About realization of pilot project on implementation of the mechanism of traceability of the goods imported on customs area of the Eurasian Economic Union

For the purpose of implementation of articles 9 and 14 of the Agreement on the mechanism of traceability of the goods imported on customs area of the Eurasian Economic Union of May 29, 2019 Council of the Eurasian economic commission solved:

1. Begin realization of pilot project on implementation of the mechanism of traceability of the goods imported on customs area of the Eurasian Economic Union (further - pilot project), on July 1, 2022 and to complete on June 30, 2024.

Determine that the realization of pilot project is enabled according to the procedure according to appendix.

2. Approve the enclosed inventory, imported on customs area of the Eurasian Economic Union concerning which traceability within pilot project on implementation of the mechanism of traceability is performed.

3. The Eurasian economic commission together with state members of the Eurasian Economic Union:

provide realization from July 1, 2022 to December 31, 2023 of pilot project on the existing data transmission channels in the integrated information system of the Eurasian Economic Union;

provide realization of pilot project from January 1 to June 30, 2024 and functioning on permanent basis (from the date determined by Eurasian intergovernmental council after completion of pilot project) the mechanism of traceability of the goods imported on customs area of the Eurasian Economic Union, with use of the protected data transmission network in the integrated information system of the Eurasian Economic Union according to the Decision of Board of the Eurasian economic commission of June 2, 2016 to No. 50 (chipboard) "About the cryptographic standards used for protection of data transmission channels in the integrated information system of the Eurasian Economic Union";

within 3 months after completion of pilot project to prepare the report on results of its realization, including efficiency evaluation, and also in case of need offers on introduction of amendments to acts of bodies of the Eurasian Economic Union on implementation of the Agreement on the mechanism of traceability of the goods imported on customs area of the Eurasian Economic Union of May 29, 2019.

4. Boards of the Eurasian economic commission to report on results of realization of pilot project on Council of the Eurasian economic commission taking into account the report, the stipulated in Item 3 presents of the Decision.

5. This Decision becomes effective after 30 calendar days from the date of its official publication.

Procedure for realization of pilot project on implementation of the mechanism of traceability of the goods imported on customs area of the Eurasian Economic Union

1. Traceability within pilot project on implementation of the mechanism of traceability (further - pilot project) is performed concerning the goods included in the inventory approved by the Decision of Council of the Eurasian economic commission of January 21, 2022 No. 2.

2. Data on the goods which are subject to traceability within pilot project, actually being on customs area of the Eurasian Economic Union on start date of realization of pilot project and the transactions connected with turnover of such goods are subject to inclusion in national systems of traceability of state members of the Eurasian Economic Union (further respectively - national systems of traceability, state members) within a month from start date of realization of pilot project.

The specified data are represented by persons of the state members which are performing turnover of goods, subject to traceability within pilot project to public authorities or the organizations of state members, authorized to provide collection, accounting, storage and processing of the data included in national system of traceability, and realization of the mechanism of traceability in electronic form before implementation of the transactions connected with turnover of such goods, but no later than the term specified in paragraph one of this Item.

Submission of data on the goods specified in paragraph one of this Item is not required if the information about them already contains in national system of traceability.

3. The purpose of realization of pilot project is approbation of functioning of national systems of traceability and the integrated information system of the Eurasian Economic Union, and also development of offers on further development of the mechanism of traceability of goods.

4. Participants of pilot project are:

a) The Eurasian economic commission (further - the Commission);

b) public authorities of state members, authorized to provide coordination of realization of the mechanism of traceability;

c) public authorities or the organizations of state members, authorized to provide collection, accounting, storage and processing of the data included in national system of traceability, and realization of the mechanism of traceability;

d) the public authorities of state members which received according to Item 1 of article 12 of the Agreement on the mechanism of traceability of the goods imported on customs area of the Eurasian Economic Union of May 29, 2019 (further - the Agreement) access to the data included in national systems of traceability;

e) persons of the state members which are performing turnover of goods, subject to traceability within pilot project.
