Based on the paragraph of the fourth subitem 10.1 and the paragraph of third subitem 10.2 of Item 10 of the Regulations on licensing of activities in the field of use of atomic energy and sources of the ionizing radiation approved by the Presidential decree of the Republic of Belarus of April 5, 2021 No. 137, of subitem 7.4 of Item 7 of the Regulations on the Ministry of Emergency Situations of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 29, 2006 No. 756, the Ministry of Emergency Situations of the Republic of Belarus DECIDES:

1. Approve the Instruction about procedure for carrying out periodic assessment of safety of nuclear installation, Item of storage it (is applied).

2. This resolution becomes effective after its official publication.

The instruction about procedure for carrying out periodic assessment of safety of nuclear installation, storage Item

Chapter 1. General provisions

1. This Instruction establishes procedure for carrying out periodic assessment of safety (further - POB) nuclear installation (further - YaU), storage Item (further - PH), and also requirements to structure and contents of the documents containing results of POB YaU, PH (further if other is not established, - reporting documents on POB).

2. POB YaU, PH is carried out for the purpose of determination:

compliance of the current level of safety of YaU, PH to requirements of regulatory legal acts, including technical regulatory legal acts, obligatory for observance, in the field of ensuring nuclear and radiation safety, their project and operational documentation, and also to the report on reasons for safety of YaU, PH;

sufficiency and efficiency of the existing conditions providing maintenance of proper level of safety of YaU, PH during the period before carrying out the following POB YaU, PH;

the list and terms of implementation of actions for increase in safety of YaU, PH which are necessary for remedial action or decrease in their effects (in case of their identification by results of carrying out POB YaU, PH).

3. POB YaU, PH is carried out by the operating organization (further - EO) with attraction in need of the organizations which developed the project on YaU, PH, the research and design organizations.

4. EO develops detailed actions for carrying out POB YaU, PH, including actions for preparation and the direction in Department on nuclear and radiation safety of the Ministry of Emergency Situations (further - Gosatomnadzor) reporting documents on POB, the requirement to structure and to which content are determined according to appendix 1.

5. Assessment of security status of YaU, PH within carrying out their POB is aimed at providing proper level of safety during all term of their operation.

The first POB YaU, PH is carried out in 10 years after the beginning of their operation. Subsequent POB YaU, PH are carried out at an interval of 10 years and to conclusion of YaU, PH from operation.

Chapter 2. General requirements to carrying out POB YaU of nuclear power plant, PH

6. POB YaU of nuclear power plant (further - the NPP), is carried out by PH taking into account all aspects important for safety of the NPP, PH.

POB YaU NPP is carried out for each power unit of the NPP.

7. Each subsequent POB YaU NPP, PH is carried out taking into account the changes which arose from the moment of carrying out the previous POB YaU NPP, PH, requirements of regulatory legal acts, including technical regulatory legal acts, obligatory for observance, in the field of ensuring nuclear and radiation safety, current status of YaU NPP, PH, and also taking into account operating experience of the power unit of the NPP and all modifications implemented on the power unit of the NPP for the specified period.

8. Carrying out subsequent POB YaU NPPS, PH shall not duplicate the activities performed by EO when carrying out the previous POB YaU NPPS, PH.

9. When carrying out POB YaU NPP, PH safety factors (further - FB), necessary for carrying out POB YaU NPP, PH, according to the list according to appendix 2 are subject to the obligatory analysis.

10. Accomplishment of joint POB YaU NPP of several power units of the NPP is allowed taking into account specifics of each of them and provided that analysis results of FB YaU NPP are the general NPPs, (all-station) for these power units.

11. The list of initial events for the analysis of FB YaU NPP connected with the analysis of safety of the power unit of the NPP includes internal and external events in case of different conditions of YaU, and also their possible combinations.

In case of determination of the list of initial events the approaches including are applied:

use of analytical methods (analysis of impacts and working capacity, analysis of refusals and their effects, creation of logical charts);

comparison with the list of initial events for other NPPs (in case of its availability);

the analysis of operational experience (internal and external), including taking into account recommendations of International Atomic Energy Agency.

Deterministic and probabilistic methods of the analysis, and also results of engineering estimates can be applied to determination of possible combinations of initial events.

12. In the analysis of FB YaU NPP possible communications between power units of the NPP and their interference are considered.

13. EO after carrying out the analysis of FB YaU NPP, PH makes the general analysis of safety (further - OAB) YaU NPP, PH for integration of analysis results of separate FB YaU NPPS, PH, determination of necessary measures for increase in safety and terms of their implementation.

14. Level of safety of YaU NPP, PH is determined on the basis of results of OAB YaU NPP, PH within which are determined:

compliance and (or) discrepancy of YaU NPP, PH to requirements of regulatory legal acts, including technical regulatory legal acts, obligatory for observance, in the field of ensuring nuclear and radiation safety, project and operational documentation;

the adjusting measures and (or) measures for increase in safety.

At the same time general influence of positive results of POB YaU NPP, PH and the revealed discrepancies on safety of YaU NPP, PH is analyzed. The discrepancies revealed in the analysis of one of FB YaU NPP, PH can be compensated by benefits of other FB YaU NPPS, PH (including by means of implementation of instructions concerning the actions of the operator directed to compensation of shortcomings of the project on YaU NPP, PH or the equipment of the NPP, PH).

15. In case of identification when carrying out POB YaU NPP, PH of discrepancies within OAB YaU NPP, PH it is carried out:

analysis of influence of discrepancies on safety of the power unit of the NPP, PH and NPP in general;

development of the adjusting actions with their reasons;

the analysis of safety of operation of the power unit of the NPP, PH with the revealed discrepancies until realization of a certain adjusting actions and long-term operation of the power unit of the NPP after their elimination or compensation.

16. In case of identification when carrying out POB YaU NPP, PH of discrepancies which can exert significant negative impact on health and (or) safety of personnel, the population and the environment EO takes urgent measures, without waiting for completion of carrying out POB YaU NPP, PH, and provides information on such measures in Gosatomnadzor and the Department of Energy.
