About additional measures for social support of employees of self-government institutions of citizens

For the purpose of strengthening of role and value in the society of self-government institutions of citizens, strengthening of their status in work with daily problems of the population and implementation of efficient public control, and also increase in system effectiveness by means of social support of workers of descents of citizens:

1. Agree with offers of the Ministry of support also families and the Ministries of Finance, providing since November 1, 2021 waved:

a) increase for 35 percent of monthly official pay rates of employees of self-government institutions of citizens in the territory of which the quantity of households makes one thousand and more;

b) financing of the expenses connected with content of self-government institutions of citizens at the expense of appropriate means of local budgets;

c) transfer of function of encouragement of employees of self-government institutions of citizens, rendering accounting services to them from district (city) khokimiyats to departments of support also families of areas (cities) waved;

d) creation under departments of support also families of areas (cities) of Fund of stimulation of employees of self-government institutions of citizens (further - Fund) without the status of the legal entity waved.

2. Determine the main sources of forming of fund:

budgetary funds in the amount of 10 percent of the annual salary fund of self-government institutions of citizens (without means of special fund of material stimulation);

assignment in the amount of 3 percent of additional sources of the local budgets selected on the basis of decisions district (city) Kengashev of People's Deputies;

the means received from provision in lease of property of self-government institutions of citizens in accordance with the established procedure;

charitable gifts;

other sources which are not forbidden by acts of the legislation.

3. To the ministry of support also families together with the Ministry of Finance waved in a month to bring the Regulations on Fonda of stimulation of employees of self-government institutions of citizens providing in the Cabinet of Ministers:

procedure for forming of fund and determination of the directions of their use;

payment of personal and incentive allowances, rewarding and social protection by fund.

4. To the chairman of the board of Ministers of the Republic of Karakalpakstan, hokima of areas and the city of Tashkent, and also the Ministry of support also families of the Republic of Karakalpakstan waved, to managements on support also families of areas and the city of Tashkent waved:

exercise constant control behind forming of fund;

provide carrying out by self-government institutions of citizens of inventory count of buildings and constructions in which they perform activities, and leaving at their order of other property;

provide transfer of the areas (cities) of the buildings and constructions operated by self-government institutions of citizens belonging to khokimiyats, to departments of support also families of areas (cities) gratuitously on the basis of the right of operational management waved.

5. Provide to the Ministry of Finance:

allocation in 2021 9,2 of billion sum for acquisition of the office supplies necessary for all descents of citizens makhally, since 2022 - prediscretion in parameters of the Government budget of necessary funds for these purposes;

covering of the additional expenses connected with increase in the size of monthly official pay rates of employees of self-government institutions of citizens in 2021 at the expense of the means released at the expense of vacant positions in self-government institutions of citizens, and also additional sources of the republican budget of the Republic of Uzbekistan.

6. Make changes and additions to some presidential decrees of the Republic of Uzbekistan according to appendix.

7. To the ministry of support also families together with the interested ministries and departments in two-month time waved to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this Decree.
