For the purpose of effective realization of program measures for construction of available apartment houses according to updated standard projects in the rural zone for 2017 - 2021 and improvements of quality of life of rural population by increase in level of availability of modern comfortable housing to general population in the rural zone:

1. Take into consideration that No. PP-2639 "About the Program for construction of available apartment houses for updated standard projects in the rural zone for 2017 - 2021" are approved by the resolution of the President of the Republic of Uzbekistan of October 21, 2016:

summary indicators on construction of engineering and transport communications and objects of social infrastructure for residential arrays in 2017.

2. 4. Determine that:

the executive body responsible for general coordination and monitoring of project implementation within the Program, target and effective use of means of ABR, and also development of potential and support in project management with participation of ABR is the Ministry of Economics of the Republic of Uzbekistan;

sales agents and to monitoring of the Program are JSB Kishlok kurilish bank, National Bank of foreign economic activity of the Republic of Uzbekistan, AKIB "Ipoteka bank", IK Kishlok kurilish invest LLC and Gosarkhitektstroy of the Republic of Uzbekistan;

the expenses connected with repayment of loan of ABR, and also interest payment and the commissions on it are performed at the expense of means of JSB Kishlok kurilish bank, National Bank of foreign economic activity of the Republic of Uzbekistan, AKIB "Ipoteka bank" and the Government budget of the Republic of Uzbekistan.

5. Approve:

sources of financing of the Program for construction of available apartment houses according to updated standard projects in the rural zone for 2017 - 2021, according to appendix No. 4;

the scheme of distribution and repayment of loan of ABR on the second project phase "Development of house construction in the rural zone" according to appendix No. 5;

Complex of organizational and technical actions regarding achievement of the indicators connected with removal of loan of ABR according to appendix No. 6.

6. Authorize the Minister of Finance of the Republic of Uzbekistan to sign on behalf of the Republic of Uzbekistan the loan agreement with ABR on the second project phase and agreements on loaning up of loan of ABR with JSB Kishlok kurilish bank, National Bank of foreign economic activity of the Republic of Uzbekistan and AKIB "Ipoteka bank".

To the Ministry of Finance of the Republic of Uzbekistan to place advance means in amount 100, of 0 million US dollars received from ABR in 2017 on the special target settlement account opened in the Central bank of the Republic of Uzbekistan.

the value added tax - the goods (works, services) acquired within program implementation.

program implementations on construction of available apartment houses according to updated standard projects in the rural zone for 2017 - 2021;

interactions of all participants of investment process on realization of the Complex of organizational and technical actions regarding achievement of the indicators connected with removal of loan of ABR according to appendix No. 6.

13. To the Ministry of Foreign Affairs according to requests of the Ministry of Economics of the Republic of Uzbekistan to provide execution of entrance visas to the foreign specialists participating in program implementation without collection of consular and other fees.

14. To provide to the Ministry of Internal Affairs according to requests of the Ministry of Economics of the Republic of Uzbekistan issue and prolongation of multi-visas, and also temporary registration and prolongation of temporary registration in the Republic of Uzbekistan of the foreign specialists participating in program implementation without collection of the state fees.

15. Provide to the Ministry of Labour according to requests of the Ministry of Economics of the Republic of Uzbekistan issue (prolongation) in accordance with the established procedure of permissions to attraction to the Republic of Uzbekistan of the highly qualified foreign specialists (who are not available from among citizens of the Republic of Uzbekistan), participating in program implementations, and also issue (prolongation) to the specified foreign specialists of confirmations on the right of labor activity in the territory of the Republic of Uzbekistan.

16. Make changes and additions to some resolutions of the President of the Republic of Uzbekistan according to appendix No. 8.

17. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan the chairman of JSC Uzbekiston temir yullari A. Zh. Ramatov and the deputy prime minister of the Republic of Uzbekistan R. S. Azimov.
