3) Item of 1 appendix to the order of FCS of Russia of August 30, 2019 No. 1368 "About modification of some regulatory legal acts of FCS of Russia concerning the organization of activities of customs authorities of the Russian Federation" (registration No. 56003) is registered by the Ministry of Justice of the Russian Federation on September 23, 2019;

4) Item of 1 appendix to the order of FCS of Russia of July 24, 2020 No. 652 "About modification of some regulatory legal acts of FCS of Russia concerning the organization of activities of customs authorities of the Russian Federation" (registration No. 59416) is registered by the Ministry of Justice of the Russian Federation on August 24, 2020.

4. This order becomes effective after 30 days after day of its official publication.

The general provision about regional customs authority

I. General provisions

1. The regional customs authority (further - RTU) is the territorial authority of FCS of Russia entering single federal centralized system of customs authorities of the Russian Federation (further - customs authority) and providing realization of tasks and functions of FCS of Russia in the region of activities of RTU within the powers determined by this provision.

2. The region of activities of RTU determines FCS of Russia.

To the MOUTH in the activities is guided by the Constitution of the Russian Federation, the Federal constitutional Laws, the legislation of the Russian Federation on customs regulation, the Federal Laws, acts of the President of the Russian Federation and the Government of the Russian Federation, acts of bodies of currency control, regulatory legal acts of federal executive bodies, regulations of the Bank of Russia, regulatory legal acts of the Ministry of Finance of the Russian Federation, normative and other legal acts of FCS of Russia, this provision, and also the international treaties of the Russian Federation and acts constituting the right of the Eurasian Economic Union.

II. Powers

6. To the MOUTH performs the following powers in the established field of activity:

1) control of implementation by subordinate customs authorities of the customs transactions connected with commodity importation on customs area of the Eurasian Economic Union and their export from customs area of the Eurasian Economic Union, transportation of goods on customs area of the Eurasian Economic Union and also goods placement under customs procedure, uniform application of procedure of customs transactions, observance of conditions of the room under customs procedures, uses of goods according to the declared customs procedure and carrying out customs control;

2) the organization and control of use by subordinate customs authorities of the preliminary information submitted concerning the goods imported on customs area of the Eurasian Economic Union by different types of transport;

3) the organization and holding the actions directed to involvement of participants of foreign economic activity and also other interested persons to use of perspective customs technologies, the organization of implementation and use of perspective customs technologies by subordinate customs authorities;

4) participation in limits of competence of development of offers on procedure for application of forms of customs control, the measures providing carrying out customs control, other measures established by the Customs code of the Eurasian Economic Union (The Federal Law of November 14, 2017 No. 317-FZ "About ratification of the Agreement on the Customs code of the Eurasian Economic Union" (The Russian Federation Code, 2017, No. 47, the Art. 6843) (further - the code of the Union) and the legislation of the Russian Federation on customs regulation;
