RESOLUTION OF THE MINISTRY OF EMERGENCY SITUATIONS OF THE REPUBLIC OF BELARUS

About approval of regulations and rules on ensuring nuclear and radiation safety

(as amended on 26-11-2021)

Based on item 4 of article 21 of the Law of the Republic of Belarus of June 18, 2019 No. 198-Z "About radiation safety", subitem 7.4 of Item 7 of the Regulations on the Ministry of Emergency Situations of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 29, 2006 No. 756, the Ministry of Emergency Situations of the Republic of Belarus DECIDES:

1. Approve regulations and rules on ensuring nuclear and radiation safety "Safety in case of the address with sources of ionizing radiation. General provisions" (are attached).

2. Recognize invalid:

the resolution of the Ministry of Emergency Situations of the Republic of Belarus of May 31, 2010 No. 22 "About approval of regulations and rules on ensuring nuclear and radiation safety "Safety in case of the address with sources of ionizing radiation. General provisions";

the resolution of the Ministry of Emergency Situations of the Republic of Belarus of August 21, 2013 No. 37 "About modification of the resolution of the Ministry of Emergency Situations of the Republic of Belarus of May 31, 2010 No. 22".

3. This resolution becomes effective in three months from the date of its official publication.

Section I. General provisions

Chapter 1. Scope. Terms and their determinations

1. Regulations and rules on ensuring nuclear and radiation safety "Safety in case of the address with sources of ionizing radiation. General provisions" (further - Rules) establish technical requirements to ensuring radiation safety in case of the address with sources of ionizing radiation (further - III), including in case of performance of works (rendering services) which can exert impact on radiation safety of III.

2. Requirements of these rules extend to III which are subject to accounting in single state system of accounting and control III and do not extend to III used for the purpose of defense, the address of which is not the type of activity in the field of use of III which is subject to licensing.

3. Requirements for safe transportation of III are established by the legislation on transportation of dangerous goods and the legislation on radiation safety.

Requirements for safe handling of radioactive waste are established by other acts of the legislation in the field of ensuring nuclear and radiation safety.

4. For the purposes of these rules terms and their determinations in the values established by the Law of the Republic of Belarus "About radiation safety" and also the following terms and their determinations are used:

the device x-ray - the set of the technical means intended for obtaining and use of x-ray radiation, consisting of the x-ray generator, devices and accessories relating to it;

safety of III - III property in case of all modes of operation and project radiation accidents to limit radiation to the set limits, to reduce radiation in case of beyond design basis radiation accidents;

the block of the closed III - the structural element of the radiation device intended for placement in it the closed III and III providing safe operation due to availability of physical barriers and devices for transfer of the closed III from storage provision into position and vice versa and (or) devices of overlapping of bunch of ionizing radiation;

conclusion from operation of III - the activities performed after the termination of operation of III, excluding its use on project appointment up to full or partial relief from control of state bodies (organizations) exercising public administration in the field of ensuring radiation safety;

the forbidden period - the minimum time between the end of radiation and permission of entrance to the working camera, necessary for reduction of concentration of toxic substances in it up to the set sizes due to its aeration, and also for decrease in levels of radiation from the induced activity of constructional and other materials in the working camera up to the admissible sizes;

beyond design basis radiation accident - the radiation accident caused by the initial events which are not considered for project radiation accident or followed by refusals of security systems, additional in comparison with project radiation accident, over single refusal, wrong solutions and actions of personnel;

initial event - single system failure or element of radiation object (further - RO), III, external event or human error leading to violations of normal operation of III or radiation accident. The initial event includes all dependent refusals which are its consequence;

comprehensive engineering and radiation examination of RO - complex of the organizational and technical actions directed to receipt of information on engineering (technical) condition of RO, systems, elements and the equipment of RO and also about radiation situation on RO, superficial pollution of rooms radioactive materials;
