The agreement on cooperation in the field of library science of state members of the Euroasian economic community

of October 28, 2003

The government of the Republic of Belarus, the Government of the Republic of Kazakhstan, the Government of the Kyrgyz Republic, the Government of the Russian Federation and the Government of the Republic of Tajikistan which are hereinafter referred to as with the Parties

being guided by the Constitutive treaty of the Euroasian economic community (further Community or EurAsEC) of October 10, 2000;

realizing the Main directions of cooperation in the humanitarian sphere for 2000-2004 approved by the Decision of Interstate Council of May 23, 2000 No. 74;

aiming at providing open entry to information and knowledge, familiarizing of citizens of the states with values of national and world culture,

agreed as follows:

Article 1

The parties promote creating favorable conditions for open entry of citizens of the states to cultural values, information and knowledge, development of national cultures on the basis of cooperation of state members of EurAsEC in the field of library science.

Article 2

The parties support and enhance mutually beneficial cooperation between libraries of the states of the Parties, and also between the relevant state bodies and the organizations of the states of the Parties operating in the field of library science.

Specific conditions and forms of cooperation are determined by his direct participants by the conclusion of separate agreements.

Article 3

The parties consider the international book-exchange and the interlibrary subscription the priority directions of cooperation which conditions are regulated between the Parties by the conclusion of free standing agreements.

Article 4

The parties support library science by development and implementation of national programs of its development, preserving and development of national cultures, financing of national libraries, carrying out the approved customs, tax, credit and price policy.

The parties give the state support to functioning and development of the state and municipal network of the public libraries which are free of charge performing main types of library servicing and also to creation of different types of libraries.

Article 5

The parties perform cooperation, creating and developing corporate technologies and library and information computer networks.

Article 6

The parties, not being participants of the Florentine Agreement on import of materials of educational, scientific and cultural nature of June 17, 1950 and the Protocol to it (of November 26, 1976), will consider question of accession to these international treaties.

Article 7

The parties promote ensuring completeness of forming of the list of the publishing products which are turned out in state members of EurAsEC on the basis of financing of completing and preserving funds of the libraries performing depositary functions.

The library stocks carried to historical and cultural monuments are on specific mode of protection, storage and use according to the national legal system of the Parties.

The parties promote forming of library stocks in the Community countries for servicing of the compatriots.

Article 8

The parties keep development of library servicing least socially and economically protected layers and national groups according to the national legal system of the states of the Parties.

The parties guarantee to users of libraries who cannot visit library owing to old age and physical defects, the right to receive documents from funds of public libraries by use of the correspondence or extra stationary forms of servicing; to blind and visually impaired users of libraries - the right to library servicing and receipt of documents on special data carriers in special libraries.

The parties guarantee to citizens of state members of EurAsEC the right to documents in the native language (in case of their availability) through system of libraries of the states of the Parties.

Article 9

The parties render mutual assistance in preparation and continuous personnel training in the field of library science and encourage cooperation between the educational and research organizations operating in this area.

The parties promote scientific research and methodical providing in the field of library science at the interstate level by development of interstate target programs and projects.

Article 10

By mutual consent of the Party can make to this agreement additions and changes which are drawn up by the separate protocols which are integral parts of this agreement.

Article 11

The matters of argument connected using or interpretation of this agreement, are permitted by consultations and negotiations between the Parties.

Article 12

This agreement becomes effective from the date of receipt by depositary of the third written notice of accomplishment of the interstate procedures by the Parties necessary for its entry into force.

This agreement is signed for a period of five years and will be prolonged automatically for the subsequent 5-year periods if the Parties do not make other decision.

Depositary of this agreement is the Integration Committee of the Euroasian economic community.

Article 13

The either party can leave this agreement, having sent to depositary the written notice of it. This agreement is terminated concerning this Party after six months from the date of receipt of such notification by depositary.
