About measures for radical enhancement of system of preparation of engineering personnel for economy industries on the basis of innovations and digitalization

In recent years effective adjustment of transfer of education, research and development in such important directions as effective use of restricted stocks of water resources, recovery of biofund of agricultural holdings, return to turnover of the salted and bald-headed areas, preserving biological diversity of ecosystems, and also "green power" and agrotechnologies is required.

In the solution of such current global challenges priority value is found by questions of expansion of investments and scientific research, removal of scientific potential on new level by means of widespread introduction of digital technologies, and also training of the highly qualified specialists capable to put scientific developments into practice.

For the purpose of creation of system of support of transfer of the innovation education and technologies in the republic, integration of education and production, radical enhancement of activities, increase in the international status and the organization of effective management system of the highest educational institutions, and also consecutive ensuring realization of the tasks determined in the Republic of Uzbekistan approved by the Presidential decree of October 8, 2019 No. UP-5847 of the Concept of development of system of the higher education of the Republic of Uzbekistan till 2030:

1. Rename the Tashkent institute of engineers of irrigation and farm mechanization into National research university "Tashkent Institute of Engineers of Irrigation and Farm Mechanization" (further - University).

2. Determine the main activities of University:

preparation of engineering personnel with the higher education for industries: hydropower, management of irrigational systems, construction of facilities of water economy, inventory and geoinformatics, "green economy", "green power", ecology and environmental protection, agricultural mechanical engineering, digital technologies;

increase in efficiency of irrigating systems, creation of resource-saving technologies of irrigation, adjustment of assessment of meliorative condition of lands on the basis of "digital agricultural industry" and geographic information systems, and also development of advanced methods of increase in soil fertility;

forming of modern educational, scientific and laboratory base and equipment by its advanced processing equipment, and also expansion of the scientific and innovation researches aimed at the development of the sphere, creation of effective system in their transfer;

increase in effectiveness of scientific research in the field of ecology and environmental protection, enhancement of system of accounting and water resources management, development of scientific decisions in the field of digitalization of designing, construction and operation of hydrotechnical constructions;

creation of continuous education system on preparation, retraining scientific both research and educational personnel and to increase in their qualification;

implementation of joint educational programs and scientific projects with the lead foreign highest educational institutions, advanced training of professors-teachers of University, the organization of training in programs of magistracy and doctoral studies of graduates in domestic and foreign highest educational institutions (scientific centers);

orientation of educational process to forming at students of skills of independent training, systems analysis, creative thinking and practical skills, including entrepreneurial;

development of the most advanced innovation technologies for economy industries by implementation in educational process of the international educational standards, harmonization of education and researches;

coordination of activities of subordinated specialized educational institutions, strengthening of their material and technical resources.

Determine that the University is basic highest educational institution on training in the directions of hydropower, irrigation, melioration, the innovation equipment and technologies in agricultural industry, water saving irrigating technologies, renewable energy resources, geodesy and geoinformatics, ecology and environmental protection.

3. Create Management board on coordination of activities of University (further - Management board) and to approve its structure according to appendix No. 1*.

On Management board (S. U. Umurzakov):

a) assign the following tasks:

approval of the business plan of University for financial year, the long-term and medium-term program of strategic development, profitable and account parameters and discussion of their accomplishment;

development of schools of sciences together with scientific institutions of Academy of Sciences and industry research institutions;

development of processes of transfer of education, research and development in the field of rural and water management technologies, and also establishment of mutually beneficial cooperation with customers on scientific research and the innovation developments;

commercialization of scientific products, organization of activities of startups and accelerators;

investment attraction in educational and research processes, establishment of effective interrelations with leaders foreign the highest educational and research establishments;

b) give the following authority:

opening of the new directions of formation of bachelor degree and specialties of magistracy taking into account requirements of industries of economy, and also determination of parameters of acceptance for study on paid and contractual basis;

sizing of compensation of the foreign specialists involved to educational and scientific processes proceeding from market situation;

approval of structures of University and the educational organizations which are under its authority;

introduction in organizational structure of University of new positions and divisions, and also the additional established posts financed by extrabudgetary funds.

4. Agree with the offer of the Ministry of the higher and secondary vocational education and the Ministry of the innovation development on creation at University of Office of transformation.

Confer on Office of transformation responsibility for:

program implementation of transformation and complex development of University and its inclusion till 2025 in top-1000 in the rating of the highest educational institutions of internationally acknowledged organizations;

carrying out propaganda and advertizing activities for promotion of University through national and foreign mass media, the Internet and other means;

sharp reducing number of different reports and data on University, refusal of paper form by their preparation, ensuring full transition to the Digital University platform, with digitalization of management system, educational process, library and document flow.

Determine that the head of Office of transformation is equated to the vice rector of University for position, conditions and the amount of compensation.

5. Provide to University since 2022/2023 academic years the following powers:
