About additional measures for further development of system of public transport of the city of Tashkent

For the purpose of complex development of system of public transport of the city of Tashkent, rendering high-quality and safe transport services to passengers, improvement of transport infrastructure, updating of railway vehicles by modern buses with all conveniences, safety of traffic and creation of the favorable circle for pedestrians:

1. Determine priority development trends of system of public transport of the city of Tashkent:

complex development of system of public transport with integration of all its types, increase in level of use of the population of public transport twice at least;

development of infrastructure of public transport, expansion of network of the subway, the organization of modern transport hubs, and also bus-stops on the basis of standard projects, re-planning of intersections and streets for the organization of priority public transport service;

financial improvement of the companies of the sphere and increase twice shares of private sector by enhancement of system of financing of carriers and tariff policy;

development bicycle and other not motorized modes of transport, including the organization of pedestrians and cyclists of paths, bicycle rental and special parking, convenient for movement, for them;

implementation of intellectual traffic control systems of vehicles ("the smart intersection", "the smart bus" and "smart stop") and safety control of traffic by means of wide use of digital technologies and innovative approaches;

updating of railway vehicles of public transport by modern, environmentally friendly buses, including electrobuss.

2. Approve developed by the Ministry of transport, the Ministry of Economic Development and reducings poverty, the Ministry of Finance, the Ministry of construction and khokimiyat of the city of Tashkent the Concept of development of system of public transport of the city of Tashkent till 2025 and "Road map" on its realization according to appendices No. No. 1 and 2*.

Approve target indicators (indicators) of development of system of public transport of the city of Tashkent till 2025 according to appendix No. 3 *, providing:

increase in share of public transport in total amount of passenger traffic from present 21 percent to 43 percent;

increase in daily passenger traffic capacity public transport twice at least with bringing to 2,7 of one million passengers in day;

reduction twice average interval of public transport service;

step-by-step implementation of 159 bus routes on the basis of new network of public transport, including 11 main, 14 ring, 92 connecting and 42 coasting routes;

updating of railway vehicles of public transport due to acquisition of 1 063 buses, including 673 electrobuss;

creation of 16 modern transport hubs for convenient and bystry transition from one mode of transport to another;

reconstruction of 1 160 bus-stops on the basis of standard projects.

3. Approve the offer of the Ministry of transport, the Ministry of Finance and khokimiyat of the city of Tashkent on step-by-step implementation in the city of Tashkent since January 1, 2023 on the routes organized on the basis of new network of public transport, new system of financing (further - new system) carriers proceeding from amount of completed work by criteria "the passable way", "passenger traffic" and "quality".

Determine that on the basis of new system:

sources of financing of carriers is the income from passenger traffic on public transport and all means provided for public transport in parameters of the local budget;

the cost of the performed works is calculated taking into account all costs connected with transportation and profitability at least 10 percent;

income from public conveyances and all means provided on public transport in parameters of the local budget accumulate in the Tashkent municipal government of transport of the Ministry of transport, and also calculations with carriers are perfromed.

To the ministry of transport together with the Ministry of Finance in three-months time to bring in the Cabinet of Ministers for approval the Procedure for financing of carriers of public transport proceeding from amount of completed work.

4. Agree with the offer of khokimiyat of the city of Tashkent and the Ministry of transport on development of the standard project of bus-stops in the city of Tashkent taking into account creating favorable conditions for passengers, including handicapped national groups, and also about provision to subjects of entrepreneurship of the parcels of land on which these stops, in temporary use on the lease right by means of electronic online auctions will be placed.

Determine that:

placement at these stops of exclusively advertizing carriers, ATMs and self-service terminals (vending) intended for acquisition of food is allowed to entrepreneurs;

on the parcels of land on which the new and reconstructed stops will be placed it is forbidden to place objects of trade and consumer services, except for self-service terminals (vending).

5. To khokimiyat of the city of Tashkent:

together with the Ministry of construction in two weeks to develop standard projects of bus-stops of the city of Tashkent;

until the end of 2022 to provide placement at electronic online auctions of 280 bus-stops developed on the basis of standard projects;

till September 1, 2022 to take measures for creation of the favorable and safe circle for passengers, including handicapped national groups on the operating bus-stops having objects of trade and consumer services.

6. Approve the Address program of the organization of transport hubs on crossings of land public transport and lines of the subway, and also in places with high level of transport flow according to appendix No. 4*.

Determine that:

the expenses connected with the organization of transport hubs are performed at the expense of means of the local budget of the city of Tashkent, and also upon completion of construction works objects will be in accordance with the established procedure transferred to JSC Toshshakhartranskhizmat at book value on account of increase in share of the state in its authorized capital;

hoky the city of Tashkent bears the personal responsibility for timely and high-quality implementation of works on construction of transport hubs, and also informing the population on their opportunities and benefits.

7. Agree with the offer of the Ministry of transport, the Ministry of Finance, khokimiyat of the city of Tashkent and JSC Uzavtosanoat on updating in 2022 of railway vehicles of JSC Toshshakhartranskhizmat due to acquisition at domestic manufacturers of 190 high-capacity buses of MAN, and also 200 buses of average capacity "SAZ LE 60" (further - buses).

8. Determine that:

new buses are acquired at the expense of the credits allocated to JSC Uznatsbank for a period of 5 years, with interest rate no more than 18 percent;

JSC Uznatsbank allocates in February, 2022 the credits in the amount of 80 percent from the contractual cost of acquired buses, other 20 percent - no later than ten working days from the date of acceptance of JSC Toshshakhartranskhizmat of the acquired buses;
