For the purpose of strengthening of address social protection and material support of the population, expansion of scales and further increase in efficiency of rendering the monetary assistance to the citizens and lonely aged needing support:

1. Take into consideration introduction of monthly compensation payments for preferential categories of persons (further - compensation payments) instead of the privileges provided by the legislation on payment of housing and communal services according to the Presidential decree of the Republic of Uzbekistan of March 27, 2003 No. UP-3227 "About Introduction since April 1, 2003 of Compensation Money Payments instead of the Provided Privileges on Payment of Housing and Communal Services".

2. Determine that since March 1, 2022:

a) compensation payments are paid to all preferential categories of persons having the right to their obtaining irrespective of obtaining or non receipt of pensions (social benefits), and also implementation or non-realization of labor activity by these persons;

b) compensation payments to the lonely persons needing foreign leaving, receiving social benefits are entered.

At the same time monthly compensation payments to the lonely persons needing foreign leaving, receiving social benefits are paid in the amount of 45 percent of basic size of calculation of pension;

c) monthly surcharge to social benefits to persons which reached age of 100 years and more in the amount of 100 percent of basic size of calculation of pension is entered.

At the same time monthly surcharge to benefits of the citizens who reached age of 100 years and more is financed by means of the republican budget and the off-budget Pension fund through the organization in which pensions and allowances are granted.

3. To the Ministry of Finance, National news agency of Uzbekistan, National broadcasting company of Uzbekistan, the Agency of information and mass communications to organize work on extended coverage in mass media, the Internet and social networks of the purposes, tasks of this Decree and the expected results.

4. Make changes and addition to some acts of the President of the Republic of Uzbekistan according to appendix.

5. Assign to the Minister of Finance T. A. Ishmetov the personal responsibility for the effective organization of execution of this Decree and ensuring payment of compensations and surcharges to citizens during pension payment and benefits.

6. To impose control of execution of this Decree on the deputy prime minister of the Republic of Uzbekistan D. A. Kuchkarov.

The changes and amendment brought in some acts of the President of the Republic of Uzbekistan

1. In the Presidential decree of the Republic of Uzbekistan of March 27, 2003 No. UP-3227 "About Introduction since April 1, 2003 of Compensation Money Payments instead of the Provided Privileges on Payment of Housing and Communal Services":

a) in Item 1 of the word of "minimum wage" shall be replaced with words "the basic size of calculation of pension";

b) state Item 2 in the following edition:

"2. Determine that the amounts of compensation money payments on payment of housing and communal services join in comprehensive income of physical persons and are paid according to the procedure and in payment due dates of pension and benefit.

a) state Item 1 in the following edition:

"1. Establish since March 1, 2022 monthly surcharge to pensions (benefits) of the citizens who reached age of 100 years and more in the amount of 100 percent of basic size of calculation of pension.

Determine that financing of the amounts of monthly surcharge to pensions (benefits) of the citizens who reached age of 100 years and more is performed through the organization in which pension and benefit, at the expense of means of the republican budget and the off-budget Pension fund under the Ministry of Finance of the Republic of Uzbekistan were granted.";

b) in the column "List of Categories of Persons" of appendix No. 1:
