About approval of the Regulations on procedure for organization and conditions of activities of foreign cultural information centers in the territory of the Russian Federation

The government of the Russian Federation decides:

Approve the enclosed Regulations on procedure for organization and conditions of activities of foreign cultural information centers in the territory of the Russian Federation.

Regulations on procedure for organization and conditions of activities of foreign cultural information centers in the territory of the Russian Federation

1. The foreign cultural information centers (further imenuyutsyatsentra) created in the territory of the Russian Federation act on the basis of international treaties of the Russian Federation.

The centers are created, as a rule, in the capital of Russian Federatsiig. To Moscow. With the consent of the Government of the Russian Federation the centers or their branches can be created also in other cities of the Russian Federation.

2. Activities of the centers are in the territory of the Russian Federation performed in accordance with the legislation of the Russian Federation if other is not provided by the international treaty of the Russian Federation.

3. The purpose of the centers is informing citizens of the Russian Federation on foreign and domestic policy of the directing country, acquaintance to culture, literature, achievements of economy, history and cultural wealth of its people.

4. Includes the field of activity of the centers:

holding the actions connected with the events of cultural and information nature which are taking place in the directing country (thematic exhibitions, meetings, performances, concerts, etc.) including the organization of the acceptances and actions devoted to national holidays and also actions for case of national and international conferences, symposiums and festivals;

the organization of lectures, "round tables", seminars and debates concerning culture, to information and other problems which are of interest to both countries;

holding meetings and press conferences with participation of representatives of the public and officials of both countries;

creation of reference library, reading room and video halls;

teaching language (languages) the directing country;

distribution of books, periodicals, newspapers and other printed and audiovisual materials, including about culture, education system and training in the directing country, and also carrying out consultations for the interested Russian citizens and citizens of the third countries;

organization of speeches of artists and literature, holding exhibitions, display of movies, video and TV programs;

forming of databank concerning the cultural, scientific and other exchanges performed between both countries;

holding cultural and information actions for children and youth;

the edition and distribution of the bulletin for the purpose of permanent informing the Russian public on activities of the centers and events which are of interest to both countries.

5. The centers can perform activities out of the rooms on condition of the prior notice of the relevant Russian public institutions and within the legislation of the Russian Federation.

6. The Ministry of Foreign Affairs of the Russian Federation and Federal agency for the Commonwealth of Independent States, the compatriots living abroad and on the international humanitarian cooperation promote creation, accreditation and functioning of the centers.

The centers can be created only as the non-profit organizations which are not setting as the purpose generation of profit.

The centers have in the Russian Federation the rights of the legal entity in accordance with the legislation of the Russian Federation.

7. The tax regime of the centers is regulated by the tax legislation of the Russian Federation if other is not provided by the international treaty of the Russian Federation.

8. Provision of customs privileges for employees of the centers from among citizens of the directing state and release from customs payments of the goods imported for ensuring normal functioning of the centers are performed according to international treaties of the Russian Federation.

9. Federal executive bodies and executive bodies of subjects of the Russian Federation on the terms of reciprocity give help to the centers in receipt of the parcels of land, and also in construction, lease and arrangement of the buildings and rooms necessary for ensuring their functioning.

Specific conditions of receipt of the parcels of land by the centers, leases of buildings and rooms by them are determined by free standing agreements with the government of Moscow or administrations of other cities of the Russian Federation where the centers or their branches, in coordination with the Ministry of Foreign Affairs of the Russian Federation and Federal agency for the Commonwealth of Independent States, the compatriots living abroad and on the international humanitarian cooperation are created.

According to rules of town planning in the Russian Federation works on designing, construction and arrangement of the centers (after receipt of the corresponding permission) are performed under the leadership of representatives of the directing country who invite contractors at the choice.

For the purpose of implementation of the activities the centers can be equipped with the appropriate audiovisual, information and other means.

10. The personnel of the centers can be appointed from among citizens of the directing state, citizens of the Russian Federation or the third state.

The order of registration of employees of the center is determined by the international treaty of the Russian Federation.

The director and the deputy director of the center can be members of diplomatic staff of embassy of the directing state.

The number of personnel of the centers is established according to the mutual arrangement between the Government of the Russian Federation and the government of the relevant state.

The directing country informs the relevant Russian public institutions on employment of personnel of the center, and also on the introduction of workers in position and the termination of work by them.

11. Consular establishments of the Russian Federation timely and in accordance with the established procedure draw up entrance visas to employees of the centers and members of their families.

The Ministry of Foreign Affairs of the Russian Federation on the basis of two-way deals timely draws up multi-visas and the corresponding cards to the officials of the centers having diplomatic or service passports for the term of their stay in the Russian Federation in official quality. The similar procedure is effective concerning members of families the specified workers living together with them if they are not citizens of the state of stay.

Questions of issue of multi-visas and permissions to stay in the Russian Federation to the employees of the centers and members of their families having all-civil passports if other is not provided by the international treaty of the Russian Federation, are solved law-enforcement bodies of the Russian Federation in accordance with the established procedure.
