About hydrometeorological activities

Chapter 1. General provisions

Article 1. Purpose of this Law

The purpose of this Law is regulation of the relations in the field of hydrometeorological activities.

Article 2. Legislation on hydrometeorological activities

The legislation on hydrometeorological activities consists of this Law and other acts of the legislation.

If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about hydrometeorological activities then are applied rules of the international treaty.

Article 3. Basic concepts

In this Law the following basic concepts are applied:

monitoring of pollution of the surrounding environment - permanent complex observations of the surrounding environment and pollution of atmospheric air, surface water and the soil, and also assessment and the forecast of condition of the surrounding environment and its pollution;

hydrometeorological information - results of observations of the hydrometeorological phenomena and condition of the surrounding environment, and also information obtained by processing and the analysis, held for use, distribution and storages;

hydrometeorological processes - consecutive development in time and space of the hydrometeorological phenomena characterizing condition of the atmosphere and the hydrosphere;

active impact on hydrometeorological processes - management of hydrometeorological processes by impact on the surrounding environment (forced descent of avalanches, prevention of loss of hail, rainfall, passings of mudflows) for minimization of potential damage to the population, industries of economy and the social sphere;

the hydrometeorological phenomena - forms of manifestation of the processes happening in the atmosphere on the Earth's surface and objects which are on it in surface water (atmospheric pressure, wind, humidity, air temperature and waters, level and consumption of water, floods, mudflows, frosts) which characterizes hydroweather conditions;

hydrometeorological activities - production process (observation, collection, processing, the analysis, storage and use) of hydrometeorological information in the field of meteorology, hydrologies, glaciology, climatology, agricultural meteorology, aerology, aviation meteorology, monitoring of pollution of the surrounding environment and active impact on hydrometeorological processes, and also its distribution;

specialized hydrometeorological information - the hydrometeorological information prepared according to consumer requirements and requiring extra works and processing costs, the analysis, storage and provision;

the conservation zone - the parcel of land or the water water area limited to the closed line around hydrometeorological stations and posts at distance of two hundred meters from border of their territory;

emergency hydrometeorological information - without delay the provided hydrometeorological information on the dangerous hydrometeorological phenomena which can pose threat of life and to health of the population, and also to cause damage to the surrounding environment, industries of economy and the social sphere;

general hydrometeorological information - the hydrometeorological information provided to bodies of the public and economic board, public authorities on places, to legal entities and physical persons for public use.

Article 4. Basic principles of hydrometeorological activities

The basic principles of hydrometeorological activities are:

globality, systemacity and continuity;

unity and comparability of methods of collection, processing, storage and distribution of the data obtained as a result of hydrometeorological observations and monitoring of pollution of the surrounding environment;

completeness, reliability and availability of hydrometeorological information;

openness and safety.

Article 5. Principle of globality, systemacity and continuity of hydrometeorological activities

The principle of globality, systemacity and continuity of hydrometeorological activities consists in complex studying of the hydrometeorological phenomena which characterize conditions of coherence of the atmosphere, the hydrosphere and the soil.

The principle of globality, systemacity and continuity of hydrometeorological activities is provided by carrying out permanent monitoring of the hydrometeorological phenomena and continuous forming of fund of these hydrometeorological observations.

Article 6. The principle of unity and comparability of methods of collection, processing, storage and distribution of the data obtained as a result of hydrometeorological observations and monitoring of pollution of the surrounding environment

The principle of unity and comparability of methods of collection, processing, storage and distribution of the data obtained as a result of hydrometeorological observations and monitoring of pollution of the surrounding environment consists in observance of requirements of standardization and metrological control of measuring instruments, use of the unified methods and approaches to collection, processing and data analysis of the hydrometeorological observations based on national and international recommendations and rules.

Article 7. Principle of completeness, reliability and availability of hydrometeorological information

The principle of completeness, reliability and availability of hydrometeorological information consists in set of hydrometeorological parameters, sufficient for decision making, preserving its value and relevance by the time of use, effective perception and understanding of information by the consumer.

The principle of completeness, reliability and availability of hydrometeorological information is provided due to its methodically correct collection, processing, the analysis and transformation for decision making by consumers.

Article 8. Principle of openness and safety of implementation of hydrometeorological activities

The center of hydrometeorological service of the Republic of Uzbekistan creates the open information resources containing information on the activities and provides access to them with use of modern information and communication technologies.

Safety of implementation of hydrometeorological activities is ensured by strict observance of requirements of safe engineering and labor protection.

Article 9. Objects of hydrometeorological activities

Objects of hydrometeorological activities are the atmosphere, the hydrosphere, the soil, and also the components polluting the surrounding environment.

Article 10. Subjects of hydrometeorological activities

Subjects of hydrometeorological activities are:

Center of hydrometeorological service of the Republic of Uzbekistan and its territorial administrations;
