According to the Presidential decree of the Republic of Belarus of February 28, 2006 "About some questions of receipt of the higher and secondary vocational education on paid basis" and Item 2 of article 26 of the Code of the Republic of Belarus on education the Council of Ministers of the Republic of Belarus DECIDES: No. 126

1. Approve the enclosed Regulations on procedure for transfer of the students and pupils getting secondary vocational education in public institutions of education from paid training on training at the expense of means republican and (or) local budgets.

2. This resolution becomes effective in ten days after its official publication.

Regulations on procedure for transfer of the students and pupils getting secondary vocational education in public institutions of education from paid training on training at the expense of means republican and (or) local budgets

1. This Provision developed according to the Presidential decree of the Republic of Belarus of February 28, 2006 No. 126 "About some questions of receipt of the higher and secondary vocational education on paid basis" (The national register of legal acts of the Republic of Belarus, 2006, No. 37, 1/7308) and Item 2 of article 26 of the Code of the Republic of Belarus on education, is determined procedure for transfer of the students and pupils getting secondary vocational education from paid training on training at the expense of means republican and (or) local budgets.

2. Action of this provision extends to the public institutions of education realizing educational programs of the higher and secondary vocational education (further - organizations of education), irrespective of their subordination.

3. Transfer of students and pupils of organizations of formation of all forms of education (further - students and pupils) from paid training on training at the expense of means republican and (or) local budgets is performed in the presence of empty budget seats upon termination of academic year during the period till September 14.

4. The head of organization of education during the period till August 31 issues the order on carrying out tender on substitution of empty budget seats (further - tender). For carrying out tender the commission which structure is created of number of pedagogical workers, heads of departments, faculties or departments of organization of education and representatives of public associations in the field of education in number of no more than 9 people affirms.

5. The order on carrying out tender in accordance with the established procedure no later than the next day after its edition is brought to the attention of students and pupils.

6. Perfectly in time students and pupils who reached high rates in research activities and social job studying at paid basis can participate in tender.

7. The students and pupils having at least 75 percent of marks 10 (ten) and 9 (nine) points following the results of the academic year preceding transfer are perfectly in time, and other marks are not lower than 7 (seven) points.

8. Students and pupils are considered reached high rates in research activities:

being participants of tenders of scientific (creative) works or tenders of technical creativity, the Olympic Games in the specialty;

materials being participants of scientific and practical actions (seminars, conferences), authors (coauthors) of exhibits of scientific and technical, creative exhibitions and (or) having, published in scientific, popular scientific and educational publications (including the materials prepared in co-authorship);

the having other achievements in research activities.

9. Students and pupils submit the statement for participation in tender addressed to the head of organization of education to five-day time from the date of the announcement of the order on tender through the head of faculty or department of organization of education.

10. The head of faculty or department in five-day time from the date of giving by students or pupils of statements for participation in tender directs these applications to the commissions with appendix on each of them of the following documents:

statements from the test and examination sheet about progress of the student or pupil for last academic year;

the characteristic signed by the head of faculty or department in which results of research activities and social job of the student or pupil are specified.

11. The commission when carrying out tender in case of selection of students or pupils for their transfer from paid training into training at the expense of means republican and (or) local budgets considers criteria which use is performed in the following sequence:

the highest GPA * progress;

in case of equality of GPA of progress the highest rates in research activities are determined;

in case of equality of the specified criteria extent of participation of students and pupils in social job is established.

12. The commission considers the documents specified in Item 10 of this provision and from the date of their receipt submits within five-day term to the head of organization of education the offers on candidates of students and pupils which are drawn up by the relevant protocol for transfer from paid training into training at the expense of means republican and (or) local budgets.

13. The head of organization of education based on offers of the commission issues the order on transfer of students and pupils from paid training on training at the expense of means republican and (or) local budgets.

14. Transfer of students or pupils from paid training which payment based on the agreement was made by the legal entity on training at the expense of means republican and (or) local budgets is performed in coordination with this legal entity.
