent 8,2 (in 2018 - percent 4,5) - of farms.
Production of meat products per capita in 2021 is brought to kilogram 47,5 (annual regulation on 1 person - kilogram 46,1), dairy products - 336 kilograms (annual regulation on 1 person - kilogram 310,4).
In 2021 artificial fertilization of 2,4 of one million goals of the cows and telok divorced in households of the population and farms is scored. As a result the share of number of cattle of improved breeds is brought to 54 percent.
Besides, in recent years the considerable livestock of new fast-growing breeds of cattle of the meat direction, such as Aberdeen-Angus, Sharole, Gerefordskaya and Limuzenskaya, the milk direction - Dzherseyskaya, Shvitskaya and Monbilyardskaya from abroad is delivered. In particular, in the Republic of Karakalpakstan, the Jizzakh, Navoiy, Syr Darya, Tashkent and Khorezm regions more than 100 thousand heads of the specified breeds of cattle get divorced.
For the purpose of improvement of breed and increase in productivity of small cattle from foreign countries breeds of sheep, such as Merino, Romanovskaya, Edilbayevskaya and Dorper, breeds of goats - Angora and Zaanensky are delivered.
For improvement of breed of cattle in total 497 farms are transferred to category of cattle breedings with bringing their quantity to 1 640 units.
