About the announcement of emergency state
Based on Item m) article 66 of the Constitution of the Republic of Moldova, article 12 of the Law on the modes of emergency, obsidional and warlike situation No. 212/2004, considering the government proposal of the Republic of Moldova based on the Report of the Commission on emergency situations of the Republic of Moldova on need of the announcement of emergency state and also that shortage of natural gas directly and without delay affects safety of the state and citizens,
The parliament accepts this resolution.
Art. 1. - Declare state of emergency in all territory of the Republic of Moldova for the period from October 22 to November 20, 2021.
Art. 2. - During emergency state of the Commission on emergency situations of the Republic of Moldova to publish orders for the purpose of carrying out of the following measures:
1) establishment of specific mode of purchase of natural gas in the accelerated mode;
2) allocation of financial resources for ensuring purchase of necessary amounts of natural gas;
3) adoption of necessary decisions for ensuring prompt actions on providing with natural gas, including by departure from normative provisions;
4) in case of need - rationalization of consumption of natural gas and other energy resources;
5) decision making, the authorizing suppliers and distributors to be effective for the purpose of purchase, transportation and distribution of natural gas on all territory of the country;
6) coordination of work of mass media in the relation:
a) informing the population on the reasons and scales of emergency situation, on the measures taken for prevention of danger, mitigation of consequences of this situation and protection of the population;
b) acquaintance of the population with rules of conduct during emergency situation;
c) introductions of special instructions for use means of communication;
7) creation of bystry instruments of collection of payments from consumers for the used natural gas;
8) accomplishment of other necessary actions for the purpose of the prevention, mitigations and mitigations of consequences of the shortage of natural gas which entailed introduction of emergency state.
Art. 3. - Orders of the Commission on emergency situations of the Republic of Moldova are obligatory for execution by heads of bodies of the central and local public authority, business entities, public organizations, and also the citizens and other persons who are in the territory of the Republic of Moldova.
Art. 4. - All orders of the Commission on emergency situations of the Republic of Moldova become effective from the moment of the edition.
Art. 5. - To parliament of the Republic of Moldova in three-day time to inform the UN Secretary General and the Secretary general of the Council of Europe on this resolution and the reasons of its acceptance.
Art. 6. - This emergency state is not affected by carrying out in some administrative and territorial units of new local elections on November 21, 2021 to position of primar.
Art. 7. - This resolution becomes effective from the date of acceptance, without delay is brought to the attention of the population through mass media and is published in the Official monitor of the Republic of Moldova.
