About the Interdepartmental commission on counteraction to extremism and fight against terrorism

For the purpose of enhancement of coordination of activities of state bodies and other state organizations for counteraction to extremism and fight against terrorism I decide:

1. Approve Regulations on the Interdepartmental commission on counteraction to extremism and fight against terrorism under the Security Council of the Republic of Belarus it (is applied).

2. This Decree becomes effective from the date of its signing.

Regulations on the Interdepartmental commission on counteraction to extremism and fight against terrorism under the Security Council of the Republic of Belarus

1. The interdepartmental commission on counteraction to extremism and fight against terrorism under the Security Council of the Republic of Belarus (further - the Interdepartmental commission) is the permanent collegiate organ performing coordination of activities of subjects of counteraction to extremism (including rehabilitations of Nazism) and fight against terrorism, other state bodies and other state organizations in the field of counteraction to extremism and fight against terrorism.

2. In the activities the Interdepartmental commission is guided by the Constitution of the Republic of Belarus, the laws, legal acts of the President of the Republic of Belarus, including this Provision, other acts of the legislation.

3. The regulations of work of the Interdepartmental commission affirm the State secretary of the Security Council of the Republic of Belarus.

4. The main objectives of the Interdepartmental commission are:

4.1. the organization of timely identification and elimination of the reasons and conditions promoting extremism and terrorism;

4.2. coordination at the republican activity level of subjects of counteraction to extremism and fight against terrorism, other state bodies and other state organizations in the field of counteraction to extremism and fight against terrorism;

4.3. development of suggestions for improvement of the legislation in the field of counteraction to extremism and fight against terrorism, including concerning functioning of the state response system on acts of terrorism, activities of the terrorist organizations, illegal armed groups and mass riots (further - the state response system);

4.4. preparation of drafts of decisions and information and analytical materials for meetings of the Security Council of the Republic of Belarus concerning counteraction to extremism and fight against terrorism;

4.5. development of international cooperation in the field of counteraction to extremism and fight against terrorism.

5. The interdepartmental commission according to the tasks assigned to it performs the following functions:

5.1. will organize the analysis, situation assessment in the field of counteraction to extremism and fight against terrorism and the forecast of its development;

5.2. develops offers on increase in efficiency of measures for the prevention, identification and suppression of acts of terrorism, activities of the terrorist organizations, illegal armed groups and mass riots, minimization of their effects;

5.3. considers questions of functioning of the state response system, exercises control of readiness of forces and means of state bodies to accomplishment of tasks within the state response system;

5.4. develops measures for counteraction to extremism and fight against terrorism, elimination of the reasons and conditions promoting them, including measures for ensuring protection of crucial objects against acts of terrorism, and also citizens from extremist actions;

5.5. will organize control of development and implementation of interdepartmental plans of state bodies and other state organizations for counteraction to extremism and fight against terrorism;

5.6. exercises control of activities regional, Minsk city the commissions on counteraction to extremism and fight against terrorism, if necessary will organize and provides participation of members of the Interdepartmental commission in their work;

5.7. coordinates preparation of interdepartmental doctrines concerning counteraction to extremism and fight against terrorism;

5.8. hears at the meetings reports of officials of state bodies and other state organizations for counteraction to extremism and fight against terrorism, requests and obtains from them information, documents and materials, necessary for the work;

5.9. creates working and expert groups on questions of increase in efficiency of counteraction to extremism and fight against terrorism with involvement of specialists of state bodies and other state organizations;

5.10. promotes implementation of positive foreign experience in practice of activities of state bodies and other state organizations for counteraction to extremism and fight against terrorism;

5.11. takes measures for increase in efficiency of international cooperation of the Republic of Belarus in the field of counteraction to extremism and fight against terrorism;

5.12. performs other functions according to the legislation and orders of the President of the Republic of Belarus.

6. The chairman of the Interdepartmental commission is the State secretary of the Security Council of the Republic of Belarus or his deputy.

The Attorney-General, the head of the security service of the President of the Republic of Belarus, the chief of Operational analytical center in case of the President of the Republic of Belarus, the Chairman of the Investigative Committee, the Chairman of the State committee of judicial examinations, the Minister of Internal Affairs, the Minister of Defence, the Minister of Emergency Situations, the Chairman of the State boundary committee, the Chairman of Committee for State Security, the Chairman of the State Customs Committee or their deputies, and also the secretary of the Interdepartmental commission from number of persons employed of the State secretariat of the Security Council of the Republic of Belarus are its part.

The staff of the Interdepartmental commission affirms the State secretary of the Security Council of the Republic of Belarus.

7. Meetings of the Interdepartmental commission are held as required.

The agenda of meeting of the Interdepartmental commission is determined by its chairman.

The meeting of the Interdepartmental commission is considered competent if at it there is at least a half of her members. Members of the Interdepartmental commission have no right to delegate the powers to other persons.

In case of absence on reasonable excuse the member of the Interdepartmental commission has the right to submit in writing to its chairman the opinion on cases in point.

8. Members of the Interdepartmental commission in case of discussion of the questions considered at meeting have the equal rights. Decisions of the Interdepartmental commission are made by a simple majority vote her members and drawn up by the protocol which is signed by the chairman of the Interdepartmental commission. In case of equality of votes the voice of the chairman of the Interdepartmental commission is decisive.
