About additional measures for providing the population with housing by means of mortgage loans on the basis of the market principles
For the purpose of further market development of mortgage lending, satisfaction of great demand of the population on housing, further work on provision of subsidies at the expense of means of the Government budget, broad involvement of private contract organizations to construction of modern multi-storey apartment houses, and also ensuring execution of the Presidential decree of the Republic of Uzbekistan of December 9, 2021 No. UP-32 "About Measures for Construction of the Arrays "Yangi Uzbekiston" and Ensuring Social and Economic Development of Regions":
1. Determine that since December 10, 2021 within procedure for providing the population with housing by means of mortgage loans on the basis of the market principles:
practice of establishment of the maximum space allowance of the apartment in case of payment at the expense of means of the Government budget of subsidies to citizens with low income level and needing improvement of housing conditions is cancelled;
annually the Ministry of Economic Development and reducings poverty affirm the maximum size of mortgage loan and the size of subsidy for compensation of part of the initial contribution, allocated to one borrower;
persons who received the notification on provision of subsidy, part of the initial contribution on mortgage loan in the amount of at least 5 percent from housing cost, create at the expense of own means;
irrespective of the location, costs and the areas of the acquired apartment of subsidy for compensation of part of the initial contribution are paid in the fixed size - 32 million sum, subsidies for compensation of part of interest payments - within the first five years in the part exceeding 10 percent points;
subsidies for compensation of part of the initial contribution and interest payments are paid also in case the price of the acquired apartment exceeds the maximum size of mortgage loan. At the same time in case the price of the acquired apartment exceeds the maximum size of mortgage loan, the rest of cost is paid by the borrower at the expense of own means and other sources which are not forbidden by the legislation, way of increase in the amount of the initial contribution;
citizens in case of receipt of mortgage loan are granted the right to attraction as co-borrowers also of other persons who are not living together with them and not being their close relatives;
resources of the Ministry of Finance are placed in commercial banks directly or through JSC The Company on Refinancing of Mortgage of Uzbekistan;
commercial banks, proceeding from paid amount of the initial contribution, indicator of debt load of the borrower, term of grace period and other indicators, are granted the right to establishment of tiered interest rates on the mortgage loans allocated without subsidies.
2. Approve:
Target indicators of allocation of mortgage loans on acquisition of apartments, and also construction and reconstruction of individual housing in 2022 according to appendix No. 1;
Target indicators of allocation of subsidies on mortgage loans in 2022 according to appendix No. 2;
The maximum size of mortgage loan and the fixed size of subsidy for compensation of part of the initial contribution, allocated to one borrower in 2022, according to appendix No. 3.
Permit Council of Ministers of the Republic of Karakalpakstan, to khokimiyats of areas and the city of Tashkent to increase the quantity of mortgage loans and subsidies established by this Decree for the respective regions at the expense of the exceeded part of the income of local budgets.
3. Establish procedure according to which:
a) winners of electronic online auctions for transfer to lease of the parcels of land under construction of multi-storey apartment houses are granted the right to payment of cost of lot by installments in the procedure established by the legislation
;b) since January 1, 2022 contract organizations are allowed to provide as providing on the credits pledge of the apartment apartment houses which are not finished by construction, with the performed roofing works and undergone state registration;
c) till January 1, 2023:
when importing cement products (the Commodity Nomenclature of Foreign Economic Activity code 2523) and energy saving basalt coverings (the Commodity Nomenclature of Foreign Economic Activity code 6806 1000 08) is applied zero rate of customs duty;
the separate trade exchange section on realization of cement and metal rolling for the organizations which are engaged in housing construction on the arrays "Yangi Uzbekiston" and massifs built in previous years, and also which are empty on them the parcels of land takes root;
d) till January 1, 2024 when importing the new construction and special equipment, and also vehicles on transportation of goods which list is given in appendix No. 4, the zero rate of customs duty and utilization collection is applied.
4. Ceased to be valid according to the Presidential decree of the Republic of Uzbekistan of 10.11.2023 No. UP-193
5. Determine that:
a) within target indicators of allocation of subsidies on mortgage loans for 2021:
statements on receipt of the notification on provision of subsidy are adopted till December 20, 2021 and are considered till December 25, 2021;
notifications on provision of subsidy are valid within 12 months from the moment of their issue;
to persons who obtained the notification on provision of subsidy, mortgage loans and subsidies are allocated on conditions and in the sizes operating till December 10, 2021;
