About the general principles and approaches to ensuring food security of the states of members of the Eurasian Economic Union

For the purpose of realization of Item 6.2.2 of the Strategic directions of development of Eurasian economic integration till 2025 approved by the Decision of the Supreme Eurasian economic council of December 11, 2020 No. 12, Council of the Eurasian economic commission solved:

1. Approve the enclosed general principles and approaches to ensuring food security of state members of the Eurasian Economic Union (further respectively - state members, the Union).

2. The Eurasian economic commission annually to perform monitoring of security of state members and the Union with agricultural products and food according to indicators according to appendix and taking into account approaches of the Food and Agriculture Organization of the United Nations (FAO) and to reflect the received results in subsystem of agro-industrial complex of state members within the integrated information system of the Union.

3. This Decision shall enter into force upon the expiry of 30 calendar days from the date of its official publication.

General principles and approaches to ensuring food security of the states of members of the Eurasian Economic Union

I. General principles of ensuring food security of state members of the Eurasian Economic Union

1. Inadmissibility of discrimination in the total agrarian market of the Eurasian Economic Union (further - the Union).

2. The combination of national interests of state members of the Union (further - state members) is also more whole than the Union.

3. Ensuring sustainable development of agro-industrial complexes of state members and total agrarian market of the Union.

4. Accounting of the international experience in case of assessment of food security of state members.

II. General approaches to ensuring food security of state members

1. Increase in level of food independence of state members in the conditions of influence of internal and external market situation:

a) stimulation of increase in production efficiency of agricultural products and food, including due to performance improvement of work, decrease in transactional costs;

b) development of interaction concerning the state support of agricultural industry within the Union;

c) assistance to development of production and the address of organic agricultural products within the Union.

2. Realization of potential of mutual trade of state members in agricultural products and food:

a) ensuring interaction concerning mutual operational deliveries of agricultural goods in case of deficit of agricultural goods in the markets of state members in case of approach of force majeure circumstances (force majeure) and adverse circumstances;

b) use of the system of long-term forecasting of development of agro-industrial complexes within the Union considering perspectives of functioning of the world agrarian market;

c) assistance to creating favorable conditions for stimulation of storage, distribution and consumption of different types of agricultural products and food;

d) holding the joint industry business actions directed to forming of positive image of agricultural products and food and increase in recognition of trademarks of producers of state members.

3. Decrease in dependence of state members on import of material resources from the third countries:

a) creation of highly productive competitive breeds, types, lines and cross-countries of farm animals, and also development of selection and seed farming, aquaculture (fish breeding);

b) standardization of requirements in case of the address of seeds of agricultural plants within the Union;

c) development of modern production technologies of forages and feed additives, including self-produced creation of amino acids, vitamins and premixes on their basis, and also effective systems of feeding of farm animals, production of remedies of plants;

d) enhancement of veterinary providing taking into account achievements in the field of biotechnologies and molecular immunology;

e) production and implementation of the modern equipment and processing equipment, used in agro-industrial complex;

e) carrying out by state members of the joint research and development works in the field of agro-industrial complex directed to creation of advanced technologies of production of competitive agricultural products with high value added;

g) experience exchange and the best practicians in the field of innovative achievements in agro-industrial complex;

h) development of possibility of transfer of technologies in the field of agro-industrial complex;

i) development and deployment of the innovative technologies applied in food and processing industry including deep conversion of raw materials.
