About application of special measures concerning separate types of goods

For the purpose of ensuring protection of national interests of the Republic of Belarus and based on the Presidential decree of the Republic of Belarus of March 30, 2021 "About application of special measures" the Council of Ministers of the Republic of Belarus DECIDES: No. 128

1. Establish:

the inventory, coming from the unfriendly countries * prohibited to import to the territory of the Republic of Belarus and realization in the territory of the Republic of Belarus according to appendix 1;

the inventory, occurring and (or) made (made) in the territory of the certain unfriendly countries prohibited to import to the territory of the Republic of Belarus and realization in the territory of the Republic of Belarus according to appendix 2.

* For the purposes of this resolution the unfriendly countries are understood as the states included in the list of the foreign states making unfriendly actions concerning the Belarusian legal and (or) physical persons, No. 209 determined by the resolution of Council of Ministers of the Republic of Belarus of April 6, 2022 "About the list of the foreign states making unfriendly actions concerning the Belarusian legal and (or) physical persons".

2. Approve Regulations on quoting of import to the territory of the Republic of Belarus of separate types of goods it (is applied).

3. Action of Item 1 of this resolution does not extend to goods:

3.1. the Republic of Belarus imported on the territory before entry into force of this resolution;

3.2. the Republic of Belarus imported on the territory:

for private use;

for conversion and placed under customs procedures of release for internal consumption within the established tariff quotas in the presence of the license granted by the Ministry of anti-monopoly regulation and trade (further - MARCH), free customs zone, conversion for internal consumption, conversion on customs area (further - goods for conversion);

within the established tariff privileges;

within the quotas established according to the Regulations on quoting of import to the territory of the Republic of Belarus of separate types of goods approved by this resolution for ensuring balance in the consumer market (further - quoted goods);

3.3. the states withdrawn, arrested, confiscated or turned into the income otherwise detained by customs authorities and which were not demanded in the terms established by the Customs code of the Eurasian Economic Union within implementation of this resolution – regarding sales of goods;

3.4. the Republic of Belarus imported on the territory till July 1, 2023 and classified by codes 2203 00 and 2206 00 of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union, country of source and (or) production (production) of which is the Republic of Lithuania, the Republic of Poland;

3.5. the Republic of Belarus imported on the territory till December 1, 2023 and included in the list according to appendix 2, by country of source and (or) production (production) of which the Republic of Latvia is;

3.6. the Republic of Belarus imported on the territory till April 1, 2024 classified by codes 0402, of 0811, of 0901, of 2008, of 2009, of 2202, of 2209, 6115 (except for the 6115th 10), 6904, the 8418th 10, the 8418th 21, 8418 29 000 0, the 8418th 30, the 8418th 40, 8418 50 and 8418 69 000 8th single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union and included in the list according to appendix 2, by country of source and (or) production (production) of which is the Republic of Lithuania;

3.7. the Republic of Belarus imported on the territory till June 3, 2024 classified by code of 2201 single Commodity nomenclatures of foreign economic activity of the Eurasian Economic Union and included in the list according to appendix 1;
