About compensation of difference in the price for consumption of natural gas / heat energy during the cold period of year

The purpose of this law is support of residential customers during the cold period of year by compensation of difference in the price owing to increase in regulated prices for supply of natural gas in the context of the obligation on rendering public service and/or regulated rates for heat energy.
For the purpose of this law the following basic concepts are used:
association of residents - the managing director of housing stock which consumes natural gas or heat energy based on the delivery agreement of the natural gas or heat energy concluded with the supplier of natural gas or the supplier of heat energy, using them for domestic needs of members of association of residents (physical persons) and/or for production of heat energy by means of own boiler rooms;
the residential customer of natural gas - the physical person acquiring natural gas for own domestic needs which are not connected with its commercial use for implementation of business or professional activity;
the residential customer of heat energy - the physical person using heat energy for the domestic needs which are not connected with business or professional activity;
difference in the price owing to increase in regulated prices for supply of natural gas in the context of the obligation on rendering public service - difference between the regulated price for supply of natural gas in the context of the obligation on rendering public service in settlement month and the corresponding price in October, 2021 for the amount of natural gas established by this law;
difference in the price owing to increase in regulated rates for heat energy - difference between rate for heat energy in settlement month and the corresponding rate in October, 2021 for the amount of heat energy established by this law;
compensation of difference in the price - partial compensation of increase in regulated prices for supply of natural gas / regulated rates for heat energy for residential customers of natural gas and heat energy;
the cold period of year - the period between:
- On November 1, 2021 - on December 31, 2021;
- On January 1, 2022 - on March 31, 2022.
(1) Calculation of compensation of difference provided by this law in the price owing to increase in regulated prices for supply of natural gas in the context of the obligation on rendering public service is made by suppliers of natural gas.
(2) Calculation of compensation of difference provided by this law in the price owing to increase in regulated rates for heat energy is made by suppliers of heat energy and/or intermediaries when calculating.
(3) Compensation of difference in the price owing to increase in regulated prices for supply of natural gas in the context of the obligation on rendering public service and/or regulated rates for heat energy to suppliers of natural gas / to suppliers of heat energy is performed through the Ministry of Labour and Social Protection within the budgetary appropriations approved on these purposes.

(2) the Consumers disconnected from system of centralized heat supply according to the Order of the Government No. 191/2002, use compensation only for consumption of natural gas that provides the right of consumers to receipt of compensation only for one service connected with heating of housing.
(Compensation of difference in the price owing to increase in regulated prices for supply of natural gas in the context of the obligation on rendering public service for each residential customer constitutes 1):
a) for the first spent 50 CBM a month - 67 percent of difference in the price owing to increase in regulated prices for supply of natural gas in the context of the obligation on rendering public service;
b) for 100 CBM spent over the first 50 CBM a month - 50 percent of difference in the price owing to increase in regulated prices for supply of natural gas in the context of the obligation on rendering public service.
(2) Compensation of difference in the price owing to increase in regulated prices for supply of natural gas in the context of the obligation on rendering public service is provided throughout the cold period of year by means of transfer of financial resources to the settlement account of suppliers of natural gas.
(3) Suppliers of natural gas monthly calculate the amount of compensation of difference in the price owing to increase in regulated prices for supply of natural gas in the context of the obligation on rendering public service for each residential customer separately according to parts (1) and (2).
(4) Associations of the residents having district, block or ladder thermal coppers monthly calculate the amount of compensation of difference in the price owing to increase in regulated prices for supply of natural gas in the context of the obligation on rendering public service for each residential customer separately according to part (1) and provide the relevant information for check to the supplier of natural gas.
(5) Compensation of difference in the price owing to increase in regulated prices for supply of natural gas in the context of the obligation on rendering public service is made for the last month. Accounting of compensation of difference in the price owing to increase in regulated prices for supply of natural gas in the context of the obligation on rendering public service is performed by suppliers of natural gas.
(6) In the invoices which are written out addressed to residential customers are specified separately total amount for the provided services, the amount of compensation and the amount which is subject to payment by each residential customer after recalculation.
(1) Compensation of difference in the price owing to increase in regulated rates for heat energy is provided to the residential customers connected to system of centralized heat supply for heating and preparation of hot water for economic needs.
