For the purpose of implementation of the Presidential decree of the Kyrgyz Republic "About structure and structure of the Cabinet of Ministers of the Kyrgyz Republic and structure of Administration of the President of the Kyrgyz Republic" of October 12, 2021 425, according to articles 13 and 17 of the constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides No.:

1. Approve:

1) Regulations on the Ministry of emergency situations of the Kyrgyz Republic according to appendix 1;

2) the Scheme of management of the Ministry of emergency situations of the Kyrgyz Republic according to appendix 2;

3) Regulations on Department of monitoring, forecasting of emergency situations under the Ministry of emergency situations of the Kyrgyz Republic according to appendix 3;

4) Regulations on Service according to the prevention and mitigation of consequences of emergency situations under the Ministry of emergency situations of the Kyrgyz Republic according to appendix 4;

5) Regulations on Capital construction department according to the prevention and liquidation of emergency situations under the Ministry of emergency situations of the Kyrgyz Republic according to appendix 5;

6) Regulations on Service "Selvodzashchita" under the Ministry of emergency situations of the Kyrgyz Republic according to appendix 6;

7) Regulations on Fonda of the state material reserves under the Ministry of emergency situations of the Kyrgyz Republic according to appendix 7;

2. Create the State company "Air Search and Rescue Service" under the Ministry of emergency situations of the Kyrgyz Republic and approve its Charter according to appendix 16.

12) the order of the Government of the Kyrgyz Republic "About approval of the Charter of the State company "Air enterprise" under the Ministry of emergency situations of the Kyrgyz Republic" of April 8, 2021 No. 131;

13) the order of the Government of the Kyrgyz Republic "About streamlining of activities of the Northern center for emergency response of the Ministry of emergency situations of the Kyrgyz Republic" of May 4, 2021 No. 181.

4. To the ministry of emergency situations of the Kyrgyz Republic to take the necessary measures following from this resolution.

5. This resolution become effective after seven days from the date of official publication.

6. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

Regulations on the Ministry of emergency situations of the Kyrgyz Republic

1. General provisions

1. The ministry of emergency situations of the Kyrgyz Republic (further - the Ministry) is the authorized state body of the executive authority of the Kyrgyz Republic performing single state policy in the field of Civil protection, fire safety, safety of people on water objects, hydrometeorology, managements of system of the state material reserve.

2. The ministry exercises control, coordination, control and reaction in the field of Civil protection, ensuring fire safety and safety of people on water objects.

3. 2. Purposes and tasks of the Ministry

The purpose of activities of the Ministry is development and realization of single state policy in the field of Civil protection, fire safety, safety of people on water objects and hydrometeorology, implementation of the state supervision and control of ensuring compliance with regulations and requirements in the field of Civil protection and fire safety, ensuring stable functioning of system of the state material reserve.

10. Tasks of the Ministry are:

- implementation of monitoring and forecasting of dangerous natural, technogenic processes and the phenomena, planning of actions in the field of Civil protection, fire safety, safety of people on water objects and hydrometeorology, preparation of governing bodies, forces of Civil protection and the population for actions in emergency situations;

- the prevention, holding preventive protective measures from emergency situations;

- cross-industry, territorial coordination of state bodies and local government bodies in the field of Civil protection;

- organization and carrying out search and rescue, emergency and recovery, other urgent works, mitigation of consequences of emergency situations, assessment of their scales;

- the state supervision and control of observance of requirements of regulatory legal acts, technical regulations on fire safety concerning products (objects) and/or related production processes, construction, installation, adjustment, operation, storage, transportation, use, realization, burial, placement and utilization;

- ensuring protection of the population and the territories from harmful effects of radiation-hazardous objects, within the competence;

- management of material values of the state material reserve;

- ensuring task performance, the established mobilization plans approved by the Cabinet of Ministers of the Kyrgyz Republic, and also mobilization tasks in cases of emergency situations, introductions of the mode of extraordinary and military provisions or mobilization in wartime;

- organization of bookmark, accumulating, storage, refreshening and release of material values of the state material reserve;

- implementation of measures for expansion, reconstruction and modernization of fixed assets of the state material reserve, to economic and social development of system of the state material reserve.

3. Functions of the Ministry

11. The ministry performs the following main functions:

1) functions of industry policy:

- develops and realizes single state policy in the field of Civil protection, fire safety, development of the state material reserve, safety of people on water objects and hydrometeorology;

- performs according to the decision of the President and the Cabinet of Ministers of the Kyrgyz Republic of measure for the organization and conducting Civil protection;

- develops and submits in Administration of the President of the Kyrgyz Republic for review and approval the plan of Civil protection of the Kyrgyz Republic on peace and wartime;

- approves plans of Civil protection on peace and wartime of the ministries, state committees and administrative departments of the Kyrgyz Republic, plenipotentiaries of the President of the Kyrgyz Republic in areas, local public administrations and local government bodies;

- provides combat and mobilization readiness of troops of Civil protection and territorial authorities of management of the Ministry;

- creates and supports in permanent readiness Single management information system in emergency and crisis situations in the Kyrgyz Republic, the warning system about threat of origin or about emergence of emergency situations;

- develops for ensuring protection of the population and the territories and realizes state programs on accident prevention on radioactive and toxic tailings dams and dumps;

- performs international cooperation in the field of Civil protection, fire, radiation safety, safety of people on water objects and hydrometeorology;

- training of specialists of the ministry in educational institutions of foreign states;

- implements and provides accomplishment become effective in the procedure for international treaties established by the legislation which participant is the Kyrgyz Republic;

- performs package of measures for safe content of the preserved tailings dams, mountain dumps and radioactive waste which are under authority of the Ministry;

- performs monitoring of natural hazards and predicts their activization;

- performs organizational and methodical management of all diving descents and works, establishes requirements of qualification characteristics and certification for all specialists of diving professions in the Kyrgyz Republic;

- performs monitoring of the environment;

- performs the systematic analysis and generalization of information on the developing hydrometeorological phenomena in the territory of the Kyrgyz Republic;

- in cases of emergence of emergency situations, performs in accordance with the established procedure delivery of the humanitarian assistance to the population of the Kyrgyz Republic and foreign states together with the interested executive bodies, the international and non-governmental organizations;

- supports governing bodies, forces and means of Civil protection in permanent readiness for holding actions for protection of the population and the territories against emergency situations of natural and technogenic nature;

- performs preparation of governing bodies, forces of Civil protection and training of the population in actions in emergency situations, promotion and dissemination of knowledge in the field of Civil protection, fire safety, safety of people on water objects and hydrometeorology, including on contractual basis;

- will organize and performs suppression of the fires and the related rescue operations;

- performs expert activities for underwater and technical and diving works on water objects;

- carries out search and rescue and research works on water objects and hydraulic engineering constructions of the Kyrgyz Republic;

- will organize aviation search and rescue ensuring flights in the Kyrgyz Republic;

- performs the analysis, assessment and audit of efficiency of use of budgetary funds of the Ministry within the legislation of the Kyrgyz Republic;

- performs actions for rendering the international emergency relief;

- contains in proper condition individual protection equipment, devices of chemical and radiation control;

- will organize functioning of system of complex monitoring and forecasting of natural, technogenic and other dangerous processes;

- provides social security and insurance of staff of the Ministry according to the legislation;

- performs complex of the preventive, medical, sanatorium-health-resort, improving and rehabilitation actions directed to protection and strengthening of health of the military personnel and staff of the Ministry;
