About the extreme number of staff of state bodies of the executive authority of the Kyrgyz Republic and other state bodies of the Kyrgyz Republic, including technical and service personnel

For the purpose of implementation of the Presidential decree of the Kyrgyz Republic "About structure and structure of the Cabinet of Ministers of the Kyrgyz Republic and structure of Administration of the President of the Kyrgyz Republic" of October 12, 2021 No. 425, according to Articles 1, 3 Laws of the Kyrgyz Republic "About the extreme number of staff and about payment terms of work of the government and local government officers of the Kyrgyz Republic", articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Approve:

Limiting 1) the number of staff of state bodies of the executive authority of the Kyrgyz Republic and other organizations which are under authority of the Cabinet of Ministers of the Kyrgyz Republic, including technical and service personnel according to appendix 1;

Limiting 2) the number of staff of other state bodies and central bodies of the Kyrgyz Republic, including technical and service personnel, according to appendix 2;

3) the minimum regulations of established posts of managerial structures of state bodies according to appendix 3;

4) normative structure of the state positions of central offices, subordinated and territorial subdivisions of state bodies according to appendix 4;

Limiting 5) the number of deputy managers of state bodies and local public administrations of the Kyrgyz Republic according to appendix 5;

6) the list of state bodies of the executive authority into whom the position of the deputy manager of state body on digital development, according to appendix 6 is entered.

2. Determine that action of appendices 3, 4 to this resolution extends to local government bodies of the Kyrgyz Republic.

3. Determine that subordinated divisions of the ministries, the state committee, state bodies under the Cabinet of Ministers of the Kyrgyz Republic with the status of the legal entity and the state companies are formed by decisions of the Cabinet of Ministers of the Kyrgyz Republic within implementation of the laws of the Kyrgyz Republic and relevant decisions of the Cabinet of Ministers of the Kyrgyz Republic.

4. Prohibit to the ministries, to the state committee, state bodies under the Cabinet of Ministers of the Kyrgyz Republic and to local public administrations to recruit staff employees with content them at the expense of special means or other sources of financing, except as specified, stipulated by the legislation the Kyrgyz Republic.

5. To the ministries, the state committee, state bodies under the Cabinet of Ministers of the Kyrgyz Republic, to other organizations which are under authority of the Cabinet of Ministers of the Kyrgyz Republic and local public administrations:

- in a month to bring structures and the number of staff into accord with this resolution;

- take measures for employment of the released workers during optimization and reducing the number of staff of state bodies of the executive authority of the Kyrgyz Republic according to the legislation of the Kyrgyz Republic;

- make in accordance with the established procedure offers on modification and the amendments in regulatory legal acts of the Kyrgyz Republic following from this resolution;

- bring the decisions into accord with this resolution.

6. Determine that the realization of this resolution is enabled within the number of staff and means provided for state bodies of the executive authority in the republican budget for the corresponding year and the next years.

7. Recognize invalid some decisions of the Government of the Kyrgyz Republic and the Cabinet of Ministers of the Kyrgyz Republic according to appendix 7.

8. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

9. This resolution becomes effective from the date of official publication.
