About approval of the Concept of the Information system "Semantic Directory" and Regulations on procedure for maintaining the Register created by the Information system "Semantic Directory"

Based on part (3) article 10 of the Law No. 142/2018 on data exchange and interoperability (The official monitor of the Republic of Moldova, 2018, Art. No. 295-308, 452), with subsequent changes, Item c) Article 7-6 and Items c) and d) article 22 of the Law No. 467/2003 on informatization and the state information resources (The official monitor of the Republic of Moldova, 2004, Art. No. 6-12, 44), with subsequent changes, DECIDES: the Government

1. Approve:

1) the Concept of the Information system "Semantic Directory", according to appendix No. 1;

2) Regulations on procedure for maintaining the Register created by the Information system "Semantic Directory" according to appendix No. 2.

2. Found the Information system "Semantic Directory".

3. Assign public organization "Agency of Electronic Control" as the owner and the holder of the Information system "Semantic Directory".

4. To the bodies of public management and public organizations, autonomous administrative authorities, the central administrative authorities subordinated to the Government, and the organizational structures falling within the scope of their competence (subordinated administrative authorities, including deconcentrated and subordinated public services, and also public organizations, in which the ministry, the State office or other central administrative authority acts as the founder), owning the state information resources and also legal entities of private law who on behalf of bodies of public management and public organizations manage or own the state information resources:

To register 1) within 12 months from the date of start of the Information system "Semantic Directory" semantic assets which they own;

2) to update the data connected with the registered semantic assets;

3) to use the Information system "Semantic Directory" for application for access to data.

5. The legal entities of private law owning semantic assets can use the Information system "Semantic Directory" in the conditions established by the Law No. 142/2018 on data exchange and interoperability and this resolution.

6. To public organization "Agency of Electronic Control":

1) to provide implementation, functioning and continuous development of the Information system "Semantic Directory";

2) for replenishment by semantic assets of the Information system "Semantic Directory" and simplification of electronic data exchange between the state and private sectors to provide, without collection of payments, to legal entities of the public law and private law possibility of use of the Information system "Semantic Directory".

7. For the purpose of implementation of this resolution, to the founder of public organization "Agency of Electronic Control" together with public organization "Agency of Electronic Control" annually to evaluate the costs necessary for continuous administration and development of the Information system "Semantic Directory" and to represent to the Ministry of Finance of the offer on request of financial resources according to provisions of the Law No. 181/2014 on public finance and budget and tax responsibility, for their inclusion in the law on the government budget for the corresponding year.
