About the Register of persons having the right to privileges

On purpose enhancement of accounting of persons having the right to privileges on social feature the Cabinet of Ministers of Ukraine decides:

1. Enter the Unified state automated register of persons having the right to privileges.

1-1. With observance of requirements of provisions of article 27 of the Law of Ukraine "About public electronic registers" to turn the Unified state automated register of persons having the right to privileges into the Register of persons having the right to privileges (further - the Register).

Addresses, documents of the Unified state automated register of persons having the right to privileges are subject to archiving and storage according to the legislation in the sphere of archiving and clerical work.

Software and hardware, including the means of technical and cryptographic information security which are not applied to maintaining the Register is subject to conclusion from operation and requires decision making concerning their further use or write-off.

2. Approve Regulations on the Register of persons who have the right to privileges which is applied.

3. To the ministry of social policy and Pension fund of Ukraine:

1) to provide entering into the Register of information it is relative:

pedagogical, health, pharmaceutical workers, employees of libraries, the museums, specialists in protection of plants and cultural workers in the rural zone and settlements of city type having bonus right according to the Laws of Ukraine "About education", "About libraries and library science", "About the museum and museum case", "About protection of plants", "About culture" and Bases of the legislation of Ukraine on health protection;

3-1. To the ministry of social policy to provide to national social customer service and its territorial authorities access to the Register.

4. To bodies, institutions and organizations of the Ministry of Internal Affairs, State department concerning execution of punishments, State Tax Administration, and for protection of the population against consequences of the Chernobyl catastrophic crash, the Ministry of Defence, the Ministry of Education and Science, Security service, the Ministry of Culture and tourism, the Ministry of agrarian policy, the Ministry of the coal industry, the Ministry of Fuel and Energy, the Ministry of Health to transfer the Ministries of questions of emergency situations to structural divisions concerning social protection of the population Kiev and Sevastopol of public administrations (military authorities), executive bodies, district, district in, concerning social protection of the population city, district in the cities (in case of their education) councils information on persons who have the right to privileges on social feature are or were on accounting in the specified bodies, institutions and organizations.

5. To the ministry of social policy in ten-day time after entry into force of the resolution of the Cabinet of Ministers of Ukraine of December 22, 2023 No. 1351 "About introduction of amendments to some acts of the Cabinet of Ministers of Ukraine concerning maintaining the state registers of receivers of the housing subsidies and persons having the right to privileges" to provide promulgation on the official website to information on transformation of the Unified state automated register of persons having the right to privileges.

Regulations on the Register of persons who have the right to privileges

1. The register of persons having the right to privileges (further - the Register), - the information and communication system providing collection, accumulating, protection, accounting, reflection, processing of register data and provision of register information on the physical persons having the right to privileges on social feature according to the laws of Ukraine is received by the privileges provided for pedagogical, health, pharmaceutical workers, employees of libraries, the museums, specialists in protection of plants and cultural workers in the rural zone (further - exempts). The register is structural subsystem of the Unified social register as component of the Unified information system of the social sphere (further - the Single system).

Exclusive property rights of intellectual property on Reestr, program technical means and the software belong to the state on behalf of the holder Reestr. The citizens of Ukraine consisting in employment relationships with bodies of the Pension fund of Ukraine perform the filling of the Register and other powers of the public registrar provided by the Law of Ukraine "About public electronic registers" and this Provision.
