About additional measures for creating favorable conditions for pensioners and veterans in the sphere of mining and metallurgical industry of the Republic of Uzbekistan

For the purpose of effective use of rich life working experience by consolidation of pensioners and veterans of work of mining and metallurgical industry, strengthening of care and attention to representatives of the senior generation, further improvement of measures of social protection, material and moral support from the state, and also active involvement of unique experience, practical skills and potential of pensioners and veterans in matching and education of young specialists in the sphere of mining and metallurgical industry of the republic the Cabinet of Ministers decides:

1. Agree with the offer of JSC Navoiysky MMC, JSC Almalyksky MMC and JSC Uzmetkombinat on creation of non-state non-profit organization of Council of veterans of mining and metallurgical industry of the Republic of Uzbekistan (further - Council) and its territorial branches in the Navoiy region, and also in the cities of Almalyk and Bekabada of the Tashkent region (further - territorial departments of Council).

2. Consider the main directions and tasks of activities of Council:

satisfaction of spiritual needs, ensuring protection of legitimate rights and interests of pensioners and veterans of mining and metallurgical industry, their worthy level of living and social position in society;

creation of conditions for support and expansion of public work of all categories of pensioners and veterans, their active participation in case of spiritual and moral, labor and patriotic education of young specialists for the purpose of effective realization of the state youth policy at the companies of mountain and metal industry;

increase in role and value of Council in the organization of implementation of measures of support with scope of each pensioner and veteran, died increases in efficiency of production processes, public life of labor collectives of joint-stock companies and other companies of mining and metallurgical industry of the republic;

assistance in development and realization of practical measures on improvement of social and material well-being of pensioners and veterans, rendering household, medical, cultural and other types of service to them;

maintenance among the pensioners and veterans who are on deserved rest, feelings of participation in life of mountain and metal industry;

encouragement, including material, participations of pensioners and veterans in development and provision of the corresponding consultations and recommendations about all directions and links of production organization for joint-stock companies and other mountain and metallurgical companies of the republic;

participation in preparation and increase in professional skills of specialists in the sphere of mining and metallurgical industry, and also adjustment and realization in practice of the effective system of mentorship providing succession;

assistance in development of offers on further strengthening of measures of social protection of pensioners and veterans;

the organization of spiritual and educational, cultural, and also sporting events participation of pensioners and veterans, holding meetings with youth, including in profile highest and professional educational institutions;

for productive use of rich working experience and skills of pensioners and veterans the organization and carrying out on regular basis of lectures at the Navoiy state mining technological university, branch of Federal Public autonomous educational institution of the higher education "National research technological university "MISIS" in the city of Almalyk and the Almalyk branch of the Tashkent state technical university and other profile educational institutions.

3. Determine sources of forming of means of Council:

the charitable gifts allocated to JSC Navoiysky MMC, JSC Almalyksky MMC and JSC Uzmetkombinat;

charitable gifts of legal entities and physical persons, foreign and international organizations;

receipts in the form of percent from placement in commercial banks of temporarily available funds of Council;

other sources which are not forbidden by acts of the legislation.

4. Approve structures:

Council of veterans of mining and metallurgical industry of the Republic of Uzbekistan according to appendix No. 1;

The Navoiy territorial branch of Council of veterans of mining and metallurgical industry of the Republic of Uzbekistan according to appendix No. 2;

The Almalyk territorial branch of Council of veterans of mining and metallurgical industry of the Republic of Uzbekistan according to appendix No. 3;

Bekabadsky territorial branch of Council of veterans of mining and metallurgical industry of the Republic of Uzbekistan according to appendix No. 4.

5. Approve Regulations on Council of veterans of mining and metallurgical industry of the Republic of Uzbekistan according to appendix No. 5, providing:

legal status, rights, tasks and functions, organizational and practical bases of activities of Council;

main directions and procedure for financing of activities of Council;

procedure for creation and liquidation of Council.

6. To render the Ministry of Justice of the Republic of Uzbekistan together with JSC Navoiysky MMC, JSC Almalyksky MMC and JSC Uzmetkombinat practical assistance in state registration of Council in the established legislation procedure.

7. Place central office of Council in the building of representative office of JSC Uzmetkombinat, at the address: Tashkent, Ulitsa T. Shevchenko, No. 24/1, on the right of free use.

8. Provide to JSC Uzmetkombinat central office of Council on a grant basis with office accessories, office equipment, furniture and necessary means types of communication, including connection to the broadband information Internet.

9. Determine that:

the expenses connected with allocation of office rooms and their equipment by office equipment, and also allocation for territorial branches of Council of vehicles in number of 3 units and their content are provided at the expense of own means of JSC Navoiysky MMC, JSC Almalyksky MMC and JSC Uzmetkombinat;

decisions of Council have exclusively advisory nature, any direct or indirect intervention by Council in financial and economic and productive activity of JSC Navoiysky MMC, JSC Almalyksky MMC and JSC Uzmetkombinat is not allowed.

10. To provide to the Ministry of Health of the Republic of Uzbekistan according to the petition of Council necessary assistance in the provision of high-quality medical services to pensioners and veterans of mining and metallurgical industry, and also services of diagnostics and treatment in the republican specialized scientific and practical medical centers and clinics according to the procedure established by the legislation.
