About application of special measures concerning separate types of goods

For the purpose of ensuring protection of national interests of the Republic of Belarus and based on the Presidential decree of the Republic of Belarus of March 30, 2021 "About application of special measures" the Council of Ministers of the Republic of Belarus DECIDES: No. 128

1. Establish:

the inventory, coming from the unfriendly countries * prohibited to import to the territory of the Republic of Belarus and realization in the territory of the Republic of Belarus according to appendix 1;

the inventory, occurring and (or) made (made) in the territory of the certain unfriendly countries prohibited to import to the territory of the Republic of Belarus and realization in the territory of the Republic of Belarus according to appendix 2.

* For the purposes of this resolution the unfriendly countries are understood as the states included in the list of the foreign states making unfriendly actions concerning the Belarusian legal and (or) physical persons, No. 209 determined by the resolution of Council of Ministers of the Republic of Belarus of April 6, 2022 "About the list of the foreign states making unfriendly actions concerning the Belarusian legal and (or) physical persons".

2. Approve Regulations on quoting of import to the territory of the Republic of Belarus of separate types of goods it (is applied).

3. Action of Item 1 of this resolution does not extend to goods:

3.1. the Republic of Belarus imported on the territory before entry into force of this resolution;

3.2. the Republic of Belarus imported on the territory:

for private use;

for conversion and placed under customs procedures of release for internal consumption within the established tariff quotas in the presence of the license granted by the Ministry of anti-monopoly regulation and trade (further - MARCH), free customs zone, conversion for internal consumption, conversion on customs area (further - goods for conversion);

within the established tariff privileges;

within the quotas established according to the Regulations on quoting of import to the territory of the Republic of Belarus of separate types of goods approved by this resolution for ensuring balance in the consumer market (further - quoted goods);

3.3. the states withdrawn, arrested, confiscated or turned into the income otherwise within implementation of this resolution, – regarding sales of goods;

3.4. the Republic of Belarus imported on the territory till July 1, 2023 and classified by codes 2203 00 and 2206 00 of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union, country of source and (or) production (production) of which is the Republic of Lithuania, the Republic of Poland;

3.5. the Republic of Belarus imported on the territory till December 1, 2023 and included in the list according to appendix 2, by country of source and (or) production (production) of which the Republic of Latvia is.

4. Goods for conversion and quoted goods are located under customs procedure of customs transit in case of their arrival in the check point in case of import of such goods in the address:

residents of the free economic zones located in the territory of the Republic of Belarus;

persons to whom within quotas, the specified in paragraphs three and the fifth subitem 3.2 of Item 3 of this resolution, the license MARCH is granted (in the presence of data on such license);

persons planning to perform conversion of goods according to customs procedures of conversion for internal consumption, conversion on customs area (in the presence of data on the document on conditions of conversion of goods for internal consumption or the document on conditions of conversion of goods on customs area).

The goods for conversion placed under customs procedures of free customs zone, conversion for internal consumption, conversion on customs area and (or) the goods made (received) of such goods if they treat goods which lists are established by this resolution are located under customs procedure of release for internal consumption within the quotas established according to the Regulations on quoting of import to the territory of the Republic of Belarus of separate types of goods approved by this resolution.

5. Action of Item 2 and Chapter 2 of the Regulations on operations procedure concerning the prohibited goods, the Council of Ministers of the Republic of Belarus approved by the resolution of April 23, 2021 No. 240 extends to goods which lists are established by this resolution.

6. To the Ministry of Agriculture and Food, the Ministry of Architecture, concern Belarusian production trade forest, woodworking and pulp and paper industry, the Belarusian state concern on production and sales of goods of light industry, the Belarusian state concern of the food industry Belgospishcheprom, regional executive committees, the Minsk Gorispolkom to provide saturation of the domestic market with the wide range of food and nonfood production manufactured in the Republic of Belarus.

7. MARCH, to the Ministry of Architecture, concern Belarusian production trade forest, woodworking and pulp and paper industry, the Belarusian state concern on production and sales of goods of light industry, the Ministry of Agriculture and Food, the Belarusian state concern of the food industry Belgospishcheprom to provide to producers, importers and trade organizations observance of the set parameter of consumer price index, including on goods for conversion and quoted goods.

8. To the republican state bodies, other state organizations subordinated to the Government of the Republic of Belarus, regional executive committees, the Minsk Gorispolkom to bring the regulatory legal acts into accord with this resolution and to take other measures for its realization.

9. This resolution becomes effective in the following procedure:

Items 2, 6-8 and this Item - after official publication of this resolution;

other provisions of this resolution - since January 1, 2022 are also effective within six months.
