About the technical regulation of the Eurasian Economic Union "About safety of products intended for civil defense and protection against emergency situations of natural and technogenic nature"

1. Accept the enclosed technical regulation of the Eurasian Economic Union "About safety of products intended for civil defense and protection against emergency situations of natural and technogenic nature" (TR EEU 050/2021).

2. Determine that the technical regulation of the Eurasian Economic Union "About safety of products intended for civil defense and protection against emergency situations of natural and technogenic nature" (TR EEU 050/2021) becomes effective since June 1, 2023.

3. This Decision shall enter into force upon the expiry of 30 calendar days from the date of its official publication.

The technical regulation of the Eurasian Economic Union "About safety of products intended for civil defense and protection against emergency situations of natural and technogenic nature" (TR EEU 050/2021)

I. Scope

1. This technical regulation is developed according to the Agreement on the Eurasian Economic Union of May 29, 2014 for the purpose of protection of life and (or) health of the person, property, the environment, life and (or) health of animals and plants, the prevention of the actions misleading consumers.

This technical regulation establishes obligatory for application and execution on customs area of the Eurasian Economic Union (further - the Union) requirements to products intended for the civil defense and protection against emergency situations of natural and technogenic nature released on customs area of the Union (further - products).

If concerning products other technical regulations of the Union are accepted, then products shall conform to requirements of all technical regulations of the Union which action extends to it.

2. Action of this technical regulation extends to objects of technical regulation according to the list according to appendix.

3. Action of this technical regulation does not extend:

a) on the products developed and modified for recognition detection of bacteriological (biological) objects and radioactive materials which can be used in the military purposes, or for protection against such objects and materials;

b) on the products developed and modified for recognition, detection of the toxic chemicals used in chemical weapon and chemical means for fight against mass riots or for protection against such chemicals and means and also on the components which are specially developed for these products;

c) on products which are subject of the technical regulation of the Customs union "About safety of individual protection equipment" (TR CU 019/2011).

II. Basic concepts

For the purposes of application of this technical regulation the concepts established by the Protocol on technical regulation within the Eurasian Economic Union (appendix No. 9 to the Agreement on the Eurasian Economic Union of May 29, 2014), by the standard schemes of assessment of conformity approved by the Decision of Council of the Eurasian economic commission of April 18, 2018 No. 44 (further - standard schemes), and also concepts which mean the following are used:

"wrecking" - actions for search and rescuing of people, material and cultural values, environment protection in zone of emergency situation and from the dangers arising in case of the military conflicts or owing to these conflicts, to localization and suppression or bringing to minimum possible level of impact of characteristic factors, dangerous to them;

"rescue means" - the technical means intended for carrying out wrecking;

"abnormally chemically dangerous substance" - dangerous chemical which is applied in the industry and agricultural industry and in case of emergency emission (flood) of which can occur environment pollution in the toxic doses striking live organism;

"the automated workplace of the operations duty officer" - software and hardware complex of controls and bonds, acceptance, processing, transfer and display of information (situation) for acceptance and transfer of commands of management, automation of process of management of forces and means of civil defense and protection against emergency situations;

"the automated workplace of the notification of the population" - software and hardware complex for acceptance of signals and information of the notification from control center civil defense, single service on duty and dispatching, processing, display, forming and transfer of commands of control of the equipment of start and monitoring of terminal means of the notification on all available technical communication systems, the notification and mass information;

"biological (bacteriological) infection" - the penetration into live organism of the causative agent of infectious disease or products of its life activity leading to development in the struck organism of infectious process;
