According to Articles 581, of 583, 584 Customs codes of Ukraine, the resolution of the Cabinet of Ministers of Ukraine of December 25, 2002 No. 1953 "Some questions of application of special means and firearms by officials of Customs Service", the subitem 5 of item 4 of the Regulations on the Ministry of Finance of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of August 20, 2014 No. 375, I ORDER:

1. Approve the Procedure for storage, accounting, transportation, protection and use of firearms, ammunition to it, special means in Department of specialized preparation and film logical providing the State Customs Service of Ukraine for special training of officials of the State Customs Service of Ukraine which is applied.

2. In accordance with the established procedure to provide to department of customs policy of the Ministry of Finance of Ukraine:

submission of this order on state registration in the Ministry of Justice of Ukraine;

promulgation of this order.

3. This order becomes effective from the date of its official publication.

4. I reserve control of execution of this order and I assign to the Chairman of the State Customs Service of Ukraine Ryabikin of the Item B.

Procedure for storage, accounting, transportation, protection and use of firearms, ammunition to it, special means in Department of specialized preparation and film logical providing the State Customs Service of Ukraine for special training of officials of the State Customs Service of Ukraine

I. General provisions

1. This Procedure determines the main requirements for questions of use by Department of specialized preparation and film logical providing State Customs Service (further - Department) for special training of officials of State Customs Service of arms, implementation of its storage, accounting, transportation, maintenance, repair and write-off, and also powers and responsibility of officials who are responsible for accounting and storage of arms in Department which according to the current legislation grants the right of storage, carrying and use of firearms and special means.

2. In this Procedure terms and concepts are used in such value:

ammunition - the regular cartridges to firearms having bullets with the lead or steel core, the cartridges equipped with throwing shells of nonlethal action, rubber or similar on the properties, intended for shooting only by their devices of national production and allowed in accordance with the established procedure to use;

the responsible person for arms - person designated by the order of Department from among officials of Department responsible for the organization of accounting, storage, availability and technical condition of arms;

firearms - guns, revolvers, automatic machines, and also ammunition to them;

means of active defense - handcuffs, devices of national production for shooting of the cartridges equipped with throwing shells of nonlethal action, rubber or similar on the properties, electroconvulsive devices, tear substances, rubber bludgeons, means for forced stop of vehicles, the equipment for opening of rooms, including small-size pyrotechnic devices;

individual protection equipment - helmets and bullet-proof vests;

lubricant cleaning cloths - accessories, tools to carrying out maintenance and repair of arms;

arms - firearms, ammunition to it, individual protection equipment and active defense, cartridges to devices, optical devices of observation, spare parts to all types of weapon, lubricant cleaning cloths;

optical devices of observation - field-glasses;

cartridges to devices - the cartridges equipped with throwing shells of nonlethal action, rubber or similar on the properties, intended for shooting only by their devices of national production and allowed in accordance with the established procedure to use;

special means - individual protection equipment and means of active defense.

3. Direct work on the organization of providing, accounting, storage and use of arms in Department is assigned on responsible for arms.

4. For arms the head of the structural unit of Department based on the order of Department is appointed the responsible person.

5. The responsible person shall for arms of Department:

know requirements and be guided in the activities legislative and regulatory legal acts, administrative documents on the organization of accounting, storage and use of arms;

know appointment, tactical technical characteristics, the device and rules of use of the samples of arms which are in Department;
