According to Item 3 of the order of the Government of the Russian Federation of June 13, 2006 * I order to N373 "About Procedure for Establishment of Standard Rates of Gas Consumption the Population in the absence of Gas Metering Devices":

1. Approve the enclosed Method of calculation of regulations of gas consumption by the population in the absence of gas metering devices.

2. To department of housing and communal services to bring the Method of calculation of regulations of gas consumption the population in the absence of gas metering devices to executive bodies of subjects of the Russian Federation and to give them help on its practical application.

Method of calculation of regulations of consumption of natural gas the population in the absence of gas metering devices

I. Scope

The technique is intended for calculation of regulations of consumption of natural gas by the population in the absence of gas metering devices, and also in case of their defect or the expiration of the intertesting period.

Executive bodies of subjects of the Russian Federation in case of determination of regulations of consumption of natural gas the population are guided by this Technique.

II. General provisions

2.1. Regulations (amount) of consumption of natural gas on domestic needs of the population are established in the following directions of its use:

- food preparation;

- preparation of hot water for economic and sanitary and hygienic needs (including washing of linen) in the conditions of lack of centralized hot water supply:

- in the presence of gas water heater;

- in the absence of gas water heater;

- individual (apartment) heating of premises (apartment houses, apartments, rooms);

- heating of baths, greenhouses, garages;

- content of animals (horses, cows, pigs, sheep and goats, poultry) in personal subsidiary farm (preparation of forages, heating of drinking water and the sanitary purposes).

2.2. When using in premises of gas in several directions the amounts of consumption of natural gas determined by the relevant standards develop.

2.3. For convenience, calculations of regulations are made proceeding from uniform distribution of the consumed gas on months of year.

Gas consumption regulations on cooking and hot water are established in cubic meters on one person a month.

Gas consumption regulations on heating of premises are established in cubic meters on one square meter of the heated square or at one cubic meter of the heated amount.

The heated area of the building is determined as the area of floors (including mansard, heated socle and basement) buildings measured in limits of internal surfaces of external walls including the space occupied by partitions and internal walls. The heated area of the building does not join the areas of the warm attics and cellars, the cellar (underground) cold of not heated verandahs, and also cold attic or its part which is not occupied under penthouse.

The heated amount of the building is determined as the work of the heated area of the floor on the internal height measured from surface of half of the first floor to surface of ceiling of the last floor.

Gas consumption regulations on heating of baths, greenhouses, garages are established in cubic meters on one cubic meter of the heated amount.

Gas consumption regulations on content of animals in personal subsidiary farm are established in cubic meters on animal species: on one horse, cow, pig, sheep, goat, on ten heads of poultry.

2.4. Gas consumption regulations on domestic needs of the population are determined by heattechnical calculations taking into account requirements of the existing regulating documents establishing consumption rates of warmth on the answering purpose.

2.5. Regulations of consumption of natural gas the population are calculated for each region (the subject of the Russian Federation) (further - the region) taking into account its climatic, demographic and social and economic features.

III. Determination of regulations of consumption of natural gas on food preparation

3.1. Gas consumption regulations on cooking in case of installation in premises of gas stoves are determined based on the annual consumption rates of warmth given in appendix A.

3.2. Calculation of average monthly regulation of consumption of natural gas on food preparation of H_1, of m3/people, is made on formula

IV. Determination of regulations of consumption of natural gas on preparation of hot water in the conditions of lack of centralized hot water supply

4.1. Preparation of hot water in the conditions of lack of centralized hot water supply is made with use of gas water heater, and in case of its absence - with use of the gas stove.

4.2. Gas consumption regulations on preparation of hot water are determined based on the annual consumption rates of warmth given in appendix A.

4.3. Calculation of average monthly regulation of consumption of natural gas on preparation of hot water with use of gas water heater of H_2, of m3/persons, is made on formula

V. Determination of regulations of consumption of natural gas on individual (apartment) heating of premises

5.1. Regulations of consumption of natural gas on heating of the premises having individual (apartment) heating and which are not equipped with gas metering devices are determined according to settlement annual expenses of heat energy. At the same time basic data for calculations are:

- climatic parameters of the region;

- microclimate parameters in premises;

- average space-planning indicators of residential buildings;

- distribution of housing stock in the region on material of walls and physical wear;

- weighted average efficiency of heating devices and furnaces.

5.2. Average on the region monthly regulation of consumption of natural gas on heating of residential buildings (houses) of N (sr) _ot, m3 / (sq.m x month) or m3 / (m3 x month), depending on availability of information on housing stock is determined by one of two options:

- in less detail on the basis of general statistical data on housing stock of the region;

- differentially for characteristic groups of residential buildings (houses) with the subsequent averaging according to share of group of buildings.

5.3. When using general statistical data on housing stock, size N (sr) _ot, m3 / (sq.m x month) or m3 / (m3 x month), is calculated on the basis of the average area of one apartment on the region.

5.4. In case of the differentiated calculation of regulations for characteristic groups of residential buildings (houses) average on the region monthly regulation of consumption of natural gas on heating of H (sr) _ot, m3 / (sq.m x month) or m3 / (m3 x month), calculate as weighted average on shares of characteristic groups of buildings (houses)

When calculating regulations of gas consumption as characteristic groups allocate buildings (house) which differ on for heating:

- to space-planning indicators (size of the heated Ploshchad A_ot, internal height of the floor of the building of h_ot and number of floors);

- to material of walls of buildings (houses);

- to physical wear of buildings (houses).

The average space-planning indicators necessary for accomplishment of calculations for the residential buildings (houses), most widespread in regions of characteristic groups, are provided in appendix B.

In case of determination of regional regulations of gas consumption on heating by means of the form specified in appendix G, are allocated several (i) of characteristic groups of buildings (houses), having the greatest share of d_i in housing stock of the region.

Further calculations are carried out on the indicators average space-planning for one building from each i-oh characteristic group with the subsequent averaging of regulations of gas consumption (N (month) _ot) _i on formula (4).

5.5. Calculation of average monthly regulation of gas consumption on heating of residential buildings (houses) for the allocated characteristic group is made:
