About the Ministry of Health of the Kyrgyz Republic

For the purpose of implementation of the Presidential decree of the Kyrgyz Republic of October 12, 2021 425, according to articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides No.:

1. Approve:

- Regulations on the Ministry of Health of the Kyrgyz Republic according to appendix 1;

- the scheme of management of the Ministry of Health of the Kyrgyz Republic according to appendix 2.

2. Determine that the Ministry of Health of the Kyrgyz Republic is legal successor of the Ministry of health and social development regarding functions on development and realization of state policy in the field of protection and strengthening of health of citizens in the Kyrgyz Republic, basic state and compulsory medical insurance of citizens.

3. Rename Fund of compulsory medical insurance under the Government of the Kyrgyz Republic into Fund of compulsory medical insurance under the Ministry of Health of the Kyrgyz Republic.

4. To the Ministry of Health of the Kyrgyz Republic to take the measures following from this resolution.

- the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About the Ministry of health and social development of the Kyrgyz Republic" of March 10, 2021 No. 88;

- the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About modification of the order of the Government of the Kyrgyz Republic "About the Ministry of health and social development of the Kyrgyz Republic" of March 10, 2021 No. 88" of April 9, 2021 No. 139.

6. This resolution becomes effective after ten days from the date of official publication.

Regulations on the Ministry of Health of the Kyrgyz Republic

1. General provisions

1. The Ministry of Health of the Kyrgyz Republic (further - the Ministry) is the central executive body pursuing state policy and exercising control in the field of health protection and medical insurance of citizens in the Kyrgyz Republic and also is National coordinator by the International medical and sanitary rules of the World Health Organization.

The ministry in the activities is guided by the Constitution of the Kyrgyz Republic, the laws of the Kyrgyz Republic, decrees and orders of the President of the Kyrgyz Republic, resolutions and orders of the Cabinet of Ministers of the Kyrgyz Republic, other regulatory legal acts, international treaties which became effective according to the legislation of the Kyrgyz Republic, and also this Provision.

4. Functions of the Ministry

6. The ministry according to the tasks assigned to it performs the following functions:

1) functions of industry policy:

- develops and submits for consideration of the Cabinet of Ministers of the Kyrgyz Republic projects of regulatory legal acts and international treaties on the questions carried to competence of the Ministry;

- develops and realizes national, state and target programs in the field of protection and strengthening of health, the program of the state guarantees, carries out monitoring and assessment of their realization;

- develops policy in the field of medical insurance, resort case;

- performs the forecast of need of manpower for health sector;

- determines amount and conditions of provision of the medical and sanitary help;

- creates single policy on expansion of scope of the population with compulsory medical insurance;

- holds events for legal promotion in the sphere of the supervised industry;

- holds events for optimization and restructuring of the organizations of health care;

- performs monitoring and assessment of activities of suppliers of medical and pharmaceutical services, irrespective of patterns of ownership;

- takes part in development and deployment of actions for adaptation to global climate change;

- provides activities of Intersectoral coordination council for protection of health of citizens against harmful effects of tobacco under the Cabinet of Ministers of the Kyrgyz Republic;

- develops and realizes strategy on prevention of infectious and urgent chronic noninfectious diseases;

- realizes policy in the field of forming and execution of the consolidated budget of health care on program basis;

- creates and determines mechanisms of distribution of fund of high technologies, fund of maintenance, epidemiological fund and centralized actions;

- determines the amounts of financing and planning of expenses of the organizations of health care working out of system of the Single payer;

- creates and pursues state policy in the sphere of drug circulation, medical products for providing the population and the organizations of health care with high-quality, effective and safe medicines, and medical products;

- implements and develops public-private partnership in health care system;

- participates in development and implementation of international treaties on the supervised questions, carries out work on attraction of grants and foreign investments to development of health care system, provides implementation of the international projects and programs;

2) regulation functions:

- develops and implements single system of primary medical accounting and the statistical reporting of the organizations of health care irrespective of patterns of ownership;
