About measures for the organization of activities of assistants to hokim for development of entrepreneurship, employment of the population and reducing poverty in the makhall

According to the Presidential decree of the Republic of Uzbekistan of December 3, 2021 No. UP-29 "About the Priority Directions of State Policy on Development of Entrepreneurship, Employment of the Population and Reducing Poverty in the Makhall", and also for the purpose of the effective organization of activities of assistants to hokim of areas (cities) for development of entrepreneurship, employment of the population and reducing poverty in makhallyakh (further - assistants to hokim):

1. Create the Republican commission on the organization of activities of assistants to hokim (further - the Republican commission) and to approve its structure according to appendix No. 1.

2. The republican commission (Kuchkarov) in week time for the purpose of the effective organization of activities of assistants to hokim to assign to each area and the city of ranking officers of the ministries, departments and commercial banks entering economic and investment complexes (further - republican representatives) and to provide their direction in official journey to the fixed areas for a period of one year with preserving workplace, the salary and other social payments.

Determine work Agency makhallabay and to development of entrepreneurship, its territorial administrations in the Republic of Karakalpakstan, areas and the city of Tashkent, and also the centers for work makhallabay and to development of entrepreneurship (further - the centers) working bodies of the Republican commission and republican representatives.

3. Determine that:

a) members of the Republican commission:

will organize system work on development of entrepreneurship, employment of the population and reducing poverty in settlements, villages, auls, and also makhallyakh the cities, settlements, villages and auls (further - waved);

directly direct activities of republican representatives in the territory assigned to them, bear responsibility for achievement of target indicators;

together with the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokimama of areas and the city of Tashkent provide distribution of the funds allocated for the territory assigned to them by areas and the cities;

b) republican representatives:

together with first deputies of hokim of areas (cities) render assistance to activities of the centers and assistants to hokim;

daily leave in one of makhally and personally visit at least ten houses (apartments), study actual state of cases together with assistants to hokim, explain to the population essence and content of the undertaken state policy and reforms, take measures for the solution of the revealed problems on site;

together with assistants to hokim and heads of sectors concerning social and economic development of the territories determine the directions of social and economic development of everyone waved, reveal the actual social situation by everyone waved on the basis of the household list, develop monthly the implementable plan of measures;

render assistance in implementation of the new projects offered by successful entrepreneurs and assistants to hokim proceeding from "growth points" of everyone waved, develop types of service, daily requirements of the population of makhally, necessary for satisfaction;

will organize work on ensuring training of the population, first of all jobless youth and women, to professions and entrepreneurship, and also their employment;

together with hokima of areas (cities) and regional councils of farmer, Dehkan farms and owners of garden plots render assistance to effective use of garden plots of the population, adjustment of such types of activity as agriculture, livestock production, poultry farming, rabbit breeding, beekeeping, seed farming, pitomnichestvo and floriculture, in house conditions;

together with hokima of areas (cities) provide distribution of the funds allocated to the territories by makhally;

c) assistants to hokim:

perform activities in priority procedure together with successful subjects of entrepreneurship in makhallyakh for the purpose of employment of unemployed population makhally and rendering assistance in creation for it permanent source of the income;

together with republican representatives develop and provide execution of "Road map" on development assigned to them makhally for 2022;

conduct permanent monitoring of effective use of the allocated resources;

together with first deputies of hokim of areas (cities) on financial and economic questions and reducing poverty submit to hokima reports on effectiveness of the carried-out work on permanent basis.

4. Provide to members of the Republican commission and republican representatives the right to entering into local representative bodies of offers on the direction of the exceeded part of the plan of the income of local budgets for the problem resolution of makhally.

5. Determine sources of the financial instruments used by assistants to hokim in case of accomplishment of the tasks for 2022:

a) the credits allocated within development programs of family entrepreneurship - 10 trillion sum;

b) the funds allocated for employment, self-employment and establishing business activity of the population - 1 218 billion sum, from them on:

subsidies, credit resources and other expenses for implementation of business activity and self-employment of unemployed population from the State fund of assistance of employment - 785 billion sum, attraction of unemployed population to training in professions, entrepreneurship and workmanship - 210 billion sum;

expenses on attraction of unemployed population to paid social jobs from Fund of social jobs - 222 billion sum;

c) the subsidies allocated at the expense of Fund of support of farmer, Dehkan farms and owners of garden plots - 50 billion sum;

d) the means provided on improvement of infrastructure makhally based on recommendations of assistants to hokim - 250 billion sum;

e) means of Sakhovat Va K¸mak, Ayollar of Daftara and Yoshlar of Daftara funds - 851 billion sum.

Approve distribution of the means specified in subitems "b" - "d" this Item, by regions of the republic according to appendix No. 2.

6. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent in coordination with the Ministry of Economic Development and reducings poverty, the Ministry of Finance, the Central bank, the Ministry of employment and employment relationships to distribute funds specified in appendix No. 2 to this resolution by areas (cities) in a month and waved everyone, proceeding from economic and social situation makhally and the number of houses (apartments).

To the ministry of employment and employment relationships, commercial banks responsible for allocation of the credits within development programs of family entrepreneurship, to Council of farmer, Dehkan farms and owners of garden plots of Uzbekistan and executive bodies on places to provide monthly uninterrupted financing of the expenses specified in this Item.
