About interaction of power systems between the State Parties of the Agreement on deepening of integration in economic and humanitarian areas of March 29, 1996

The government of the Republic of Belarus, the Government of the Republic of Kazakhstan, the Government of the Kyrgyz Republic, the Government of the Russian Federation and the Government of the Republic of Tajikistan which are hereinafter referred to as by the Parties

for the purpose of implementation of the Contract between the Russian Federation, the Republic of Byelorussia, the Republic of Kazakhstan and the Kyrgyz Republic about deepening of integration in economic and humanitarian areas of March 29, 1996,

attaching importance to deepening of mutually beneficial cooperation,

wishing to keep and develop traditional economic ties, promoting forming of common economic space,

recognizing joint interest of the Parties in use of benefits of interaction of power systems,

recognizing that realization of the specified opportunities assumes mutual recognition and equivalence of education documents,

agreed as follows:

Article 1

The parties perform mutually beneficial long-term cooperation in questions:

productions, transfers, distribution and transit of electrical energy;

developments of single scientific and technical, technological and information space;

accomplishment of scientific research, designing and construction of facilities of power industry;

productions of the energy, electrotechnical equipment, materials, remedies and management.

Article 2

The parties will take the measures directed on:

rapprochement and harmonization of the national legal systems in the field of power providing the single principles of forming, development and functioning of energy market;

creation of general system of information support and statistical reporting;

providing opportunities of interstate overflows of the electric power in operating conditions of energy market;

development and implementation of joint programs in power industry industries with use of energy capacities, power lines, the equipment and other objects of power;

implementation of mutual aid in case of natural disaster response and accidents on power objects;

mutual recognition of licenses for types of activity in the field of power.

Article 3

The parties will help:

to development of cooperation of energy and machine-building enterprises of the State Parties of this agreement;

to providing by mutual consent and according to agreements of deliveries of material resources, the equipment and services in repair, reconstruction and modernization of the companies of energy complex;

standardization of standards on the energy equipment, and also the principles of market tariff (price) policy on electrical and heat energy.

Article 4

The parties will promote development on mutually advantageous basis of direct connections of the companies and organizations of power industry of the State Parties of this agreement taking into account current legislations of the Parties, and also to creation of joint businesses, multinational companies and financial and industrial groups in the field of power.

Article 5

The parties will promote coordination at the national level of the price, tax and customs policy aimed at the development of trade and economic relations in power industry, to providing mutually acceptable tax regime of trade in the electric power, the energy equipment and spare parts to it.

Article 6

The parties will take measures for providing conditions for protection of deposits and property of contracting parties in the territories, and also for mutual recognition by the parties of the licenses for the right of activities granted in any of the countries of this Agreement.

Article 7

The parties shall create favorable conditions for cooperation in the sphere of training and retraining of personnel for power, proceeding from single requirements to the level of their preparation.

Article 8

The parties coordinate the actions under the organization of works in the field of power with the third countries, and also in case of discussion of problems of power in the international organizations and forums if those infringe on interests of agreement parties.

For the purpose of implementation of coordination of actions of the Party can create joint working groups if necessary.

Article 9

Interaction of power systems is performed according to the signed agreements.

Article 10

Coordination of activities of the Parties for ensuring accomplishment of this agreement is assigned to Integration Committee of the Republic of Belarus, the Republic of Kazakhstan, Kyrgyz Republic and the Russian Federation.
