About Service of the state energy supervision

3. Permit Service of the state energy supervision to have two deputy chief. Set limit of office automobile cars for Service of the state energy supervision in number of 16 units, including for central office in number of 6 units.

4. To perform financing of Service of the state energy supervision at the expense of the means of the republican budget, means of the special account and other sources which are not forbidden by the legislation of the Republic of Tajikistan.

5. The eighth paragraph of Item 7 of provision of Service of the state energy supervision is effective till December 31, 2021.

6. To state the second paragraph of the Scheme of management of the Ministry of Energy and Water Resources of the Republic of Tajikistan approved by the order of the Government of the Republic of Tajikistan of March 3, 2014 No. 149 "About the Ministry of Energy and Water Resources of the Republic of Tajikistan" in the following edition:

Regulations on Service of the state energy supervision

1. General provisions

1. The service of the state energy supervision of the Ministry of Energy and Water Resources of the Republic of Tajikistan (further - Service) is the state executive authorities exercising the state energy supervision in the Republic of Tajikistan.

2. The service is in the scheme of management of the Ministry of Energy and Water Resources of the Republic of Tajikistan.

3. The service in the activities is guided by the Constitution of the Republic of Tajikistan, regulatory legal acts of the Republic of Tajikistan, and also the international legal acts recognized by Tajikistan and this Provision.

4. The service performs the activities in interaction with the ministries and departments, other central executive bodies, local executive bodies of the government, public associations, the international and other organizations, irrespective of patterns of ownership.

2. Tasks of service

5. The service in the direction of the activities carries out the following tasks:

- control of technical and safe operation of the main constructions, power plants and networks, boiler and thermal networks of the power supplying organizations, the equipment and installations of consumers of electrical and heat energy;

- supervision of approval and observance of the approved regulations of technological expense of fuel and energy resources per unit of products (works, services, etc.);

- supervision of observance of contractual indicators of capacity of the attached electric equipments and installations and the electrical energy used by consumers;

- control of correctness of application of rates, determination of amount of electrical, heat energy and gas from supplying the organizations when settling with consumers;

- supervision of the organization of accounting of production and consumption of fuel and energy resources;

- ensuring optimum level of compensation of jet capacity in electric oborudovaniye and installations of consumers, correctness of application of discounts and allowances to rate for electrical energy for compensation of jet capacity;

- implementation of supervision of timely passing of examination of personnel serving power plants, networks of electric w of the thermal equipment and installations by rules of technical operation and safe engineering;

- issue of permission to connection to networks of again mounted, recovered and reconstructed installations and constructions of consumers of fuel and energy resources, including intra house power, thermal and gas networks and the equipment of multi-storey buildings;

- supervision of accomplishment of the plan of organizational and technical actions for preparation of energy constructions to autumn winter, storm and flood heavy rains the period;

- supervision of preparation for work of seasonal objects, including electric equipments and installations of the pumping points, the cotton-processing companies and other organizations having seasonal nature of activities;

- supervision of carrying out energy inspections and creation of energy passports;

- supervision of correctness of establishment and accomplishment of regulations of quality and return of condensate.
