About establishment of case in case of which goods can arrive to the Russian Federation and decrease from the Russian Federation in the places which are not places of movement of goods according to the Customs code of the Eurasian Economic Union

According to part 2 of article 11 of the Federal law "About Customs Regulation in the Russian Federation and about Modification of Separate Legal Acts of the Russian Federation" Government of the Russian Federation decides:

1. Determine that for carrying out reconstruction of the multilateral automobile check point through frontier of the Russian Federation Alisons (The Pskov region) (further - the check point Alisons) arrival in the Russian Federation and departure from the Russian Federation of the goods (except for animals) imported into the Russian Federation and exported from the Russian Federation by road transport through the check point Alisons is allowed in the places which are not places of movement of goods according to the Customs code of the Eurasian Economic Union according to the list according to appendix if the following conditions are at the same time complied:

lack of possibility of placement of goods and vehicles to whom they move, in the customs control zone created at the check point Alisons owing to its actual employment other goods and vehicles or need when carrying out customs control of application of customs examination, customs examination and (or) measures providing carrying out customs control, in case of the actual employment which are available at the check point Alisons of places for their carrying out;

submission to the customs authority exercising customs control at the check point Alisons, carrier of the documents and data provided by Articles 89 and 92 of the Customs code of the Eurasian Economic Union;

carrying out border and sanitary and quarantine control at the check point Alisons.

2. To the Federal Customs Service and Federal Service for Veterinary and Phytosanitary Surveillance to organize in accordance with the established procedure customs control, federal state phytosanitary quarantine control (supervision), federal state veterinary control (supervision), federal state control (supervision) in the field of safe handling of pesticides and agrochemicals, and also federal state control (supervision) in the field of quality assurance and safety of grain and products of conversion of grain concerning the goods specified in Item 1 of this resolution, in the places specified in Item 1 of this resolution.

3. This resolution becomes effective after 30 days after day of its official publication.
