1. Approve the enclosed Development strategy of joint-stock company "National infocommunication holding "Zerde" for 2021 - 2030.

2. This resolution becomes effective from the date of its signing.

Introduction

The joint-stock company "National infocommunication holding "Zerde" (further – holding) is created according to the order of the Government of the Republic of Kazakhstan of July 3, 2008 No. 668 "About creation of joint-stock companies "National information holding of "Arn Media", "National scientific and technological holding "Parasat", "National infocommunication holding "Zerde".

Founder of holding is the Government of the Republic of Kazakhstan on behalf of Committee of state-owned property of the Ministry of Finance of the Republic of Kazakhstan.

The state body performing rights of possession and uses of the state block of shares of holding is the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan (further – MTsRIAP).

The development strategy of holding for 2021 - 2030 (further – Strategy) is developed in connection with completion of the period of action of Strategy of holding for 2021 - 2030 and determines its mission, vision, strategic directions, the purposes and tasks for 2021 - 2030.

This document is developed taking into account the main directions of state policy in the sphere of informatization and communication, digitalization, industrial and innovative, social and economic and other spheres on activities of holding.

Implementation of innovative information and communication technologies (further – ICT) is one of strategic directions of upgrade of economy. Investments into development of industry of ICT promote strengthening of competitive provision of any country in the long term.

In particular, in the basic scenario of the research "Shaping the digital transformation in Europe" of the McKinsey & Company company conducted at the request of the European commission it is noted that disruptive digital technologies can promote on average percent 1,1 to annual gross domestic product growth (further – GDP) during 2021 - 2030. Cumulative effect such is that as a result of this GDP technologies by 2030 will grow by percent 14,1 in EU member states....

By estimates of the World Economic Forum (WEF) digitalization bears the huge potential for business and society within the next decade and can bring in addition more than 30 trillion US dollars of the income for world economy within the next 10 years.

At the same time the worthiness of breakthrough ICT is not guaranteed. The stimulating actions will be necessary at all levels to use possibilities of impact of key ICT for ensuring transition of the states to digital economy and society.

In the world ranking of digital competitiveness (IMD World Digital Competitiveness Ranking 2019) Kazakhstan takes the 35th place, having overtaken Russia (the 38th place) and Ukraine (the 60th place). At the same time, Kazakhstan has still low marks on such indicators as use of big data and the analyst, flexibility of the companies and public-private partnerships.

At the same time according to Bureau of national statistics of the Agency on strategic planning and reforms of the Republic of Kazakhstan (further – data of Bureau of national statistics) in the Republic of Kazakhstan from 2009 for 2018 growth of production volume and sales of goods (services) of industry of ICT constituted % 327,6, from 626764 million tenges to 2053129, 9 million tenges.

From 2014 for 2018 the stable growth of production volume and sales of goods (services) of ICT industry is observed. So, following the results of 2018 the amount made 2053, 1 billion tenges that is 9% more in comparison with 2017 (data of Bureau of national statistics).

Also for this period the market share of information technologies (further – IT) in the market of ICT grew with % 26,5 to % 40,2 (data of Bureau of national statistics).

Today in Kazakhstan 5,5 of % of GDP is the share of ICT approximately, at the same time in the Republic of Korea the share of the sector of ICT in GDP of the country constitutes over % 11,8, in Sweden – 7%, the USA – % 6,8 (data of Bureau of national statistics).

The share of production volume and sales of goods (services) of industry of ICT in the total amount of GDP of the country constituted % 3,3 in 2019, having decreased on % 0,3 in comparison with 2017 (data of Bureau of national statistics).

Growth of expenses on ICT at the companies since 2014 averaged 14%. Positive dynamics is connected with increase in share of costs of the companies at payment of the software from the total amount of costs to 21% in 2017 (data of Bureau of national statistics).

Increase in these costs demonstrates increase in influence of factor of use of ICT at efficiency of the companies and business. At the same time according to forecasts of the IDC company of 40% of leading companies can be driven out of the market by beginners who from the very beginning followed digital way.

Thus, under the influence of global tendencies of delay of economic growth of world economy increase in influence macro, and also technological and business of trends which determine further scenarios of use of ICT in public sector is noted.

Such macro, business and the technological trends determining the directions of further evolution of role and ICT value for state-owned companies in the sphere of information technologies according to number of the researches Gartner will be:

1. The mode of austerity and the program of cut in public expenditure on ICT against the background of growth of influence of public control over cost and value of the state electronic services, demographic shifts, including aging of society and cross-border migration of skilled labor force.

2. The growing competition between the global and local companies, inequality of the income, unfair (disproportionate) distribution of taxes on ICT of the markets, and also fast technological changings push the countries to defend big national, regional autonomy and sovereignty of the digital nations.

Number of protectionist steps in this direction is fixed at the level of program documents and the laws in the European Union, the United States of America (further – the USA), China, Russia and some other countries, and also found reflection in the Concept of cyber security of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of June 30, 2017 No. 407.
