1. General provisions

1.1. This Provision determines procedure for forming and budget implementation of Eurasian economic community (daleebyudzht Communities), accounting and the reporting of interstate (intergovernmental) bodies of EurAsEC (further - bodies of Community) and customers coordinators (customers) of interstate target programs of EurAsEC (further - customers), and also control of budget implementation of Community.

1.2. For the purposes of this provision the following basic concepts are used:

the main manager of budgetary funds - the body of Community having the right to distribute budget funds of Community on managers and receivers of budgetary funds;

the manager of budgetary funds - body of Community and the customer having the right to distribute budgetary funds on receivers of budgetary funds;

the receiver of budgetary funds - body of Community and the customer having the right to budgetary funds according to budget list for the corresponding year;

budget discipline - obligatory for all state members of EurAsEC (further - the Parties), receivers, managers of budgetary funds and officials procedure for payment transfer in the budget of Community and expenditure of budgetary funds;

budget classification of the budget of Community - the systematized group of the income and expenses of the budget of Community providing comparability of its indicators;

budget list - the document on quarterly income distribution and budget expenses establishing distribution of budgetary funds between managers (receivers) of budgetary funds in the directions and amounts, the approved budget for the next financial year, and constituted according to budget classification;

budget process - systematic process on creation and consideration of the budget statement of Community, approval and budget implementation of Community, and also on control of its execution;

financial control - interstate financial control by means of which in the course of preparation of the budget statement of Community, its consideration, approval, execution and creation of the performance report allocation, distribution and use of budgetary funds is checked;

budget accounting - accounting of budget implementation of Community;

the interstate target program of EurAsEC (further - the program) - the complex of the social and economic, organizational and economic, research, developmental, production and other actions providing effective solution of objectives in the field of economic, scientific and technical, ecological, social and cultural development of the Parties coordinated on resources, contractors and terms of implementation;

the joint events of the Parties held within Community (further - joint actions), - commission sessions of Permanent representatives under EurAsEC, Integration Committee of EurAsEC (daleeintegratsionny Committee), Interstate Council of EurAsEC (daleemezhgossovt);

other actions which are not contradicting the purposes and tasks of EurAsEC, approved by Mezhgossovet's decision (further - other actions), the actions aimed at the development of cooperation in the social and humanitarian sphere in the field of migration policy, culture and sport and others.

1.3. The budget of Community is the main financial plan of forming and use of the funds allocated for content of bodies of Community, financing of holding joint actions, financing of programs and other actions according to Mezhgossovet's decisions.

1.4. The budget of Community affirms for the next financial year which corresponds to calendar year.

1.5. Currency of the budget of Community is the currency of the Russian Federation - Russian ruble.

1.6. The main manager and responsible for expenditure of budget funds of Community (budgetary funds) is the Integration Committee. Bodies of Community and customers are managers (receivers) of budgetary funds.

1.7. The secretariat of Integration Committee of EurAsEC (далееСекретариат) on the basis of proposals of managers (receivers) of budgetary funds develops the budget statement of Community, will organize budget implementation of Community, prepares drafts of reports on its execution.

2. Structure of the budget

The budget of Community consists of profitable and account parts. The revenues of the budget of Community are created from:

- contributions of the Parties on content of bodies of Community and financing of joint actions, according to the obligations enshrined in the Constitutive treaty of Eurasian economic community of October 10, 2000;

- fees of the Parties on financing of the programs and other actions determined by Mezhgossovet's decisions in the proportions corresponding to extent of participation of the Parties according to Mezhgossovet's decisions by each program.

Requirements imposed to the programs offered to financing from the budget of Community at the expense of fees of the Parties participating in program implementation are determined according to the approved Mezhgossovet's Decision of February 27, 2004 No. 159 Procedure for development and implementation of interstate target programs of Eurasian economic community.

Forming of the list of the programs adopted to financing in the next financial year with distribution of budgetary appropriations on customers is performed by the Secretariat in coordination with economic and financial bodies of the Parties based on Mezhgossovet's decisions on approval of appropriate programs.

Account part of the budget of Community goes:

- on content of bodies of Community;

- on financing of joint actions;

- on financing of programs;

- on financing of other actions.
