Rules of financing of monthly compensation payments to the not employed women having children under 3 years dismissed in connection with liquidation of the organization

1. These rules determine procedure for financing of monthly compensation payments (further - compensation payments) to not employed women having children under 3 years dismissed in connection with liquidation of the organization (further - receivers of compensation payments).

2. Financing of the expenses connected with provision of compensation payments is performed within the means of the federal budget provided on the specified purposes by the Ministry of Labour and Social Protection of the Russian Federation for the corresponding year.

3. Compensation payments are performed by transfer in accordance with the established procedure of appropriate means from the account of Federal Treasury Department for Moscow in which the personal account of the receiver of means of the federal budget is opened for the Ministry of Labour and Social Protection of the Russian Federation, into the accounts on deposits opened by receivers of compensation payments in the organizations (branches, structural divisions) of Sberbank of Russia or at the request of receivers of compensation payments - through the organizations of federal mail service (further - delivery of compensation payments) based on the agreements (agreements) concluded by the Ministry with Sberbank of Russia and the federal state unitary enterprise "Russian Post" (further - payers).

Money transfer, the compensation payments provided on provision and payment of bank (post) servicing of the transactions connected with delivery of compensation payments according to the specified agreements (agreements), is performed by personal payment orders.

4. The bodies in the sphere of social protection of the population of subjects of the Russian Federation authorized by public authorities of subjects of the Russian Federation according to the legislation of subjects of the Russian Federation (further - social security authorities of the population of subjects of the Russian Federation), based on information of social security authorities of the population on the residence of receivers of compensation payments who according to Procedure for appointment and payment of monthly compensation payments to the separate categories of citizens approved by the order of the Government of the Russian Federation of November 3, 1994 N 1206, make decisions on purpose of compensation payments represent monthly, no later than the 15th, to the Ministry of Labour and Social Protection of the Russian Federation registers. In the register need of the subject of the Russian Federation for the means of the federal budget which are subject to transfer to each of payers in the corresponding month and the following information about each receiver of compensation payment are specified:

a) surname, name, middle name and data of the identity document;

b) the period (month, year) for which compensation payment is made;

c) amount of compensation payment;

d) number and date of the decision on purpose of compensation payment;

e) account details, opened by the receiver of compensation payment in Sberbank of Russia, or its postal address.

5. The registers specified in item 4 of these rules are signed by heads of social security authorities of the population of subjects of the Russian Federation and certified by seal.

The form and method of the direction of registers are determined by the Ministry of Labour and Social Protection of the Russian Federation.

6. The Ministry of Labour and Social Protection of the Russian Federation according to the registers specified in item 4 of these rules:

a) creates the database of receivers of compensation payments;

b) determines the final need for means of the federal budget for the corresponding month, compensation payments, necessary for provision, and also expenses on bank (post) servicing of the transactions connected with delivery of compensation payments;

c) performs distribution of means between payers;

d) sends to each of payers the summary registers containing:

the size of the means of the federal budget provided on provision of compensation payments on each subject of the Russian Federation for the corresponding month;

the size of the means of the federal budget intended on bank (post) servicing of the transactions connected with delivery of compensation payments;

information about receivers of compensation payments, stipulated in Item 4 these rules;

e) represents monthly, no later than the 25th, to Federal Treasury Department for Moscow payment orders on money transfer from personal account of the Ministry of Labour and Social Protection of the Russian Federation according to the limits of the budget obligations and the amounts of financing of compensation payments considered on this personal account into accounts of payers for delivery of compensation payments, and also on bank (post) servicing of the transactions connected with delivery of compensation payments.

7. Payers perform in accordance with the established procedure delivery of compensation payments in the sizes specified in the corresponding registers.

The procedure and delivery date of compensation payments, and also form and procedure for submission of the reporting under provision of compensation payments are determined by agreements (agreements), stipulated in Item 3 these rules.

8. The Ministry of Labour and Social Protection of the Russian Federation bears responsibility for financing of compensation payments, and also exercises control of delivery of compensation payments in full and in the provided time.

9. Social security authorities of the population of subjects of the Russian Federation in accordance with the legislation of the Russian Federation bear responsibility for submission of false information on receivers of compensation payments and the needs for the means of the federal budget necessary for provision of compensation payments.
