About approval of the Method of calculation of emissions of heavy metals
According to Item 5 of article 22 of the Ecological code of the Republic of Kazakhstan I ORDER:
1. Approve method of calculation of emissions of heavy metals according to appendix 1 to this order;
2. To provide to department of environmental policy and sustainable development of the Ministry of ecology, geology and natural resources of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on Internet resource of the Ministry of ecology, geology and natural resources of the Republic of Kazakhstan after its official publication;
3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of ecology, geology and natural resources of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.
3. To impose control of execution of this order on the supervising vice-minister of ecology, geology and natural resources of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after its first official publication.

Appendix
to the Order of the Minister of ecology, geology and natural resources of the Republic of Kazakhstan of January 28, 2022 No. 26
1. This Method of calculation of emissions of heavy metals (further – the Technique) is developed according to Item 5 of article 22 of the Ecological code of the Republic of Kazakhstan (further – the Code).
2. Calculation of emissions of heavy metals is perfromed by the operators of objects specified in Item 9 of article 22 of the Code within provision of the reporting for the register of emissions and transfer of pollutants.
3. Calculation of emissions of heavy metals in the atmosphere the companies of oil processing industry are calculated by formula:
E pollutant = AR production x EF pollutant, where:
E pollutant – annual emissions of pollutant in atmospheric air,
AR production – activities indicators in case of production,
EF pollutant – coefficient of emissions of pollutant.
4. Coefficients of emissions of heavy metals in atmospheric air in case of conversion and oil storage, aeration and torch burning in case of oil and gas extraction are given in Appendix 1 to this Technique.
5. Calculation of emissions of heavy metals on objects of energy industry is perfromed depending on type of the used fuel.
6. Classification of types of fuel for calculation of emissions of heavy metals is given on objects of energy industry in Appendix 2 to this Technique.
7. Calculation of emissions of heavy metals in energy industry are calculated by formula:
E pollutant = AR consumption of fuel x EF pollutant, where:
E pollutant – annual emissions of pollutant in atmospheric air,
AR fuel consumption – the activities indicators characterizing fuel consumption
EF pollutant – coefficient of emissions of pollutant.
8. Coefficients of emissions of heavy metals in atmospheric air when burning different types of fuel are given on objects of energy industry in Appendix 3 to this Technique.
9. Calculation of emissions of heavy metals in metal industry are calculated by formula:
E pollutant = AR production x EF pollutant, where:
E pollutant – annual emissions of pollutant in atmospheric air,
AR production – activities indicators in case of production of metals,
EF pollutant – coefficient of emissions of pollutant.
10. Coefficients of emissions of heavy metals in atmospheric air in case of production of iron, steel, lead, zinc and copper are given in Appendix 4 to this Technique.
