About use of atomic energy

This Law determines legal, organizational and economic basis of the public relations when using atomic energy and is directed to protection of life and human health, environmental protection, property, providing non-proliferation regime of nuclear weapon, strengthening of the international mode of safety of use of atomic energy, nuclear, radiation safety and nuclear physical safety when using atomic energy.
In this Law the following basic concepts are used:
1) installation conclusion from operation - documentary drawn up activities for the termination of operation of nuclear, radiation, or electrophysical installation and its exception from under the state check and supervision with providing end state of installation and the platform of its placement conforming to requirements for safety;
2) nuclear physical safety - condition of single system of the organizational and technical measures directed to prevention, detection and (or) response to the facts of plunder, diversion, unauthorized access, illegal transfer, the address or other illegal actions concerning subjects to use of atomic energy and (or) the user;
3) input of installation in operation - documentary drawn up activities for reduction in the working condition of components and systems nuclear, radiation or electrophysical установки^ after the termination of its construction and carrying out necessary testing;
4) nuclear and radiation safety - condition of properties and characteristics of subject to use of atomic energy in case of which with certain probability the impossibility of nuclear and radiation accident is provided;

6) lifecycle of subject to use of atomic energy state regulation of activities for the choice of the site, designing, construction, commissioning, operation, conclusion from operation and release from the regulating control;
7) radiation installation - special, not being nuclear installation, including the rooms relating to it, constructions and the equipment on which the address with sources of ionizing radiation is performed;
8) nuclear installations - nuclear reactors, including reactors of nuclear power plants, space and aircraft, vehicles, industrial, experimental research reactors, nuclear stands, any other constructions, complexes, installations, the equipment and technical means for production, use, conversion, transportation and placement of nuclear materials;
9) electrophysical installation - special, not being nuclear or radiation installation, generating or capable to generate ionizing radiation, including the rooms relating to it, constructions and the equipment;
10) operation of subjects to use of atomic energy the administrative, economic and technical activity performed by the legal entity or the individual entrepreneur in the field of use of atomic energy;
11) category of radiation hazard - the characteristic of subject to use of atomic energy on degree of its radiation hazard for the population and (or) the environment in case of the treatment of him or in the conditions of possible accident;
12) special non-nuclear materials - the materials which are not containing or not capable to reproduce nuclear materials, but which can be used in the devices intended for implementation of explosive allocation of intra nuclear energy (nuclear explosion);
13) the controlled area - the territory of organization or source of ionizing radiation in which the level of radiation of people in the conditions of normal operation of this source can exceed the established regulations of maximum permissible doses of radiation for the population the mode of restrictions of economic activity is set and radiation control is carried out;
14) observation zone - the territory outside the controlled area on which radiation monitoring is carried out;
15) physical protection is set of the administrative, technical, law-enforcement measures providing protection of nuclear and radioactive materials of installations and subjects to use of atomic energy, Items of storage and burial of radioactive waste against accidental or illegal access, diversions, losses, spoil, theft, ownership, illegal use or transfer to other person;
16) nuclear materials - the materials containing or capable to reproduce the sharing (split) radionuclides;
17) places out of installation is object which is not installation and in which nuclear material in number of no more than one effective kilogram is usually used;
18) the state authorized body in the field of ensuring nuclear and radiation safety (further - the state authorized body) - executive body of the government which pursues single state policy and state regulation in the field of use of atomic energy;
19) source of ionizing radiation - the device and (or) radioactive material which is letting out or capable to emit ionizing radiation;
