For the purpose of enhancement of activities of the Security Council of the Republic of Belarus I decide:

1. Approve:

The regulations on the Security Council of the Republic of Belarus (are applied);

The regulations on the State secretariat of the Security Council of the Republic of Belarus (are applied);

the structure of the Security Council of the Republic of Belarus (is applied);

the paragraph the fifth Item 1 - for office use.

2. For office use.

3. Recognize invalid presidential decrees of the Republic of Belarus (appendix).

4. This Decree becomes effective from the date of its signing.

Regulations on the Security Council of the Republic of Belarus

Chapter 1. General provisions

1. The Security Council of the Republic of Belarus (further - the Security Council) is the constitutional, supreme collegiate coordination and political body created for the purpose of realization of powers of the President of the Republic of Belarus as the Head of state and the Commander-in-chief of Armed Forces in the sphere of ensuring national security.

2. The legal basis of activities of the Security Council is constituted by the Constitution of the Republic of Belarus, the laws, decisions of the President of the Republic of Belarus, including this Provision, the Concept of homeland security, and also the international agreements of the Republic of Belarus and other international legal acts containing obligations of the Republic of Belarus.

3. The main objectives of the Security Council are:

3.1. preparation of offers to the President of the Republic of Belarus for adoption of decisions by him concerning domestic and foreign policy for the purpose of ensuring national security and realization of national interests of the Republic of Belarus;

3.2. development of the main directions of state policy in the sphere of ensuring national security and control of its realization;

3.3. coordination of activities of state bodies in the course of preparation and implementation of decisions of the President of the Republic of Belarus and the Security Council in the sphere of ensuring national security;

3.4. organization of effective functioning of system of ensuring national security;

3.5. other tasks determined by the President of the Republic of Belarus and the laws.

Chapter 2. Functions of the Security Council

4. The main functions of the Security Council are:

4.1. consideration of the questions of domestic and foreign policy infringing on interests of homeland security, including functioning of forces and means of ensuring of homeland security, development of cooperation of the Republic of Belarus with foreign states in the field of the international security, other questions connected with protection of independence, territorial integrity, sovereignty and the constitutional system of the Republic of Belarus, maintenance of civil peace and harmony in the country, acceptance on them basic (major) decisions;

4.2. forecasting, identification, analysis and risks assessment, challenges, threats of homeland security, development of measures for their prevention or neutralization;

4.3. preparation of offers to the President of the Republic of Belarus:

about introduction, prolongation, cancellation of emergency state in the territory of the Republic of Belarus or in its certain areas;

about introduction of warlike situation in the territory of the Republic of Belarus and its cancellation, the announcement of complete or partial mobilization;

about measures for protection of independence, territorial integrity, sovereignty and the constitutional system of the Republic of Belarus, maintenance of civil peace and harmony in the country, to counteraction to extremism and fight against terrorism;

about operational measures for the prevention and overcoming crisis situations in the territory of the Republic of Belarus, liquidation of their consequences;
