About the Strategy of development for new Uzbekistan for 2022 - 2026

Within the Strategy of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021 for last period about 300 laws, over 4 thousand decisions of the President of the Republic of Uzbekistan directed to cardinal reforming of all spheres of life of the state and society are adopted.

Along with it system work on ensuring human rights, strengthening of accountability and openness of state bodies, increase in role of institutes of civil society, mass media, political activity of the population and public associations is carried out.

In the direction of reforming of national economy effective measures on liberalization of the foreign trade, tax and financial policy, support of entrepreneurship and guaranteeing immunity of private property, the organization of deep conversion of agricultural products, and also ensuring the accelerated development of regions are taken.

Strengthening of social protection of citizens and reducing poverty are determined by the priority directions of state policy, providing the population with new workplaces and the guaranteed income source, qualified medical and educational services, worthy living conditions are lifted to qualitatively new level.

As a result of reforms, for the last five years, in the country the political and legal, social and economic and scientific and educational bases necessary for creation of New Uzbekistan are created.

For the purpose of determination of the priority directions of the reforms directed to further growth in prosperity of the people, transformation of industries of economy, the accelerated development of entrepreneurship, unconditional providing the rights and interests of the person, forming of active civil society in the years ahead on the basis of the principle "For honor and advantage of the person" with carrying out the deep analysis of difficult world processes and results of the passable stages of development of the country:

1. Approve developed by results of extensive public discussion on the basis of the principle "From the Strategy of actions - to the Development strategy" the Strategy of development for New Uzbekistan for 2022 - 2026 (further - the Development strategy) and the State program on its realization in "Year of ensuring interests of the person and development waved" (further - the State program) according to appendices No. No. 1 and 2 *, the including following seven priority directions:

2. Within tasks of policy of the social protection aimed at providing the interests of the person determined in the Development strategy:

a) till 2026 completely to cover social benefits and financial support the needing segments of the population.

To the Ministry of Finance (T. Ishmetov) together with the Ministry of Economic Development and reducings poverty (S. Holkhuzhayev), the Ministry of support waved also families (R. Mamatov), and also the Ministry of employment and employment relationships (N. Khusanov) in three-months time to introduce the draft of national strategy of the social protection of the population providing to the Cabinet of Ministers:

implementation of single state policy in the sphere of social protection;

creation of system of social insurance, including Social Insurance Fund;

To the ministry of national education (B. Saidov) together with the Ministry of Health (B. Musayev), the Ministry of Finance (T. Ishmetov), and also Council of Ministers of the Republic of Karakalpakstan and khokimiyat of the Khorezm region in two-month time to introduce to the Cabinet of Ministers the draft of the resolution on the organization of providing since April 1, 2022 with free food of pupils of the first - the fourth classes.

At the same time to provide specific mechanisms of establishment of public control over expenditure of allocated funds and the prevention of corruptogenic factors in the project;

c) increase since January 1, 2023 the maximum size of the salary accepted for pension calculation from calculation of pension, tenfold to the twelvefold size of basic size.

To the Ministry of Finance (T. Ishmetov) to introduce the bill providing entering of the following changes into the Law of the Republic of Uzbekistan "About the state provision of pensions of citizens" to three-months time:

b) for the purpose of reduction of system of secondary education in compliance with modern requirements:

allocate 605 billion sum from the Government budget for program implementation of updating of textbooks of average educational institutions;

create 141 thousand new student places with bringing their quantity to one million 6,4 by the end of 2026.

To the ministry of national education (B. Saidov) together with the Ministry of Finance (T. Ishmetov), the Ministry of employment and employment relationships (N. Khusanov) and other interested ministries and departments it is regular to take measures for creation of new student places and training in professions of pupils.

5. Within the tasks on ensuring health of the population determined in the Development strategy, in 2022:

a) organize in regions primary health service on the basis of the principle of "step availability", having created 105 family medical Items and 31 family polyclinics.

To the Ministry of Health (B. Musayev) together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent to take practical measures on completion of the corresponding construction works in regions until the end of 2022;

b) (B. Musayev) together with the Ministry of Finance (T. Ishmetov) in two-month time to provide to the Ministry of Health implementation of the mechanism of rendering free medical services to persons entering preferential category by the direction them on treatment at the expense of the Government budget in the private medical organizations by means of electronic information system.

6. To the ministry of national education (B. Saidov) and to the Ministry of Health (B. Musayev) together with the Ministry of Finance (T. Ishmetov), the Agency of Presidential educational institutions and the State inspectorate for supervision of quality of education till July 1, 2022 to introduce the draft of the resolution providing to the Cabinet of Ministers:

increase in 2022 in the salary of talented teachers and doctors proceeding from qualification category by the differentiated method;

ensuring cardinal review of procedure for assignment of qualification category to teachers and doctors with involvement of the international experts, and also implementation of fair and transparent system on the basis of qualification assessment methodology.

7. Within tasks on ensuring the accelerated development of national economy and the high growth rates determined in the Development strategy:

a) take measures for decrease in the annual rate of inflation in 2022 - to 9 percent, in 2023 - to 5 percent, fiscal deficit - to 3 percent, with non-admission in subsequent excesses of the specified indicators of inflation and central government budget deficit.

At the same time to finish processes of transformation of commercial banks from shares of the state, having increased to 60 percent share of private sector in bank assets until the end of 2026.

To the Cabinet of Ministers (D. Kuchkarov) together with the Central bank (M. Nurmuratov) on permanent basis to take practical measures on preserving high growth rates of economy and ensuring macroeconomic stability;

b) lower since 2023 rate of the value added tax to 12 percent, and also since 2025 rate of the income tax in such directions of entrepreneurship as bank and finance, telecommunications, - to 15 percent.

To the Ministry of Finance (T. Ishmetov) together with the State Tax Committee (Sh. Kudbiyev) till September 1, 2022 to introduce the bill providing modification and amendments in the Tax code of the Republic of Uzbekistan to the Cabinet of Ministers;

c) take measures for increase till 2026 for 20 percent of energy efficiency of economy and to reducing for 20 percent of amount of emission of harmful gases in the atmosphere by active implementation of technologies of "green economy" to all spheres.

For the purpose of achievement of these indicators to introduce the following drafts to the Cabinet of Ministers:

To Department of Energy (A. Sultanov), to the Ministry of construction (B. Zakirov) till March 1, 2022 - programs of expansion and support of use of renewable energy resources, and also increase in energy efficiency of social, commercial and administrative and household buildings and constructions;

To the Ministry of Economic Development and reducings poverty (B. Abdunazarov), to the Department of Energy (A. Sultanov) till June 1, 2022 - programs of transition to "green economy" and ensuring energy saving on decrease in losses in industries and to increase in efficiency of use of resources, and also resolutions on creation of incentive system of production and operation of electric vehicles.

8. Continue work on creation of additional conveniences to development of entrepreneurship in areas with "heavy" conditions on the basis of experience of establishment of the special tax rates for Muynaksky district of the Republic of Karakalpakstan.
