About additional measures for further development of the sphere of culture and art

For the purpose of increase in level of rendering to the population, especially to the citizens living in the remote areas, cultural and leisure services, adjustment on system basis of theatrical, circus and other types of cultural and mass and concert and spectacular actions in all regions of the republic, search, identification and support of talented young creative figures in the field of culture and art, creation of complete system of providing educational institutions with national musical instruments, textbooks on music, collections of notes and educational and methodical literature and also according to the State program on strategy implementation of development of New Uzbekistan for 2022 - 2026 in "Year of ensuring interests of the person and development waved":

1. Determine that since 2022/2023 academic years in educational institutions are implemented the measures directed to increase in musical knowledge and skills of pupils and students, forming in their hearts of love to national culture, identification and support of young talents, according to which:

a) in general average educational institutions:

pupils study execution of melodies at least at one of national musical instruments which list is given in appendix No. 1 * to this resolution about what in their education document (certificate) the corresponding record is made;

in week one class period in the subject "Music", and also weekly in addition to it practical circles and optional classes in execution of melodies on national musical instruments is carried out;

for teachers of the subject "Music" the mandatory requirement on ownership of skills of execution of melodies at least on one, and from 2023/2024 academic years - at least on three national musical instruments which list is given in appendix No. 1 * to this resolution is established;

within the class periods which are taken away regarding "Music" studies on tool performance under the motto "Musical Instrument — the Satellite of My Life" are entered;

providing comprehensive schools with collections of notes and special musical literature is entered into system of their providing with textbooks and methodologies;

for the purpose of the informative organization of after hours of pupils depending on their interests practical circles (further - practical circles) performing skills on national musical instruments, fine and applied art, and also on craft case will be organized;

the base wage rates established for heads of circles at children's schools "Barkamol Avlod" are applied to heads of practical circles;

accounting of occupations in practical circles is performed by means of the Electron Kundalik program and reporting concerts of members of these circles will quarterly be organized;

it is allowed to accept for part-time job to position of the teacher of the subject "Music" and the head of practical circle on music of general average educational institution on complete rate of the specialists having the document on professional or higher education on musical art, owning skills of execution of melodies at least on three national musical instruments in time, free from their main work, and with preserving payment terms of work on principle place of employment;

teachers of the subject "Music" study execution of melodies at least at three national musical instruments within system of continuous professional development of workers of national education with attraction on contractual basis of representatives of the sphere of culture and art to training on rates of retraining (advanced training);

b) in general averages, average special, professional and highest educational institutions:

The state philharmonic hall of Uzbekistan and its territorial departments will organize concerts lecture halls in cooperation with other cultural institutions;

concerts lecture halls will be organized in organizations of education and culture with inclusion in them of the practical training directed to increase in musical culture and literacy, esthetic taste, expansion of outlook and perception of music at pupils and students;

about holding concerts lecture halls by heads of the relevant organizations of education and culture, khokimiyats of areas (cities), heads of other responsible organizations and the CEO of the State philharmonic hall of Uzbekistan draw up the statement;

financing of the expenses connected with holding concerts lecture halls is performed based on the act at the expense of means of local budgets (in general averages, average special and professional educational institutions), extrabudgetary funds (in the highest educational institutions) and other sources which are not prohibited by the legislation;

in general averages, average special, professional and highest educational institutions the decision of board of the Ministry of Culture creates "schools of skill" under the leadership of creative figures in the field of the culture and art awarded with the state awards;

to the creative figures who are heads of "schools of skill" on their principle place of employment monthly additional material stimulation in fifteenfold size of basic settlement size at the expense of means of off-budget fund of the Ministry of Culture is provided (further - Fund);

c) in general average educational institutions, children's schools of music and art, the centers of culture:

providing national musical instruments with three sets in 2022 - 2024 according to the scheduled plan determined in appendix No. 1a * to this resolution is performed;

expenses on providing national musical instruments with sets are financed by the funds allocated in equal share from the republican budget of the Republic of Uzbekistan and the corresponding local budgets;

sets of national musical instruments are acquired in centralized procedure and are delivered to the relevant public institutions by territorial administrations of the Ministry of Culture and the Ministry of national education, at the same time procurement commission the highly qualified specialists owning skills of execution of melodies on national musical instruments are included, and these specialists carry out approbation of tools;

d) annually:

among pupils and students republican review competitions in the field of culture and art according to the list according to appendix No. 2 * to this resolution by "educational institution - the area (city) - the area (The Republic of Karakalpakstan, the city of Tashkent) - the republic" will be organized;

ensuring active participation of youth waved in which the educational institution is located, at stage "educational institution" in republican review competitions is assigned to leaders of youth and the centers of culture.

2. For the purpose of the effective organization of execution of the actions determined in Item 1 of this resolution:

a) To the ministry of national education (B. O. Saidov) till June 1, 2022:

provide creation in each general average educational institution with the order of the director of practical circles, and also informing on it teachers and pupils;
