Article 1. The main characteristics of the budget of Social Insurance Fund of the Russian Federation for 2022 and for planning period of 2023 and 2024

2) the total amount of expenses of the budget of Fund in the amount 944 117 931, 9 thousand rubles, from them expenses on compulsory social insurance on case of temporary disability and in connection with motherhood in the amount 756 963 262, 0 thousand rubles and on compulsory social insurance from labor accidents and occupational diseases in the amount 119 539 451, 9 thousand rubles;

3) amount of budget surplus of Fund in the amount 44 038 609, 3 thousand rubles, including amount of budget surplus of Fund regarding compulsory social insurance on case of temporary disability and in connection with motherhood in the amount 1 850 058, 4 thousand rubles and amount of budget surplus of Fund regarding compulsory social insurance from labor accidents and occupational diseases in the amount 42 188 550, 9 thousand rubles.

2. Approve the main characteristics of the budget of Fund for planning period of 2023 and 2024:

1) the predicted total amount of budget receipts of Fund for 2023 in the amount 1 054 630 600, 4 thousand rubles and for 2024 in the amount 1 125 444 334, thousand rubles, from them the income on compulsory social insurance on case of temporary disability and in connection with motherhood for 2023 in the amount 811 656 968, 9 thousand rubles and for 2024 in the amount 867 490 053, 2 thousand rubles, on compulsory social insurance from labor accidents and occupational diseases for 2023 in the amount 174 240 472, 7 thousand rubles and for 2024 in the amount 188 069 128, 1 thousand rubles, including at the expense of the interbudget transfers received from the federal budget for 2023 in the amount 150 271 375, of 7 thousand rubles and for 2024 in the amount 157 863 194, of 9 thousand rubles and from the budget of Federal Compulsory Health Insurance Fund for 2023 in the amount 14 396 175, of 0 thousand rubles and for 2024 in the amount 14 538 532, of 0 thousand rubles;

2) the total amount of expenses of the budget of Fund for 2023 in the amount 1 011 922 044, 3 thousand rubles and for 2024 in the amount 1 076 178 681, 8 thousand rubles, from them expenses on compulsory social insurance on case of temporary disability and in connection with motherhood for 2023 in the amount 818 790 309, 2 thousand rubles and for 2024 in the amount 876 151 609, 4 thousand rubles, on compulsory social insurance from labor accidents and occupational diseases for 2023 in the amount 124 398 576, 3 thousand rubles and for 2024 in the amount 130 141 919, 7 thousand rubles;

3) amount of budget surplus of Fund for 2023 in the amount 42 708 556, 1 thousand rubles and amount of budget surplus of Fund for 2024 in the amount 49 265 652, 2 thousand rubles, including amount of budget deficit of Fund regarding compulsory social insurance on case of temporary disability and in connection with motherhood for 2023 in the amount 7 133 340, 3 thousand rubles and for 2024 in the amount 8 661 556, 2 thousand rubles and amount of budget surplus of Fund regarding compulsory social insurance from labor accidents and occupational diseases for 2023 in the amount 49 841 896, 4 thousand rubles and for 2024 in the amount 57 927 208, 4 thousand rubles.

Article 2. Sources of internal financing of budget deficit of Fund

1. Approve sources of internal financing of budget deficit of Fund for 2022 and for planning period of 2023 and 2024 according to appendix 1 to this Federal Law.

2. Determine that source of internal financing of budget deficit of Fund regarding compulsory social insurance on case of temporary disability and in connection with motherhood are:

1) in 2023 - remaining balance of funds on compulsory social insurance for case of temporary disability both in connection with motherhood and on compulsory social insurance from labor accidents and occupational diseases, formed as of January 1, 2023;

2) in 2024 - the balance on compulsory social insurance from labor accidents and occupational diseases formed as of January 1, 2024.

Article 3. Budgetary appropriations of the budget of Fund for 2022 and for planning period of 2023 and 2024

1. Approve distribution of budgetary appropriations of the budget of Fund for Sections, subsections, target Articles and groups of expense types of classification of budgets expenses:

1) for 2022 according to appendix 2 to this Federal Law;

2) for planning period of 2023 and 2024 according to appendix 3 to this Federal Law.

2. Approve the total amount of the budgetary appropriations directed to execution of public normative obligations, for 2022 in the amount 825 173 876, of 3 thousand rubles for 2023 in the amount 892 334 732, 8 thousand rubles and for 2024 in the amount 954 491 321, 7 thousand rubles.

Article 4. Features of use of budgetary appropriations of the budget of Fund in the sphere of social policy

1. Determine that the Fund in 2022 performs:

1) allowance payments on compulsory social insurance on case of temporary disability and in connection with motherhood in sizes over the sizes established by the legislation of the Russian Federation on compulsory social insurance on case of temporary disability and in connection with motherhood to citizens according to the Law of the Russian Federation of May 15, 1991 No. 1244-1 "About social protection of the citizens who were affected by radiation owing to catastrophic crash on the Chernobyl NPP", to the citizens who were affected by radiation owing to accident in 1957 at Mayak production association and dumpings of radioactive waste into the Techa River on whom operation of the Law of the Russian Federation of May 15, 1991 No. 1244-1 "On social protection of the citizens who were affected by radiation owing to catastrophic crash on the Chernobyl NPP" expatiates and to citizens according to the Federal Law of January 10, 2002 No. 2-FZ "About social guarantees to the citizens who underwent to radiative effects owing to nuclear testing at Semipalatinsk Test Site" whose source of financial provision are the interbudget transfers from the federal budget, stipulated in Item 1 parts 1 of article 1 of this Federal Law;

2) expenses on provision to disabled people of technical means of rehabilitation and services, ensuring separate categories of citizens from among veterans artificial limbs (except dentures), prosthetic and orthopedic products, including expenses on implementation of the specified powers, except for the expenses in this direction performed by subjects of the Russian Federation under agreements between the federal executive body performing functions on development and realization of state policy and normative legal regulation in the sphere of social protection of the population and executive bodies of subjects of the Russian Federation about transfer by it of the specified powers which source of financial provision are the interbudget transfers from the federal budget, stipulated in Item 1 parts 1 of article 1 of this Federal Law.
