About the purchase order (procurement, delivery) in 2021 scrap and waste of ferrous and non-ferrous metals for the state (republican) needs

According to the paragraph the fifth Item 2 of the Presidential decree of the Republic of Belarus of May 5, 1995 "About measures for strengthening of fight against plunder of precious, ferrous and non-ferrous metals, their scrap and waste, gemstones" the Council of Ministers of the Republic of Belarus DECIDES: No. 179

1. Establish the purchase order (procurement, delivery) in 2021 of scrap and waste of ferrous and non-ferrous metals for the state (republican) needs (further - the state order) in amounts according to appendix.

2. Determine the Belarusian national association by procurement, conversion and delivery of scrap and waste of ferrous and non-ferrous metals (further - national association of Belvtormet) and the organizations which are its part performing activities for procurement (purchase) of scrap and waste of ferrous and non-ferrous metals (further - scrap metal), the state customers on supply (procurement, delivery) of scrap metal for the state (republican) needs.

3. To the republican state bodies and other state organizations subordinated to Council of Ministers of the Republic of Belarus, regional executive committees and the Minsk Gorispolkom (further - state bodies):

3.1. in two weeks:

bring the state order to the corresponding legal entities at whom in the course of economic activity scrap metal is formed, and to provide control of its accomplishment, including of the conclusion by these legal entities of delivery contracts of scrap metal for the state needs;

send to national association of Belvtormet information about brought to legal entities at whom in the course of economic activity scrap metal, the state order is formed;

3.2. take other measures for accomplishment of the state order.

4. To the state customers specified in Item 2 of this resolution to conclude with legal entities at whom in the course of economic activity scrap metal, delivery contracts of scrap metal for the state needs is formed, having provided breakdown of the state order on quarters and to provide control of their execution.

5. To industry ministry:

5.1. together with national association of Belvtormet:

provide coordination of work of state bodies on accomplishment of the state order;

analyze the course of accomplishment of the state order and if necessary to introduce in accordance with the established procedure in Council of Ministers of the Republic of Belarus offers on its refining;

5.2. together with state bodies till January 20, 2022 to provide in Council of Ministers of the Republic of Belarus analytical information on accomplishment of the state order, reasonable offers on enhancement of accounting treatment, storage, delivery (procurement, delivery), conversions and uses of scrap metal.

6. To regional executive committees and the Minsk Gorispolkom with participation of the Ministry of forestry, the Ministry of Natural Resources and Environmental Protection, Ministry of Emergency Situations to take measures for ensuring effective drawing into economic circulation of the scrap metal which is in the territories of the corresponding administrative and territorial units.
