5. To impose control of execution of this order on the supervising vice-Minister of Emergency Situations of the Republic of Kazakhstan.

Chapter 1. General provisions

1. These rules of approval of the project documentation on construction, expansion, reconstruction, upgrade, preservation and liquidation of hazardous production facility by the organizations operating hazardous production facility (further - Rules) are developed according to subitem 14-11) of article 12-2 of the Law of the Republic of Kazakhstan "About civil protection" and the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" (further - the Law) and determine procedure for approval of the project documentation on construction, expansion, reconstruction, upgrade, preservation and liquidation of hazardous production facility by the organizations operating hazardous production facility, and procedure for rendering the state service "Approval of the Project Documentation on Construction, Expansion, Reconstruction, Upgrade, Preservation and Liquidation of Hazardous Production Facilities".

The state service "Approval of the Project Documentation on Construction, Expansion, Reconstruction, Upgrade, Preservation and Liquidation of Hazardous Production Facilities" (further - the state service), appears Committee of industrial safety of the Ministry of Emergency Situations of the Republic of Kazakhstan, territorial departments of Committee of industrial safety of the Ministry of Emergency Situations of the Republic of Kazakhstan and local executive bodies of areas, cities of regional value, Nour-Sultan's cities, Almaty and Shymkent (further - service providers) according to these rules.

The project documentation on construction, expansion, reconstruction, upgrade, preservation and liquidation of the hazardous production facility placed within two and more areas, and also strategic objects is approved with Committee of industrial safety of the Ministry of Emergency Situations of the Republic of Kazakhstan (further - Committee).

The project documentation on construction, expansion, reconstruction, upgrade, preservation and liquidation of other hazardous production facilities is approved with territorial departments of Committee.

The project documentation on construction, expansion, reconstruction, upgrade, preservation and liquidation of hazardous production facilities on objects of social infrastructure is approved with local executive bodies of areas, cities of regional value, Nour-Sultan's cities, Almaty and Shymkent.

Chapter 2. Procedure approval and rendering the state service

For receipt of the state service legal entities and physical persons (further - uslugopoluchatel) send to the service provider through the web portal of "the electronic government" www.egov.kz (further - the portal) the statement in electronic form certified by the digital signature of uslugopoluchatel in form according to appendix 1 to these rules.
