About additional measures for increase in legal knowledge of inspectors on prevention of law-enforcement bodies

For the purpose of implementation of new system of training of specialists for law-enforcement bodies, complete satisfaction of need for personnel with the higher legal education in law-enforcement bodies, and also ensuring effective implementation of the important tasks facing inspectors on prevention of law-enforcement bodies in the conditions of New Uzbekistan:

1. Implement since 2022/2023 academic years procedure for acceptance on extramural studies without admission examinations devoted to the profession, initiative (seniors) prevention inspectors with length of service in law-enforcement bodies more than three years in the University of public safety, the Tashkent state legal university and other public highest educational institutions having the direction of formation of bachelor degree in branch of jurisprudence (except for University of world economy and diplomacy, Academy of the Ministry of Internal Affairs and Customs institute of the State Customs Committee) (further - the highest educational institutions).

2. Establish procedure according to which:

for issue (senior) inspectors on prevention of recommendations on extramural studies in the direction of formation of bachelor degree in branch of jurisprudence the commission under the leadership of the deputy minister of internal affairs - the head of the department of public safety is created (further - the commission);

testings under the Cabinet of Ministers are held by the commission together with the State center tests by determination of level of knowledge of candidates for training from among (senior) prevention inspectors;

the commission chairman represents to the Minister of Internal Affairs the list (senior) inspectors on prevention to which recommendations about results of tests and based on the conclusion of the commission are issued;

the Minister of Internal Affairs annually in June represents to state commission on acceptance for study in educational institutions of the Republic of Uzbekistan (further - State commission) by recommended highest educational institutions the list (senior) inspectors on prevention to which recommendations, together with results of their tests and the conclusion of the commission are issued;

recommendations are distributed regularly between the highest educational institutions;

State commission makes the relevant decision on acceptance on extramural studies (senior) inspectors on prevention to whom recommendations are issued;

acceptance on training is performed on paid and contractual basis, means under the contract are paid through the Ministry of Internal Affairs at the expense of means of the republican budget;

(senior) prevention inspectors having recommendations are accepted on training out of acceptance parameters on extramural studies of the highest educational institutions;

the Minister of Internal Affairs is granted the right in coordination with the Ministry of Finance to make in State commission the offer on increase in number of recommendations proceeding from the need for (senior) inspectors on prevention with the higher legal education.

3. To the Ministry of Internal Affairs (P. R. Bobozhonov, B. T. Abdullaev):

till May 1, 2022 to issue recommendations to 100 (senior) prevention inspectors for acceptance in 2022/2023 academic year on extramural studies in the direction of formation of bachelor degree in branch of jurisprudence;

make in State commission the reasonable offer on increase twice since 2023/2024 academic years of recommendations about acceptance (senior) inspectors on prevention on extramural studies in the direction of formation of bachelor degree in branch of jurisprudence.

4. Determine that:

a) the obligation to serve in law-enforcement bodies at least five years is assigned to graduates of extramural studies in the highest educational institutions studying according to the recommendation of the Ministry of Internal Affairs according to the procedure entered according to this resolution;

b) the tripartite agreement (The Ministry of Internal Affairs - the prevention inspector - the highest educational institution) about obligatory continuous service in law-enforcement bodies within five calendar years after the end of training is signed with employees to whom recommendations are issued;

c) with (from seniors) the prevention inspectors accepted for study according to the recommendation and deducted for various reasons or who did not serve five years in law-enforcement bodies after the end of training the means spent for training at paid and contractual basis are levied. At the same time the means spent for training in the contract are not levied in the following cases:

in case of dismissal from law-enforcement bodies based on the conclusion of the military-medical commission;

if one of parents, brothers or the employee's sisters, being the law enforcement officer or the serviceman of Armed Forces of the Republic of Uzbekistan, died on duty;

in case of the death of the employee.

5. To the Ministry of Internal Affairs (P. R. Bobozhonov):

a) in a month to develop specific, transparent and fair criteria of the recommendation on arrival (senior) inspectors on prevention on extramural studies of the highest educational institutions and to approve Regulations on procedure for issue of the recommendation. At the same time to pay special attention on:

creation of the commission on issue of recommendations (senior) inspectors on prevention on extramural studies in the direction of formation of bachelor degree in branch of jurisprudence with specific determination of its main objectives and functions;

establishment of procedure for selection and forming of the candidate list on training from among (senior) prevention inspectors according to requirements of this resolution;

determination of procedure for carrying out by the commission together with the State center of testing under the Cabinet of Ministers of tests of candidates for training from among (senior) prevention inspectors;

determination of procedure for entering by the Minister of Internal Affairs of the offer into State commission based on the conclusion of the commission and by results of tests;

b) bring in the Security Council in case of the President of the Republic of Uzbekistan and the Ministry of Economic Development and reducings poverty of the offer on forming of parameters of acceptance on extramural studies of bachelor degree of the highest educational institutions for prevention inspectors based on recommendations about the additional indicators of acceptance allocated out of general parameters of acceptance for the directions of formation of bachelor degree in branch of jurisprudence for 2022/2023 academic year and the next academic years;

c) perform annually in May - June of action for issue (senior) inspectors on prevention of recommendations for revenues to extramural studies of the highest educational institutions according to requirements of this resolution;

d) in a month together with the Ministry of Finance, the Ministry of the higher and secondary vocational education to make changes to expense budget according to this resolution;

e) together with the interested departments to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this resolution.
