About introduction of the pilot project on receipt by the state registrar of the rights to real estate by means of the State register of the corporeal rights to real estate of data on state registration of the property right to real estate which are at the disposal of the municipal companies of bureau of technical inventory count on papers, and introduction of amendments to some resolutions of the Cabinet of Ministers of Ukraine

Cabinet of Ministers of Ukraine decides:

1. Agree with the offer of the Ministry of Justice, Ministry of digital transformation and the Ministry of development of communities and the territories on realization during 2021-2023 of the pilot project on receipt by the state registrar of the rights to real estate by means of the State register of the corporeal rights to real estate of data on state registration of the property right to the real estate which is at the disposal of the companies of bureau of technical inventory count on papers in connection with implementation by them till January 1, 2013 powers on carrying out state registration of the property right to real estate (further - the pilot project).

2. Approve the Procedure for receipt by the state registrar of the rights to real estate by means of the State register of the corporeal rights to real estate of data on state registration of the property right to the real estate which is at the disposal of the companies of bureau of technical inventory count on papers which is attached.

3. Recommend to the municipal companies of bureau of technical inventory count at which disposal data on state registration of the property right to real estate on papers in connection with implementation of bureau of technical inventory count by the companies till January 1, 2013 of powers on carrying out state registration of the property right to real estate are, take part in implementation of the pilot project.

4. Recommend to local government bodies which are founders of the municipal companies of the bureau of technical inventory count specified in Item 3 of this resolution take measures to assistance of implementation of the pilot project.

5. To the Ministry of Justice:

promulgate information on implementation of the pilot project on own official website;

take measures to organizational, material and other support for implementation of the pilot project;

tax no later than in three months after implementation of the pilot project to the Cabinet of Ministers of Ukraine the report on its results.

6. Make changes which are applied to resolutions of the Cabinet of Ministers of Ukraine.

7. This resolution becomes effective from the date of its publication, except paragraphs of the eighth, ninth, twelfth, thirteenth subitem 3, of the subitem 11, of paragraphs two - the fourth subitem 13, of Item 15, of paragraphs of the tenth, eleventh subitem 16 of Item 2, of paragraphs of the fifty ninth, the sixty second, the sixty fourth, sixty fifth, sixty eighth - the eightieth, eighty eighth - the ninety first, ninety ninth - the hundred twenty sixth subitem of 1 Item of 3 changes approved by this resolution which become effective in six months from the date of publication of this resolution.

Procedure for receipt by the state registrar of the rights to real estate by means of the State register of the corporeal rights to real estate of data on state registration of the property right to the real estate which is at the disposal of the companies of bureau of technical inventory count on papers

1. This Procedure determines the mechanism of receipt by the state registrar of the rights to real estate (further - the state registrar) electronically by means of the software of the State register of the rights to real estate (further - the State register is right) data on state registration of the property right to the real estate which is at the disposal of the companies of bureau of technical inventory count on papers in connection with implementation by them till January 1, 2013 powers on carrying out state registration of the property right to real estate.

2. The state registrar when carrying out state registration of the corporeal rights to real estate and their encumbrances according to the Law of Ukraine "About state registration of the corporeal rights to real estate and their encumbrances" by means of the State register of the rights creates request electronically with imposing of the qualified digital signature and obligatory reflection of the identifier of real estate which consists of the name of administrative and territorial unit (The Autonomous Republic of Crimea, area, Kiev and Sevastopol), the area, the settlement or settlement or village council, the named object (in case of availability), names of the street (the avenue, the boulevard, the area, the lane, etc.), numbers of the real estate unit (the building, structure, construction and so forth), numbers of the case and/or number of separate part of the real estate unit (apartments, rooms and so forth) also chooses the addressee - the company of bureau of technical inventory count which according to the data reflected in registration text or the registration certificate performed state registration of the property right to such real estate.
