About further increase in expense efficiency of the Government budget of the Republic of Uzbekistan and enhancement of activities of bodies of the state financial control

For the purpose of increase in expense efficiency of the Government budget of the Republic of Uzbekistan, strengthening of prevention of violations of the budget legislation and expansion of remote financial control, and also enhancement of activities of bodies of the state financial control:

1. To Audit Chamber, Department on fight against economic crimes under the Prosecutor General's Office (further - Department) and to services of internal audit of the ministries and departments to pay special attention first of all on prevention of violations of the budget legislation in the following directions:

the correct salary accrual and the payments equated to it in state-financed organizations;

carrying out monitoring of the construction works which are carried out on the objects included in the development program of social and production infrastructure, and carrying out in them control actions;

assessment of targeting and efficiency of the subsidies paid from budgets of the budget system;

control of observance of the requirements established by acts of the legislation when implementing public procurements;

studying of effectiveness of the projects realized at the expense of public debt and grants.

To Audit Chamber, Department, services of internal audit of the ministries and departments since 2022 to bring annual programs of examinations into accord with the priority directions provided by this Item. At the same time to pay special attention:

to carrying out permanent monitoring of management of budgetary funds and conducting the budget accounting in state-financed organizations by means of the special automated software products;

to reducing ineffective audits with simultaneous increase in efficiency of checks of state-financed organizations by broad application of remote control, determination of objects checks by means of modern information technologies and databases are also more whole.

2. Agree with the offer of the Ministry of Finance, Audit Chamber and Prosecutor General's Office on creation under the Ministry of Finance of Inspection of the state financial control (further - Inspection) based on Department of the state financial control under the Ministry of Finance and its territorial administrations.

3. To provide to department together with the Ministry of digital technologies creation of the program complex "Electronic Controller-auditor" (further - program complex) in the following two stages:

at the first stage - till September 1, 2022 start of the database of financial control of Department for the purpose of risk analysis of violation of the budget legislation by exchange of information with the ministries and departments in real time;

at the second stage - creation till January 1, 2023 of the control module (thematic control) of activities of object of the state financial control for single questions for certain period.

At the same time the expenses connected with development and deployment of program complex are financed by the republican budget of the Republic of Uzbekistan.

4. Create as a part of Inspection:

The management on carrying out control measurement on construction objects consisting of 40 established posts for establishment of control of compliance of control measurements and the made costs to amount of actually performed work on the construction objects performed at the expense of means of budgets of the budget system;

The management of komplayens-control consisting of 10 established posts for the prevention of abuse of ex-officio full powers and other corruption manifestations in system of the state financial control.

5. To the republican headquarters on control and coordination of implementation of state programs (E. T. Yuldashev) to establish system interaction with Inspectorate for control of the construction works which are carried out at the expense of budgets of the budget system.

6. Establish procedure according to which control measurement on the construction objects performed at the expense of means of budgets of the budget system it agrees to the bases established by the legislation it is carried out:

on objects which construction cost constitutes up to 10 billion sum, - with involvement of the competent organizations having the right to carrying out control measurement in construction;

on objects which construction cost constitutes more than 10 billion sum, - Management on carrying out control measurement on construction objects of Inspection.

Determine that to the competent organizations having the right of carrying out control measurement in construction, involved in carrying out control measurement on the construction objects performed at the expense of means of budgets of the budget system upon the demand of the controlling and law enforcement agencies, payment is made at the expense of the republican budget of the Republic of Uzbekistan.

7. To provide to the ministry of construction till May 1, 2022 adjustment in the national information system "Transparent Construction" of data exchange with special information portal on the state purchases, the portal of the electronic cooperation exchange, tax authorities and with the appropriate other external sources, and also accounting of quantity of actually used construction materials (equipment) and number of workers on construction object.

8. Determine that:

a) since April 1, 2022 remuneration for the account of the means revealed in the course of financial checks on the basis of this information and collected for benefit of the state is paid to the physical persons who notified Inspection on the facts of offenses in the sphere of the state financial control by means of the program complex "State Audit";

b) since June 1, 2022:

information of the budget customers on the agreements signed on the portal of the electronic cooperation exchange automatically is registered in Treasury of the Ministry of Finance within one working day after its receipt;

offers of Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, areas and cities on use of additional sources of local budgets are placed for carrying out public discussion in the electronic E-qaror system for a period of 10 days, except for the funds allocated for the actions created on the basis of public opinion;

the offers provided by the paragraph third this Item are introduced in the Jokargi Kenes of the Republic of Karakalpakstan, Tashkent city, regional, district and city Kengasha of People's Deputies together with results of public discussion.

9. Approve "Road map" on increase in expense efficiency of the Government budget and enhancement of activities of financial control in 2022 (further - "Road map") according to appendix No. 1*.

Assign to the Ministry of Finance (T. Ishmetov) and Audit Chamber (B. Turabov) control of timely and complete implementation of actions, provided by "Road map".

10. Determine that to the heads of the ministries and departments responsible for ensuring accomplishment of the actions determined in "Road map" the following measures of encouragement and responsibility are taken:
